Lots 10 and 11 purchased August 1965 by Harold 0. and Pamela E. Cooper. Residence 17127 Sea Lavm Drive built and occupied Jan 1, 1966., 1968 P.E.C. actively participated in local committee which circulated petitions and successfully petitioned the City of Edmonds to form an LID V to provide sanitary sewers to Talbot Park area. V sewers installed by city in summer 1969. P.E.C. went down to City Hall and A; protested to Leif Larson that sewer, connection at the rear of lot 10 restricted the type of home that could be built on that lot since the sewer was uphill and the lot was deep. A house with a 32 foot set back from the road would be 143.88 feet from the sewer not allowing sufficient gradient for gravity sewage , flow. He replied that wi th the 32foot building height allowed a two story home could be built at a satisfactory level to give gravity sewage flow to both levels. April 1970 sewer connection completed to residence on lot 11. December 1971 first payment for sewer to lot 10 under LID #164, assessment Y213 December 1977 final payment on sewer to lot.10--All.payments made promptly and ind.eptedness retired in a timely fashion. tj July 1979 Building Permit issued, by City,for home improvement indicating, 25 foot height restriction for flat,roof and foot for .�O Pitch roof Permit#790352. a At no time have we been notified that ny different height restrictions.have been im 'the p osed on our property. The design of the sewer connection point for this lot and subsequent change in building height restrictions caused a hardship. The sewer connection is located on the highest point of land and at the very )ack of the lot. This situation has made the proper plumbing of two floors impossible.(see drawing incl.) 2. How does your property differ from other property in the same vicinity? The other residences in this area do not have this situation existing. Most have a downhill connection and all are in closer proximity to their appropriate sewer stub. All have two properly plumbed floors. 3. Will this variance be detrimental to the public or damaging to other property or improvements in the vicinity? TlAis requested variance would not be detrimental to the public nor damaging to other property in the area. In fact we are trying to reduce the impact of this home on the surrounding area. (Solar, Street side, small design less lot coverage.) 4. What hardships will result to you if the variance is not granted? Will these hardships have been caused by your own action? The lack of this variance will not allow the owners to properly plumb two levels of a residence. This hardship was caused by the city's sewer layout and subsequent change in building height restrictions. 5. Can you m , ake reasonable use of your property without the variance? The alternatives allowed without this variance are not reasonable uses for the property nor a fair condition for the owner.
