Re Plan Review Comments for Plan Check # 2019-0397
Kahlo's Cantina Addition/Remodel at 102 Main Street
Mr. Clugston,
I am providing the following information in response to the plan check comment letter from your
department dated April 29, 2019for the above referenced project.
1. Cover letter: tn addition to the cover letter describing how the following comments are being
addressed through resubmittal, please submit a cover letter describing how you feel the proiect
safrsfies the design review objectives of the l.Jrban Design Element in the Comprehensive Plan
(pages 125-127) and the design review criteria of ECDC 20.1 1 .030.
Response: A separate cover letter for these items has been provided.
2. Criticat area checktist: Submit a subsequent critical area determination since the existing
determination is more than five years old (Handout P20).
Response: A GriticalAreas Checklist (Handout P20) has been provided.
3. Seismic hazard reporf: The site is near or within a seismic hazard area. Submit a geotechnical
repori prepared by a quatified professional that descnbes how the proiect will satisfy the seismic
hazard requirements in EÇDC 23.80.
Response: A qualified geotechnical engineer is under contract and a report will be
provided to the City when finalized.
4. Fencinq: Add a detail for the fences surrounding the patio and cooler.
Response: A detail has been added for both the patio fence at the back-service entry
area and railing at the customer seating patio area.
5. Pedestrian path: On the site plan, add a pedestrian path from the loading area to the trash
enclosure; striping is acceptable.
Response: A striped pedestrian path has been added to drawing 41.1.
6. Garbaqe enclosure fence: The fence surrounding the garage enclosure can be a maximum of 6
feet tall. Revrse Detail 7 on Sheet 41.2.
Response: Detail 71A1.2 has been revised.

7. Retaininq wall: Add a detail for the proposed retaining wall along the west property line. The wall
must have visual interest in the form of alternating colors, patterns, art or the like on the side of
the wall facing norfhwest.
Response: The current rockery will remain and will not be replaced with a retaining wall.
8. Parking lot liqhtinq: One existing light is shown in the parking lot area. ls that to remain or be
replaced with a new pole and cut-off fixture?
Response: The existing light will be replaced with a new cut-off fixture(s).
9. Heiqht calculations: Add height calculation information to the site plan and elevation drawings -
refer to Handout 841.
Response: A site topographic survey has not been provided for this project. The height
of the proposed building additions are lower than the height of the existing parapets.
10 Exterior mechanical e ottinmcnf :lndicate whether mechanical equipment will be screened by the
parapet or whether it will be ground-level. lf ground-level show it on the site plan; it should be
located interiorto the site, screened or camouflaged.
Response: Mechanical equipment will be screened by parapets.
11. Landscaping: Describe how the proposed landscaping shown on Sheet 11.1 meets the type
requirements of ECDC 20.13.030. Type lll or lV landscaping would be appropriate along the
street front at Main and Sunsef. Type V landscaping would be appropriate for the planters at the
vehicular entrance off of Sunsef Ave. Native species are preferred.
Response: Type lll landscaping is proposed along the street front at Main and Sunset.
Type V landscaping is proposed for the existing planters at the vehicular entrance from
Sunset Ave. Deciduous trees have been added to each of the existing landscaped areas
at the end of each parking row adjacent to Sunset Ave.
12. Landscape bond: ln accordance with ECDC 20.13.040, submit an itemized cost estimate for all
Iandscaping and irrigation so bond amounts and inspection fees can be calculated.
Response: The owner and/or the owner's landscape contractor will provide the required
information.
