The building, currently used for commercial tenants, will be converted without building additions. The site will maintain its current parking and driveway with modifications. Canopies will be added at the entrance and in the landscaped, enclosed outdoor patio. Fire Marshal 2. A sprinkler riser room is required at the northeast corner of the building with door directly to the outside. The mechanical engineer will determine the size of the room. 3. The fire hydrant located on the SW corner is private and non -conforming. Its connection would have to be routed such that it is fed behind the backflow preventer at the sprinkler riser. 4. A new FDC (fire department connection) is required at the street. It's connected, via dry pipe, to the riser room. 5. Kevin discussed options for the fire truck turn around. Joss and Chris will study KPFF options and consult with Eric accordingly. 6. The building is required to have a fire alarm system. 7. Fire flow data is available from COE Engineering (JoAnne) Charges (permit, other) 8. Charges related to fire department permitting: Fire line/connection; Fire alarm/sprinklers; Type I hood. 9. Mechanical and plumbing review. 10. Utility connection fees: water, storm and sewer by the city. These depend on McDonald whether these connections need to be expanded. McDonald Miller to study. Electrical connection fees: by Snohomish County PUD. Electrical permit review will be done by L&I. 13. Christina provided Salus with a copy of the permit submittal requirements for Christina tenant improvements. The base permit fees are based on the valuation of the Wayland construction. However, additional hourly fees ($1 00/hr.) are assessed based on the specifics of the project. Christina will provide Salus estimates from similar (nursing home) projects. 14. The plumbing permit fees are predicated on the number of fixtures in the facility. McDonald Christina provided a plumbing permit fee. McDonald Miller will work out a ROM Miller fee number. 15. The traffic review is done at $120/hr. with $200 initial fee. 16. Right of way permit is $350. Site and Landscape 17. No apparent frontage improvements will be required, unless the project exceeds Salus 10% of addition (canopies count) and/or 10% of added parking. Salus to review other potential triggers in the General Commercial Code they referenced. 18. Maintaining the impervious surface disturbance under 2,000 s.f. will be KPFF challenging. On site storm water management (OSM) will be required if this target can't be met. OSM would require the likes of LID stormwater infrastructure (pervious pavements, bioretetion etc). 19. Verify in the 2017 addendum to the drainage code whether the project will require KPFF onsite stormwater management for 25% of the exiting hard surfaces to remain. 20. No known drainage capacity issues 21. The slope will require submittal of an updated critical area checklist, performed by a geotechnical engineer. 22. Street trees would have to be replaced if removed. No new requirement, unless frontage improvements are required. 23. Landscape: 17.5 s.f. landscape is required per parking stall. 24. The ivy needs to be replaced. David noted that the owner intends to improve the landscape to upgrade the facility's image. 25. The building maybe required to be brought up to Type 4 landscape standards. Communita Communita Atelier will verify 26. Mike suggested that the team review the G.C. zoning code, updated last August. Salus/ It contains language regarding pedestrian oriented space pertaining to this Communita property. Ideally remain below the 10% trigger (see 12 above) so as not to trigger /KPFF additional requirements. 27. Verify parking requirements, using the residential standard (.75 stall per unit Salus under 700 s.f.). 28. Rooftop mechanical units require screening. A structural engineer's seal would be required for any unit exceeding 400 lbs. 29. Note that on site lighting should light the site only. A demolition permit for the interior, non -bearing elements can be obtained over the counter. A Puget Sound Clear Air Agency number (for the hazmat abatement) will be required prior to issuing the permit. 31. It is possible to get a separate re -roof permit as well. The roofing permit should be accompanied with a Puget Sound Clear Air Agency number (for the limited asbestos abatement). 32. David indicated that Salus has been coordinating with Clynn Wilkinson of the WA DoH. Leif knows Clynn and trusts his code judgement. 33. The building type is likely to be 5B. 34. The code review should start with the new IEBC, International Existing Building Code with Edmonds amendments (on line). 35. Leif noted that each side of the smoke barrier should have access to, at least, one Salus independent egress. 36. The occupancy of the dining room is likely to justify the two exists shown. Accordingly, there should be two lit sign gateways from the fenced in yard.. 37. Leif suggested that the architects review chapter 5 of the IEBC for the scoping of existing buildings and its implications. 38.
