I am writing to request that the City allow me to proceed with construction of my residence, Permit
#200202 located at 16010 70" Avenue West. At the time of this writing, it is my understanding
that the permit plans I have resubmitted to the City for the project have been reviewed and
approved by the Planning and Building Divisions.
I understand that Engineering has determined that the now impervious surface for the project
exceeds 2000 sf and therefore a detention system is required. The detention system has no
affect on the structure or construction of the residence, and can be installed after the foundation
wells aria poured and while framing is underway. I would like to continueconstruction of the
portion of the project that are approved and in conformance, at my own risk, pending the
approv:l of a deferred submittal for the detention system. Every effort will be made on my part to
assure that a design for the detention system will be submitted to Engineering prior to the
Framing Inspection.
I understand that all work done "at risk!'will require all the usual field inspections and approvals of
the Building Inspector. I am acknowledging by this letter that I will hold the city harmless for any
costs, additional work, or revisions to the building that may be required to install a conforming
detention system after concrete foundation work and framing is executed and in place.
I appreciate your consideration and look forward to your prompt response to this letter.

The purpose of this letter is to advise you of my final determination as Building Official with
regard to the height issue at the construction project at 16010 70th Avenue West in Edmonds.
The topographic information submitted to the City on June 13'h, 2001was prepared by Richard
Brown, registered Land Surveyor. Building comer elevations are indicated as well as a
statement that the grades indicated are pre -grade (1997) elevations. The submittal also includes
comer height information on the existing smallest rectangle of the original building footprint and
the proposed smallest rectangle which includes the proposed covered entry porch. The
maximum elevation of the structure including the porch is 118.96. Based on the height check
performed by your surveyor his inspection has confirmed the house elevation to be 118.84.
Based on this height check, the house complies to the City zoning code and stated height limit of
25 feet.
Pursuant to Edmonds Community Development Code Section 20.100.040 this decision is
appealable when initiated by three persons, living in separate dwellings, located within 300 feet
ofthesite. The appeal must specifically state how the height of the structure does not meet code.
The appeal filing fee is $300.00 and must be submitted within 10 working days of this decision.
Appeal deadline, 5:00pm, June 28", 2001.

As a result of the height inspection conducted yesterday by the City Building Inspector,
you have opted to submit a height check survey to be performed by a licensed Land
Surveyor. The purpose of this letter is to outline the specific details required of this
height check. Please refer to the attached public handout entitled "Height Calculations",
this handout must be provided to your surveyor as it is imperative that the licensed
professional understand how the City calculates height.
The surveyor must specifically determine the original datum point and the elevation
grades at the smallest rectangle that encompasses the four comers of the house as shown
on the approved plot plan dated 1/3/01. The average grade and actual height above the
average grade must be indicated. The surveyor must also account for any fill material
that may have been placed due to the foundation excavation and must address this
separately. If the height calculations are found to be compliant the City shall consider the
matter closed. If the height calculations are found to be in violation of City zoning height
limitations you will have the option to either alter the roof framing or to apply for a
height variance.
