ITEM DISCUSSION ACTION BY Engineering 02.26-01 The project is looking to use the existing drive aisle to the south of the building for bus drop off and pick-up. Bus turnaround is proposed to occur in the existing asphalt area behind the school. The project may have to remove an existing power pole, above grade gas meter, and some parking stalls in order for the buses to access the drive aisle. a.Power pole has three transformers with overhead connection. Removal of the pole will trigger code upgrades with new transformer and underground connection. It is acceptable to leave power pole as is if we do not touch it. b.Fire and Engineering felt that the existing parking adjacent to the bus drive aisle would have to be redesigned to provide parallel parking in order to meet required fire truck clearance in the drive aisle. c.The project is not proposing to increase the impermeable surface area beyond the threshold that would trigger new stormwater treatment or detention requirements. d.The 3 proposed portable classrooms will likely be provided temporary power. If the existing power pole is moved, the temporary and permanent power lines will be required to be underground. Above grade transformers would be required to replace the three existing transformers on the pole. City of Edmonds Engineering will review the existing short 16-foot wide segment of road with their Traffic Engineer to determine if it is sufficient for the temporary condition. Fire 02.26-02 a.The Fire Department will require striping of the new fire lane. b.The Fire Department will require a service report for the existing fire alarm system. c.The fire alarm will be extended to the portables. d.The fire department is OK with existing pinch point at the power pole. Planning 02.26-03 a.The school does not trigger change of use. b.Setbacks at portables look to be OK. c.Review parking requirements per 17.100.050.M for schools. New schools require 11 spaces per 100 students. If there is less than this currently on site, then the existing number will need to be maintained. Building 02.26-04 a.Review Accessibility upgrade requirements – 34.11.7 IBC. This wouldn’t apply to portables, re-roof, plumbing, mechanical, electrical. Only applies to architectural upgrades/alterations. Budget numbers should be submitted in order to verify. b.Type II hood may be permitted in the kitchen for the existing stove/oven so long as there are no grease-laden vapors, a griddle, or deep fat-fryer – this can be documented with typical school district menu and equipment information. c.The re-roof will be reviewed as a separate permit in order to realize appropriate City fees for the project. If separate it can receive a $2/sf valuation. d.Portables will require anchorage details, utility connections, ramp and accessibility information, route to the nearest restrooms and distance.
