Before I can sign off on the permit, however, the following information needs to be clarified in a written response: 1. Design review required: In past years, projects such as this had to be reviewed by the Architectural Design Board (ADB). Staff can now do the design review with the building permit, however, according to ECDC Chapters 20.10 and 20.12. Given that, additional information is required so design review can be performed. Handout P9 describes the regularly required information that needs to be submitted (see pages 6 & 7): http://www.edmondswa.gov/images/COE/Services/Permits and Development/Form s and Handouts/P9' - Design Review.pdf. For this project, not all elements shown on the handout are required but the following items will need to be submitted: landscaping plan, lighting plan, color renderings or elevations of the building facades, and a description of the materials used (manufacturer's Spec sheets are fine). The relevant design standards are found in ECDC 22.43, which was recently updated to apply to the BD-2 zone where this parcel is located (http://www.mrsc.org/mc/edmonds/edmonds22/edmonds2243.html#22.43). Because this is a remodel, it likely won't be possible to satisfy all the standards as a new building would but the goal is to address what you can. The same applies to the landscaping requirements of ECDC 20.13 (http://www.mrsc.org/mc/edmonds/edmonds20/edmonds2013.html#20.13). Providing some additional landscaping in the grass area to the west of the current parking lot or to screen any required trash/recycling enclosure would be appropriate. The $265 design review fee will be associated with the building permit. 2. Height calculation: On the Site Plan, show height calculations for the proposed remodel. Also show the lines of average original grade, proposed height and maximum allowed height on the elevations drawings. Parking: According to ECDC 16.43.030.D.2, no off-street parking is required for any commercial floor area of permitted used located within the BD2 zone (http://www.mrsc.org/mc/edmonds/edmondsl6/"edmondsl643.html#16.43.030). The note on the Site Plan describing parking within the "Downtown Business Area" can be removed. The existing parking spaces may remain or be removed or altered, as appropriate. Please submit three copies of your updated site plan (one being reduced'size of 11 x 17 or smaller) and two sets of any updated sheets of the building plans.
