The Engineering Division reviewed your civil site design. The review team notes the following
revisions/cotrections. Please contact the review team members directly for questions regarding
their comments.
Storm drainage — Don Fiene. Hydraulics Fnaineer at (4 25) 771-0220 E- 323
• The methodology of the storm design is okay. Provide as -built for system you describe
as installed on the adjacent property. The site plan approved by the City Engineer shows
that 28 if of 48" pipe was to be installed. The neighboring detention system is to be
inspected as a condition of approval for this project.
Provide an erosion control plan that includes sequence of construction, erosion control
practices and details, including soil stabilization, silt fence, construction entrance and
grading.
Trafc — Jamal Mahmoud. Trafc Engineer at (425) 771-0220 Ext. 328
• Pay SEPA for -new PM peak trips generated.
Utilities —Jim Waite Water/ewer Supervisor at (425) 771-0235 Ext. 649
• A double detector check valve assembly will be required to be located within ten feet of
the Third Avenue North right-of-way. Please show where this will be located.
• Provide standard fire hydrant assembly on frontage of Third Avenue North.
Additionally, please address the following general comments:
• The plans indicate that 23 parking spaces will be provided; yet only 19 are shown on your
plans. The Planning Division has determined that a minimum of 20 is required on this
site. Please resolve this discrepancy and submit plans for all parking spaces to be
provided.

allowed is 12%. To achieve this slope, the alley must be raised approximately six
inches. Please provide a profile of the alley to show how this elevation change
will be implemented.
• On -street parking and signage must be the same on both sheets.
• The indicated scale of 1"=10' does not match the drawing.
• Show wheel stops on all parking stalls.

As Jeannine Graf, Building Official indicated in her letter of July 6; Engineering Division
staff typically reviews access requirements for building permits. A review of our file for
your project shows that you did submit an easement agreement on about December 7,
1998. However, the easement documents in our file have never been recorded. The
Building Division files contain the first page only of the recorded document, but
apparently no complete recorded easement was ever submitted or received for final
review. The Engineering staff that reviewed the easement checked it for legal description
accuracy only, without determining whether the physical access was intended to meet the
requirements of the Uniform Building Code or Edmonds Community Development Code.

The City is in receipt of your questions dated 6/23/99 regarding your project and the adjacent
Soundview Plaza building. I was told that staff informed you on 6/23/99 that I was out of the
office from 6/21/99 to today. I will respond to your questions in order.
1. No. The Uniform Building Code requires exterior wall opening protection based on the
distance from property lines. In order to allow unprotected openings in the existing
Soundview Plaza exterior north garage wall the building would have to be setback 10 feet
from the existing property line. In order for your building to have unprotected openings on
the garage south side, your building also must be setback 10 feet from the property line.
2. The original submittal for the Soundview Plaza building (submitted to the City on 4/8/97) did
not propose a covered driveway.
3. The City was informed by the Architect of record, Mr. Warren LaFon on 11/13/98 that the
garage ceiling/first floor deck was added by the contractor of record without his approval.
4. The City informed the Markezinis's by City letter dated 11/13/98 that revised plans must be
provided for the covered, driveway (garage ceiling/first floor deck) or the building must be
altered back to match the approved plans.
5. Access easements for building permits are typically reviewed and approved by the City
Engineering Division. The Engineering Coordinator is Gordy Hyde. This question has been
forwarded to him for his response under separate cover.

On February 17, 1981, the Edmonds City Council passed
Resolution 488 for construction, reconstruction and repair
of deteriorated sidewalks. A puhlic hearing will be held
in the Council Chambers at the Civic Center. on April 21,1981
at 7: 30 P.M. You are invited to attend_ this hearing-,f_or_
discussing •'repair of portions of de' terioraIted.si,dewalk'
e abutting your property. The"improvmont-of"sidewalks in
need of repair at the expense of the abutting property
owner is provided by City Ordinance, Chapter 7.20 and
Revised Code of Washington, Chapter 35.68.
The areas needing repair have been marked in paint on
the sidewalk adjoining your property. Reconstruction and
repair of these sidewalks must be completed on or before
September 1, 1981. In the event impr.nvements are not
completed within the above specified time, the City will
perform and complete the improvements at-. the expense of the
abutting property owner.
This action is in response to many citizen requests
and pedestrian falling accidents which have been increasing
in recent years as a result of sidewalk deterioration and
increased pedestrian traffic.
