RE: Illicit Discharge 6880 172nd St SW

While visiting an adjacent site for an inspection, City staff observed a gas trail leading from the, crest of the
hill on 172"" St SW and traveling west ultimately flowing Into three catch basins. The gasoline appeared to
be leaking from one of the vehicles being used by Ver,izon's subcontractor, K -COM under the Fiber Optic
building permit 2008-04,87,
This storm/creek system discharges directly into Puget Sound. The system is intended for storm runoff
only and the water receives no treatment downstream, which means that fish and WIdlife habitat are
Impacted by any pollutant discharges. Gasoline Can be significantly detrimental to this habitat.
The discharge of gasoline into the City's storrnwater coillection system due to construction activities
constitutes a violation of Edmonds City Code 7.200.070 A 3 and is subject to enforcement actions.
Payment of fines to cover administrative and remediation costs associated with this violation is authorized
in accordance with Edmonds City Code 7.200.150.
In accordance with these regulations you are hereby directed to',
I ) Immediate abatement of illegal discharge to stream.
2) Pay fines of $100 per day and all costs associated with the enforcement of each violation,
Including but not limited to administration expenses and remediation costs associated with this
violation.
3) Within 5 days of this notice, documentation of Best Management Practices to be used to prevent
this problem from happening in the future must be submitted to the Engineering Division, 2" Floor
City Hall, 121 5" Ave N.
If you should fail to rneet the deadline given for abating the discharge, the Public Works Director may send
a City crew or a designated subcontractor to clean up the illegal discharge at Veri7on's expense. If a
Verizon subcontractor is identified in a 2"' violation, fines will be increased to $500 per day with associated
costs as described in #2 above.
