It shall also be the duty of the special inspector to promptly notify the engineer or architect. 3. Complete Daily Reports Each special inspector shall complete and sign both the special inspection record and the daily report form for each day's inspection. These records shall remain at the jobsite with the contractor for review by the City Building Inspector. 4. Furnish Weekly Reports The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. The Merck residence consists of a two-story wood -frame residence founded on a lot adjacent Shell Greek. This engineer understands that the Merck residence has experienced long-term and ongoing minor foundation settlement on the west (downslopa / creek side) portion of the house. These ongoing settlem resulted in approximately two to three inches of differential settlement. The house Itself and property reveal no evidence of any signific ant geotechnical distress: no slides, no soil tension cracks, no sloughing, nor any signif cant erosional degradation. The cquse of the ongoing Merck residence settlement is most I kely due to original grading activities in conjunction with house construction. Thislengineer believes that the original lot developer pushed soil cut material towards the creek edge and subsequently installed the foundation footing in this fill material. The material itself is not geotechnical(y detrimental, however, lack of or&iginal compaction efforts combined with lack of sufficient footing width have resulted in the experienced 5 ttlement to date. The observed settlement in no way compromises house integrity or livability. STABILIZATION: This engineer recommends the proven technique of foNridation undarpinnincl. A series of pin piles are driven (to refusal depths) and "locked -in" to the existing concrete foundation. SUMMA The Merck residence has experience long-term and ongoing foundation settlement adjacent the Shell Creek side. The cause of this settlement is not due to any underlying geotechnical problems, but rather "less than ideal" original construction techniques. Foundation stabilization using pin piles is recommended. After successful Installation of pin piles, the Merck foundation will be geotechnically stable. Interior wood -frame leveling / shimming may be undertaken after foundation stabilization. On -site inspections by this engineer required. If there are any other questions, do not hesitate to call. The south west comer of this single family residence has a failed and 4 of an inch in the last 45 It is a dynamic situation in that it has settled approximately 3/ days. What was a slowly sinking comer that was built on fill, has been speeded up by the earthquake in February. FEMA is involved and has concluded that liquefaction during Z i the quake is responsible for the rapid increase in settling. We have decided on a plan to stabilize the foundation with 3 inch schedule 80 pilings, 0 driven to refusal and anchored to the foundation wall with brackets and imbeds. We have verified with a soils engineer that the conditions on this lot are suitable for this approach. A minimum of excavation is required (2-3 yards.) The spoils are free -draining sandy soil that will not be necessary to export, but can be put back in. Our work will be no closer than 35 feet from the classified stream that runs through the property. Best management practices would include a silt fence for 40 feet along the 25% slope anticipated where the foundation comer is located. No damage to native vegetation is and no work will take place on the slope. We will be removing the brick planter and fagarle at the front (south) side ofthe house to Also a set of concrete stairs will need to be removed and facilitate lifting of the house replaced. Some interior finishes will need to be removed on the ground floor to odatejacking. All demolition can be accomplished and staged on the flat area at m accomm the front ofthe lot with no impact on slope or native vegetation. CITY OF EDMONDS INSPECTIONS: As discussed in the September 1, 2001 geotechnical report, the Merck residence required stabilization to prevent further foundation settlement. The foundation stabilization design utilized a series of 8 — three-inch diameter pipe piles. These pipe piles were driven to refusal depths (less than one -inch penetration per 10 seconds of driving effort with 850 ft./ib. hammer. Refusal depths varied from 19 /. f eet to a maximum of 47 feet. NOTE: The 47 foot depth was the result of using an open-ended pipe pile. Subsequent pipe piles were driven using a plug at the 1 0-foot interval. After pipe piles were driven to refusal depths, the structu . ral bracket was attacha� to the existing competent concrete foundation stem wall . Pipe piles were structurally attached to the bracket and 'locked in". This "lock in" proc . ess involved both mechanical bolting and epoxy grouting bolt connection between the structural bracket and the existing coricrete stem wall foundation (see photographs).
