The numbered responses below correspond to the Development Services Review Comments. Required Ite rin .. 1. Letter from Olympic View Water and Sewer District regarding water availability. Water letter from Olympic View Water & Sewer district included with this submittal package 2. Stormwater Information outlined in the associated Engineering Division memo. Responses to the Stormwater Memo are on the follow page 3. Traffic impact worksheet — see Handout E82. Complete pages 1 and S. Traffic Impact worksheet has been prepared and is included with this submittal i')I@ in Corirectioin- 1. There is a 10' dedication being shown along Edmonds Way but appears that area was granted/condemned as part of the Pinestone plat in 1986. Please verify and update the plan sheets as necessary. Response: Noted, 10 feet of right of way dedication was granted for the Pinestone plat in 1986 to equate to 40 feet of total right of way from the centerline. After further discussion with JoAnne Zulauf, the 10-foot dedication is no longer requested as it initially was in the preapplication meeting. 2. Provide a gross and net lot area for Lot 1. The area of the access easement must be subtracted out to get the net area and the net area must be greater than 6,000 sf. Response: The lot lines have been adjusted accordingly as per sheet C.01 of the Chung Short Plat Preliminary Development Plan. Each lot now has a net area greater than 6,000 sf meeting this criterion. 3. Lot 3 would be considered a flag lot and therefore would have 5' side setbacks from all property lines, please revise. Response: The setbacks for Lot 3 have been revised so that they are 5' from all property lines. 4. Has the Department of Transportation looked at the project access? They may prefer a single access point rather than improving the two existing accesses. They will receive notice of this project and may comment at that time. Noted. The WSDOT has not looked at the project access yet. in g liii n e r'iiii in f Review-, Insufficient Stormwater Report/Design Additional items have been clarified, and core requirements addressed in the drainage report as well further analysis prepared regarding flow control. If there is something specific that is missing, we will look for the comment after the first review. The drainage design for the lot will take place at the time of building permit once the footprint location and size is known. A 2,000-square foot rooftop and a 500-sf driveway is assumed for preliminary purposes. It is assumed that on -site stormwater management will be implemented. However, it may be considered later in the short plat process to directly connect portions of the new impervious surface to the proposed conveyance system in the shared access that directly discharges to SR-104. As shown in the report, the developed flow leaving the site is much less than allowed within this direct discharge basin, 0.25 cfs for the developed 10-year and 0.45 cfs for the developed 100-year. Geotechnical Report if proposing infiltration Infiltration is not being proposed Dispersion detail if proposed Dispersion is no longer proposed as a part of the short plat improvements. The plans are preliminary plans, not for construction, thus was initially left off. Edmonds Way Basin Flow Control Noted, this project is in the Edmonds Way Basin, a direct discharge basin. Flow analysis has been included in the report to show discharge compliance with the flow control basin. Existing Impervious Surface cannot be credited to new development.
