The project referenced above is revised in response to the review comments dated May 20,2019.
The review comments are numbered on the letter and have been addressed in italics as follows:
GENERAL
1) Please note that all standard details have been updated and have new reference numbers.
Review the changes on the city website and update plans.

4) General Construction Notes. #19 states the footings will be connected downstream of the
infiltration system but the plans show the footings being routed to the infiltration system.
That general note has been removedfrom the plan set. There is no other placeþr the
.footing drain to go.
5) A Stormwater Covenant is required to be recorded against the property based on the
proposed stormwater facilities for the project. Please complete the covenant, including
notaúzation and any required exhibits and submit to the city. Ensure the stormwater

covenant meets Snohomish County Record Drawing requirements. The document must
be complete, but will not be recorded prior to permit issuance. Prior to construction, final
location of facilities are to be verified (by field inspection and asbuilt) and then the
covenant will be recorded.
The owner is in consultøtion with the city on the drainage easement form.
6) Show and label all private easement information within the plan sets. If AFN's for
existing easements andlor recording documents for proposed easements note as
applicable.
All easements on the site and off the site will be recorded with the short plat. One
drainage easement on lot C is shown in the NE corner of the site.
7) Show all City utilities that arc adjacent to the site
There ore no city utilities adjacent to the site.
SITE PLAN
S) The site plan shall show all utilities with labels stating name of utility or specific line
types. Sewer is not shown to the main. The infiltration trenches on both sides of the
property shall be labeled and noted what run off they are collecting. The driveway and
structures shall be dimensioned.

9) The City's Public Works Operations and Maintenance Department provides Fire/Aid
address signs, as required, upon payment of required fees ($75lsign). Two (2) frre aid
address signs will be required with the proposed development and the plans shall reflect a
process that requires the contractorþroperty owner to contact the Engineering Division
by email at engineeringpemits@edmondswa.gov 2-weeks in advance of the requested
sign fabrication. (These may have been purchased during the subdivision process)

TESC
l) Please correct the current standard detail reference numbers.

2) Orange protective barrier fencing or orange silt fencing shall be placed at the drip line of
trees to remain and around areas proposed for low impact development techniques, such
as rain gardens, infiltration systems, etc., to protect the area from compaction.

WATER
1) As indicated by the Fire Department, a fire sprinkler system is required for this property
Typically if there is an existing water service line from the watermain to the meter, the
water service line/meter will not be the appropriate size and a new tap will be required.
The applicant will be required to pay for the new tap on the main and the new meter.
Please revise plans to inolude the following:
a. Please add a note that a 1" meter is to be installed

b. Show the water meter located in the right-of-way, such that the back of the meter
is on the property line. The water meter shall not be located within the driveway.

c. Please show a l-112" water service line to be installed from the back of the meter
to the house (as required for a combination frre and domestic service).

d. Please label the pipe material and note tracer wire to be installed on the water
service line.

2) Show that there is a minimum of 3' of horizontal separation between the water servlce
and dry utilities (i.e. power, phone, gas, cable, etc.). A minimum of 10' of horizont¿l
separation is required between water and sewer lines.
The separation has been shown. It should be noted that the utilities offsite were approved
and constructed as part of the original short plat.

3) Utility plan should show the water line to the main and the water meter. Note size of
water meter and line. Refer to #1.

SEWER
l) The Utility plan should show the entire sewer run from the main line to the house.

2) Label pipe material, length and size. The sewer lateral (from the main to the property
line/edge of easement shall be 6". Once on private property the sewer may reduce to 4"

3) Show a 6" cleanout at the property line/edge of easement. Please add a note that the 6"
cleanout at the property line shall have a l2'o cast iron lamphole cover withYz" hexbolts.
The cleanout has been shown.
4) Show a cleanout located within 2' of the house, at any 90o bend, when there is less than
3' between two 45o bends, and when there is more than 100' between cleanouts.
A cleanout has been added next to the house.
5) Provide invert elevations for the cleanout at the property line and at the house so that a
minimum 2%o slope and minimum2' pipe coverage can be verified.

DRY UTILITIES
l) Show all dry utilities and required utility separation. Please add a note thataminimum of
3' separation is required between the dry utilities (power, gas, phone, cable, etc.) and
se\iler, water, and storm and 5' from any City main lines.

STORMWATER
l) A minimum of 2' of cover is required for all pipes located under drivable surfaces, please
revise plans.

requirement of ECDC 18.30 and/or how it complies with the previously approved plan.
a. Include sizing calculations for the infiltration trench.
Please see drainage report.
2. Cl: Update sheetto address elements #13 (protection of LID facilities) both before and
after installation of the infiltration trench.
a. Prior to installation, the area can be protected with construction fencing or notes
shall be added to over excavated and obtain geotechnical engineer's approval
prior to placing rock for infiltration facility.
The infiltration system has already been constructed. No notes are needed.
b. Add notes to direct contractor to protect infiltration capabilities after installation.

Lot Coverage: "Coverage" means the total ground coverage of all buildings or structures on a
site measured from the outside of external walls or supporting members or from a point two and
one-half feet in from the outside edge of a cantilevered roof, whichever covers the greatest area.
n Maximum lot coverage is35Yo for the designated zoning. Plans indicate 42.7%olot
coverage; however, the calculation is inaccurate. Please review the above definition and
re-calculate.
