NEW SINGLE FAMILY RESIDENCE AND DEMO AT 20902 HILLCREST PLACE
Dear Mr. Houston,
I have reviewed the above building permit applications for the Planning Division. Before I can
continue with my review, please address the following comments in a cover letter and through
the submittal of updated reports and plans with changes called out:
1. Datum point: On the Site Plan, please label the datum point used as the basis for the
height calculations along with its elevation, whether actual or assumed. The fire
hydrant or water meter east of the lot would be solid points of reference (see
Handout B41 for guidance).
2. Lot coverage: On the Site Plan, please verify the calculated structural lot coverage and
update as appropriate.
3. Geotechnical report: Please have Mr. Isaacs update his January 20, 2017 report to
address the proposed demolition and construction in accordance with Chapter ECDC
23.80. The report must be prepared in accordance with ECDC 23.80.050 and
specifically address the development standards in ECDC 23.80.060 & .070. The
determined setback and/or buffer needs to be shown on the Site Plan as well as the
TESC and Stormwater plan sheets (A.02 & A.03).
4. Notice to title: Pursuant to ECDC 23.40.270.13, sites with field -verified presence of
critical areas and/or critical area buffers for which a permit application is submitted
must record a notice of the existence of the critical area and/or critical area buffer
against the property with the Snohomish County Auditor's Office as a condition of
permit issuance. Attached is a Notice of Presence of Critical Areas for the subject lot;
please have it signed and notarized. Prior to issuance of the building permits, this
form must be recorded with the Snohomish County Auditor's Office. Options for
recording include:
a. Provide the City processing fee of $100 plus the County recording fee of $76 for
each lot ($73 for first page and $1 for each additional page), for a total of $176,
and the City will record the notice for you;

Take the covenant to the County and record it for the County's recording fee of
$73 for one page plus $1 for each additional page, and return a copy of the
recorded notice to the Edmonds Planning Division with the Auditor's recording
sticker on the copy.

Please submit two copies of any updated plan sheets and reports. Make all submittals to a
Permit Coordinator, Monday through Friday, 8:00 am to 4:30 pm (8:30 am to 12:00 pm on
