RE: PLAN REVIEW COMMENTS FOR PLAN CHECK # 2016-1520
EDMONDS VILLAGE RETAIL BUILDING AT 22019 HIGHWAY 99
Dear Henry,
I have reviewed the referenced building permit application for the Planning Division. Before I
can sign off on the permit, the following issues need to be addressed through the submittal of a
response letter and updated plans with changes called out as necessary:
1. Conditions of design review approval: Please review the associated design review
decision in file PLN20160049 and address the conditions of approval on page 6 as
appropriate.
2. Required parkin: On Sheet A1.1, update the required parking per ECDC 16.60.030.B.1
(one stall per 400 sf of leasable building space). From the design review decision, 14
stalls were required based on building area but an additional 82 were being revised as
part of this project.
3. Monument signs: Please remove the entry signs shown on Sheets A1.1 (and any other
sheets where they are shown) since they are not part of this review.
4. Transformer: Please show the location of any proposed transformer on Sheet A1.1. If
its location would be visible from the street, please work with the Snohomish County
Public Utilities District to refine options for the its location to reduce its visual impact.
Besides locating it on the east side of the building, options could include enclosing it in
the electrical room, using an artistic wrap, screening it with vegetation, or burying it.
Parking lot landscaping: In the areas of new and revised parking stalls, Type V parking
lot landscaping is required per ECDC 20.13.030.E. Show the size and square footage of
each of the planter islands as required. Since 96 stalls are included with this project, a
minimum of 3,226 sq ft of Type V landscaping is required (33.6 sq ft X 96 stalls).
6. Landscape bid: Please submit an itemized cost estimate for the landscaping and
irrigation per ECDC 20.13.040.

Please Note: Additional comments from other reviewers may require additional changes to
the plans beyond those discussed above.
Please submit two copies of any revised plans and one copy of the landscaping cost estimate to
a Permit Coordinator. The permit counter is open Monday — Friday from 8:00 am to 4:30 pm,
8:30 am and 12:00 pm only on Wednesday. If you have any questions, please let me know.
