The purpose of this letter is to inform you that Notice of Civil Violation fines are hereby re
instated at the rate of $100.00 per day for building and fire code violations at Hordori Playball.
Pursuant to my letter of February 20, 2003 fines were stayed at $200.00 and a time extension
granted to April 1, 2003 for correcting the four outstanding items from City correction notice
dated January 15, 2003 (copy enclosed for your conveni ence). During this time you and the
landlord were required to make a necessary co, rrections and contact our City Fire Inspector and
Building Inspector to schedule for the required final occupancy inspections by Aplil 1, 2003.
Since the fines are re -instated the appeal deadline -is also re -instated. If you choose to appeal the
Notice of Civil Violation you must file a formal written appeal including appeal fees of $500.00
by April 15, 2003. Failure to appeal the Notice shall exhaust all administrative remedies in this
matter.

Dear Mr. Hon2:
Thank you for your letter dated February 17, 2003. The last two remaining items for Hodori
Playball that you have identified as landlord items (manual pull switch and exit signs) must be
installed, inspected and approved by April 1. 2003 Failure to comply with this deadline shall
result in the re -institution of civil penalty fines, be advised fines have already accumulated to the
amount of $200.00. The other two outstanding items (grab bars and occupant load signs) will be

inspected at the same time.
As you know we have a long history of code enforcement against Hodori Playball and the civil
penalty fines shall be collected to defer costs the City has encumbered in securing code
compliance. Since this is an enforcement matter I must insist that you comply with the
established deadline of April 1, 2003 or I will be forced to reinstate the accruing fines until we
have fidl code compliance.

The purpose of this letter is to inform you that your business located at 23830 Highway
90 is in violation of Uniform Building Code Section 3405 which regulates the use and
occupancy of all buildings. The City has notified you on several occasions of your
responsibility to apply for a change of use permit (fee $360.00) and sign.permit (fee
unknown at this time).* Although you or your representatives have called the City in
response to our inquiries as of this date you have not uplied for the proper permits.
Therefore, the purpose of this letter is to inform you that if you fail to submit for the
required permits by 6/13/00 the City has no choice but to initiate legal action against you
in order to resolve this violation.
By June 13, 2000 you must complete the following:
I . See enclosed Sign Permit handout. You must complete the enclosed application and
submit all required details in order for the City to issue the sign permit. Since the

Dear Ms. Graf -
I am writing this letter in response to your letter dated February 3, 2003, regarding
building code violations to one of our tenant, Hodori Playball, at Seoul plaza.
Of the four correction items you have'listcd, the first two items, install grab bar @ rest
room and manual sign of 62 occupants have been done by the tenant.
The *other two items, installation of manual pull switch @ 3 exit doors which is not in the
place and installation of 3 exit signs which is not in place will have to be dealt with the
landlord.
As you know this building was completely rebuilt in 1992 according to the applicable
building code at the time. In addition, it has a massive expansion and renovation work
until mid 2000 since our company took over the property in late 1998.

vv e have not heard of, nor been informed about any code vioWtion in the past or during
this renovation work until this day.
Please let us know what exact item the landlord will have to install at this point. Then I
will consult with our contractor to give us a proposal.

Dear Mr. Lee:
The purpose of this letter is to inform you that the City's Development Services Director has
made a final determination on the Notice of Civil Violation fines for Hordori Playball. As you
are aware, building and fire code violations at 'your business had to be resolved by enforcement
action which is very time consuming and expensive for the City. After a meeting ]a I st month
with City Officials and representatives from Hordori Playball, fines were reduced from
$1,700.00 to $500.00--this shall be the final decision of the City in this matter.
It is the City's position that the tenant is the responsible party in this matter. The City is not
seeking civil penalty fines from the landlord.
Tlease remit full fines to the City by May 23, 2003. Failure to remit by this deadline shall result
in this matter being turned over to the City's collection agency for full payment. Be advised, if
the City is forced to utilize a collection company pursuant to RCW law, fines are collected at a
rate of 150% of fines owned (i.e. $500.00 x 150% = $750.00).
Please make your check payable to the City of Edmonds attention Building Department. If you
have any questions please feel free to contact me during City business hours of 9:00am to noon
and 1:00pm to 4:00pm.
