Before I can sign off on the building permit, the following information needs to be clarified in a written response and through submittal of updated plans: History of use of the building: As we have discussed, the subject site is zoned RM -2.4 where the use of the existing building as an office would otherwise require a conditional use permit. The City does not have a conditional use permit on file but it is understood from conversation that a medical office previously occupied the building. As a result, please provide evidence that the office use was allowed and permitted by Snohomish County before it was annexed by the City of Edmonds. A copy of the zoning code which existed at the time the use was originally established would be a useful as would a tenant improvement permit approval from the County, a copy of the applicable County zoning code for the site, or a County conditional use permit decision. 2. Landscaping: It was noted that one or more large evergreen trees were recently removed from the side of the site that faces Edmonds Way. As a result, new landscaping will be required in that area which meets the requirements in ECDC Chapter 20.13 and the City's Street Tree Plan. A design review fee will be added to this permit. Please submit a landscape plan for the site prepared in accordance with ECDC 20.13.010 and .015. Type III landscaping (ECDC 20.13.030.C) would be appropriate to buffer that side of the site. Three deciduous trees from the City's Street Tree Plan must be included in that area within four feet of the property line — options include: Liriodendron tulipifera 1 Tulip Tree, Cercidiphyllum japonicum I Katsura Tree, or Quercus rubra 1 Red Oak. 3. Landscape bid: In accordance with ECDC 20.13.040, please submit an itemized cost estimate for all landscaping and materials. Please submit three copies of your updated site plan and two sets of any updated sheets of the building plans.
