W Dear Ms. Neal, Thank you for taking the time to talk to me today at the site regarding the above building permit. It was very useful to get some additional background about the history of the site, particularly with respect to what was at the site when you took ownership of the property in 2008. As we had discussed, I will need to see some additional information before I can sign off on the permit, however, including: Updated landscaping plan. Using the existing landscaping plan from 2001 as a base (attached), show the features that currently exist on the site including the eastern planters and the stepped landscaping pavers that descend the slope on the north side of the house. Also, indicate what is located in the areas identified as 'lawn', 'small shrubs', and within the 15' native non -disturbance area to the west of the house. Regarding what you have planted in the clouded areas north and east of the house, include a planting list similar to that which was shown on the 2001 plan indicating the general numbers, sizes and types of vegetation installed in each location. Also on this plan, show the extent of the proposed deck and steps. On a related note, I just wanted to reemphasize that except for those activities specifically allowed to occur in a critical area without a report identified in ECDC 23.40.220.C, all other alterations to critical areas or their buffers must occur in accordance with an approved critical areas report. According to ECDC 23.40.320: "Alteration" means any human -induced action which changes the existing condition of a critical area or its buffer. Alterations include, but are not limited to: grading; filling, dredging, draining; channelizing; cutting, pruning, limbing or topping, clearing, relocating or removing vegetation; applying herbicides or pesticides or any hazardous or toxic substance; discharging pollutants; paving, construction, application of gravel, modifying for surface water management purposes, or any other human activity that changes the existing landforms, vegetation, hydrology, wildlife or wildlife habitat value of critical areas. Please submit three copies of your updated site plan (one being reduced size of 11 x17 or smaller) and two sets of any updated sheets of the building plans.
