Briefly describe the vegetation and habitat conditions on the property. [hglpj For the purpose of shoreline protection, the shoreline within the project area includes bulkheads, seawalls, and fill, which has resulted in the loss of upper intertidal and backshore vegetation. The upper intertidal shoreline is entirely armored with wood and concrete. Pedestrian activity along this shoreline is significant. Vegetation in the marine riparian zone has been highly modified by development and disturbance, including fill associated with the Edmonds Senior Center, parking lot, parkland, bulkheads, and seawalls. The nearshore subtidal area between the proposed project and the Port of Edmonds Marina is mostly sand, with several areas of artificial reef materials and rock at depths of -15 to -90 feet mean lower low water (MLLW). Between the existing ferry terminal and Dayton Street (approximately 1,200 feet south of the ferry terminal) expansive macroalgae beds were found during surveys for the City of Edmonds Shoreline Master Program, including Laminaria spp. and Nereocystis spp., from the -5-foot contour to the -60-foot MLLW contour (CH2M Hill 2004). The area directly offshore of and including the docking area of the existing ferry terminal is devoid of macroalgae, probably as a result of propeller -induced turbulence. Green algae (Ulva lactuca) and red algae (Gracilaria sjoestedtii) were found from the marina to the ferry pier and from the ferry pier north through the underwater park and beyond (CH2M Hill 2004). Eelgrass beds were found to be continuous at depths of about -2 feet to -20 feet MLLW during those surveys. These eelgrass beds start at approximately 300 linear feet waterward from the project site, and 150 linear feet from the project action area, both measured perpendicular to the shoreline. 5m. Describe how the property is currently used. [he��]l The project site is currently used by the public for park space, community services, parking, and beach access. 5n. Describe how the adjacent properties are currently used. [hell g Adjacent land uses are commercial (office space), railroad (BNSF), residential (Ebb Tide Condominiums), and recreation (Edmonds Marine Walkway, Brackett's Landing South, and Olympic Beach). The Washington State Ferries terminal, the BNSF railway, and the Port of Edmonds Marina are dominant land uses in the vicinity. The railway borders a large portion of the marine shoreline. On either side of the ferry terminal are two regional parks, Brackett's Landing North and South. North of the Port of Edmonds Marina is Olympic Beach Park. Collectively, the parks include public beach, picnic areas, interpretive information, public restrooms, a parking lot, and showers. Pedestrian activity and beachcombing is currently intense and dispersed. The Edmonds Marine Walkway extends from the ferry terminal to the Port of Edmonds Marina, through the project area, with a segment missing in front of the Ebb Tide Condominiums. 5o. Describe the structures (above and below ground) on the property, including their purpose(s) and current condition. [hell The Edmonds Senior and Community Center (Senior Center) is a two-story building, built in 1935, that provides activities and hosts events for the Senior Center and Edmonds communities. The building is showing signs of age with uneven floors and cracking walls. The parking lot associated with the building occupies the remainder of the parcel and extends out onto the beach on an existing bulkhead. There are two bulkheads on the property. One bulkhead, which was constructed in the 1960s, has creosote -treated timber piles on the perimeter and fill under the paved parking lot surface. The remaining shoreline in the project area is armored with an older concrete bulkhead and stairs in adequate condition. 5p. Turn left (west) on Dayton Avenue and right (north) on Railroad Avenue. The project site is located on the left (west) side of the road. ORIA-16-011 Page 4 of 16 Part 6—Project Description 6a. Briefly summarize the overall project. You can provide more detail in 6b. [hell The City of Edmonds Parks, Recreation, and Cultural Services Department (City) and the Edmonds Senior Center are proposing to redevelop the Senior Center; the associated parking lot, bulkhead, and beach access; and to construct an overwater walkway in front of the Ebb Tide Condominium building. These project elements together comprise the Edmonds Waterfront Center Redevelopment Project (project). The existing Senior Center building would be demolished and replaced with the Edmonds Waterfront Center building. The proposed Edmonds Waterfront Center building will be used by the Senior Center for existing senior and community services during the day, and the City will use the new building for programming and events during the late afternoon and evening hours. Only portions of the project located near or below mean higher high water (MHHW) are discussed in this application form. Project elements landward of MHHW are not discussed further. The parking lot extends onto a bulkhead that is composed of fill material and supported by 36 creosote - treated timber piles around the perimeter. The bulkhead is partially below mean higher high water (MHHW). The bulkhead will be removed, and a new beach access will be provided by installing pile -supported concrete stairs and a ramp within the existing bulkhead footprint, above MHHW. Large woody debris, boulders, and a sand/gravel mix for beach nourishment will be installed and native vegetation will be planted in the area of bulkhead removal, portions of which are located below MHHW. The parking lot will be reconfigured, incorporating a bioretention planter for water quality treatment and infiltration. There are two existing outfalls in the bulkhead to Puget Sound, both of which will be shortened to end above MHHW. The overwater walkway will be built within a City easement. It will be a concrete structure approximately 154 feet long, elevated on seven 30-inch-diameter steel piles. A portion of the City's easement is waterward of MHHW; therefore, two of the walkway supports will be installed below MHHW, and a portion of the walkway structure will be elevated above areas waterward of MHHW. Approximately 50 percent of the walkway superstructure will be a grated surface. The grating type selected will have approximately a 60 percent open area. While construction equipment is mobilized on site for the proposed project, two concrete foundations and three intertidal creosote -treated timber piles will be removed from the intertidal zone. 6b. Describe the purpose of the project and why you want or need to perform it. [hejl ] Removing the bulkhead fill, creosote -treated timber piles, and concrete foundations will provide an opportunity to restore a section of the beach, improve shoreline access, and provide an opportunity for the public to interact with the waterfront. The overwater walkway will link the existing portions of the Edmonds Marine Walkway between the ferry terminal and the Port of Edmonds Marina, providing the public access through the entire segment of waterfront and encouraging pedestrian passage on uplands instead of on the beach. 