RE: PLAN REVIEW COMMENTS FOR PLAN CHECK # 2012-0286 AND 2012-0287
NEW SFR AND GARAGE REMODEL AT 723 HANNA PARK ROAD
Dear Mr. Nozawa,
I have reviewed the above building permit applications for the Planning Division. Before I can
sign off on the permits, however, the following information needs to be clarified in a written
response:
BLD-2012-0286 — New SFR
Structural Lot Coverage: Please include a breakdown of the structural lot coverage for
the parcel. According to ECDC 21.15.110, "[c]overage means the total ground
coverage of all buildings or structures on a site measured from the outside of external
walls or supporting members or from a point two and one-half feet in from the
outside edge of a cantilevered roof, whichever covers the greatest area." Provide a
calculation of the total lot coverage as a percentage of the lot area.
Tree retention and protection: Add a note to the Drainage, Grading and TESC plan
stating: "Retained trees shall be protected in accordance with ECDC 18.45.050.H."
BLD-2012-0287 — Garage remodel
1. Height survey and elevation: Please provide a height survey and elevation drawing
for the existing shed and carport. The shed and carport are nonconforming with
respect to the required 10' south property line setback. According to ECDC
17.40.020.B, "[a] nonconforming building or structure may be maintained and
continued, unless required to be abated elsewhere in this chapter or section, but it may
not be changed or altered in any manner which increases the degree of nonconformity
of the building...". Also, ECDC 17.40.020.D.3 states that "[G]Iterations which otherwise
conform to the provisions of the zoning ordinance, its site development and bulk
standards, and which do not expand any nonconforming aspect of the building, shall
be permitted." The height survey and elevation drawing will provide confirmation that
the proposed alteration to the shed and carport is not expanding the structure
vertically, thereby increasing its degree of nonconformity within the required setback
area.

Please submit three copies of the updated site plan (one being reduced size of 11 x17 or
smaller) and two sets of any updated sheets of the building plans. Please make all
submittals to a Permit Coordinator, Monday through Friday, 8:00 am to 4:30 pm. If you
