A. McGraw.at 16429 - 75th Place West in Edmonds. I have spoken recently with Mr. and Mrs. McGraw, and they advise me that the city, pursuant to the easement and hold harmless agreement they executed last December, has installed a curtain drain at the base of the hillside behind their house. I understand, however, that the curtain drain does not extend all the way beyond the end of the house. The McGraws have consulted with Mr. Bob Aklin, who I believe is familiar to you. Mr. Aklin has a great deal of experience in the installation of drainage systems, and it is his opinion that the drain should be extended to the northeast property line of Mrs. McGraw's house. Mr. Aklin has submitted a bid of $1500 to do the work, a copy of which I enclose for your information. Mr. Aklin is of the view, I understand, that the drain as it stands does not reduce the danger to the McGraws' house to the extent it would if the drain were extended. Mr. and Mrs. McGraw would be pleased if the city would under- take to extend the curtain drain as Mr. Aklin has proposed. Some of the rolling hills have steep sections, and the steep bank appears to slope upward at a rate greater than 40%. Based on the above findings, it is determined that there is potentially a steep slope critical area on or adjacent to the site. A Critical Areas Study is required to delineate the boundaries of this potential critical areas, the buffers and setbacks. For the steep slopes, a licensed surveyor must create a topographic map of the site which indicates all areas which slope 40% or more and have a vertical gain of 20 feet or more within the 40% slopes. The map must also show the location of the steep slope buffers and setbacks. The surveyor must also create legal descriptions for the critical areas and the buffers. If the property owner wishes to apply for a specific development permit which they feel would not impact the Critical Areas located on the site, they may submit their proposal to the Planning Department for review.
