This engineer has read the City of Edmonds' Notice dated June 24, 2002
regarding 520 Alder St.
Issues of concern:

This engineer provided daily on -site geotechnical inspections for the installation
of the east soldier pile retaining wall (see photographs and Inspection Reports). The

soldier pile wall was installed in late September 2001 and completed in mid -October
2001.
Additionally, the interior retaining walls were properly constructed using Ecology
Blocks (see photographs).
All retaining walls (soldier pile, lagging, and Ecology Block) were installed under
this engineer's observation and met the requirements of the Geotechnical Report and
the approved Plans.
All soldier piles were properly embedded in the dense, native, sub -grade soils to
the minimum of the tip elevations required by the Project Plans. All were properly
grouted in place, and timber lagging properly installed.
This engineer has performed recent inspections (June 7 and June 24, 2002) with
regard to the east retaining wall.
This engineer has found no evidence of any geotechnical distress: no bulging, no
shifting, no leaning, or any evidence of geotechnical distress.
One original pile was not perf ectly plumb at installation. The inclination of this
pile has not changed since installation. It is possible that this pile gave a visual
impression of "bulging".
There have been no changes in the retaining wall since installation. The wall is
geotechnically stable.
"EROSION":
The northern portion (approximately 25 lineal feet) of the east retaining wall was
not originally installed to the full height of the adjacent grade (see photographs). There
is an approximate 2 Y2to 3 1/2-foot reduction in height from the adjacent ground to the
top of the retaining wall. This reduction in height is not due to "erosion", but is the result
of inadequate original height on the soldier pile wall.
Restoration plans have already been submitted to the City of Edmonds that entail
proper welding of extension beams (atop the existing soldier pile beams) and
installation of additional lagging. Further, it is understood that the property line is
several feet east of the retaining wall line. Thus, "back grading" may be accomplished
to minimize the topographic changes.