6c. Pile driving: Seven 30-inch-diameter steel piles will be installed by vibratory or impact hammer suspended from a crane or excavator staged on uplands or on a temporary barge. If from a barge, the barge may need to temporarily ground out during low tides to stay within reach (approximately 40 feet) of the work area. Two piles will be located waterward of MHHW. All piling will be within the 100-year floodplain of Puget Sound. Overwater walkway structure assembly: Crane access required to install the overwater walkway structure and associated piling is restricted due to the proximity of upland structures and tides, so the contractor may need to mobilize some track -mounted equipment on the upper beach in the dry area during low tidal periods to safely access the construction area. Precast concrete caps will be set on top of each pile using a crane from the uplands, temporary barge, or, during low tides, the beach area. Precast concrete walkway segments will be transported to the site on trucks or by barge, then placed on top of the pile caps with a crane staged on uplands or on a barge, or by track -mounted cranes on the beach during low tide periods. The concrete segments will be secured in place using a closure pour. Railings, curbs, and details will be installed from the walkway surface, from adjacent uplands, or from on a temporary barge. Portions of the walkway will be elevated above areas waterward of MHHW and within the 100-year floodplain of Puget Sound. Bulkhead and fill removal: The bulkhead and backfill will be removed by equipment such as cranes excavators, bulldozers, and dump trucks staged on uplands in the existing parking lot. Two concrete foundations are buried on the beach. They will be removed by an excavator staged in uplands or by track - mounted equipment on the upper beach in the dry area during low tidal periods, and the existing beach sand will be allowed to fill the hole and naturally match the grade of adjacent beach. If necessary, the areas will be filled with a sand/gravel mix as discussed in "beach restoration," below. The creosote -treated timber piles from the bulkhead and intertidal zone will be removed following the Washington Department of Natural Resources (WDNR) best management practices (BMPs) for pile removal. The preferred method of removal is vibratory extraction with a vibratory hammer suspended from a crane or excavator staged in uplands. If this method does not remove the piles, then the contractor shall utilize direct pulling, clamshell removal, or cutting per the WDNR guidelines. The concrete foundations, creosote -treated timber piles, and bulkhead fill will be removed from an area waterward of MHHW and within the 100-year floodplain of Puget Sound. Beach Restoration: Large woody debris, boulders, and sand/gravel mix suitable for forage fish spawning will be used to nourish the beach where the bulkhead removal will occur. The nourishment material will be placed both landward and waterward of MHHW, using dump trucks, and excavators. Sediment size will match adjacent beach substrate. Equipment will be operated either from uplands, a temporary barge, or track -mounted equipment working on the upper beach areas during periods of low tides. Work waterward of MHHW will occur during the in -water work window (July 14 through October 15) specified by USACE and WDFW. All pile driving and earth moving will be conducted in the dry at low tide; therefore, in -water noise impacts from pile driving or earth moving equipment are avoided. Pile removal will follow WDNR's BMPs for creosote -treated timber pile removal and disposal. Some turbidity is expected due to the first tidal inundation after sediment disturbance from work done in the dry. Fish and wildlife habitat will be enhanced by the removal of creosote -treated timbers and fill associated with the existing bulkhead and subsequent beach restoration consisting of native plantings, installation of large woody debris and boulders for habitat structures, and beach nourishment. Prior to construction activities, forage fish spawning surveys will be conducted according WDFW protocol to confirm the presence or absence of spawning forage fish. If present, spawning areas will be avoided during construction. Prior to mobilizing a barge, an eelgrass survey will be conducted to map eelgrass communities. The barge will be directed to the construction area and grounded such that eelgrass is not disturbed. Erosion will be minimized through implementation of a Temporary Erosion and Sedimentation Control (TESC) Plan and execution of BMPs: • A stormwater pollution prevention plan (SWPPP) will be implemented. • TESC measures will be installed prior to clearing, grubbing, excavation, and grading activities. • Clearing and ground -disturbing activities will be limited to the minimum area needed to construct the ORIA-16-011 Page 8 of 16 • Where necessary, erosion and sediment control measures (e.g., stabilized construction entrance, silt fences, wattles, plastic covering, mulching, and drain inlet protection) will be installed to prevent release and discharge of sediments from construction areas (e.g., staging areas and stockpiles). • Use of turbidity and debris curtains to prevent any discharge of materials to waters of Puget Sound. • High visibility fencing will be installed to delineate clearing and construction limits. • Installation of a stabilized construction entrance. • Sweeping of silt and debris from roadway surfaces to prevent sediment runoff. • Any waste material, debris, or spoils will be disposed of at an approved and permitted upland commercial site or approved waste site. • Containment measures will be implemented at staging and material stockpile areas to prevent runoff. • TESC measures will be frequently inspected and maintained as necessary to ensure continued proper functioning. • After construction, all TESC measures will be removed, and all disturbed ground surfaces will be stabilized to prevent erosion and sedimentation. 8b.
