Dear Martin,
I visited 870 Northstream Lane on March 6, 2002 to inspect erosion along the stream bank in front of
your house and to determine the structural consequences of the erosion on both the bridge providing
access to the house and the house structure itself
The stream drops in elevation through a series of small dams along the length of the property. The
majority of erosion occurs at the bottom of the drop which coincides roughly with the bridge support
piers. The heaviest erosion appears to be occurring directly adjacent to the north piers.
Without further investigation into the original construction of the piers (i.e. depth, size and soil bearing
condition) it is difficult to determine how much the current erosion has weakened the bridge support
structure. It is evident, however, that continued erosion of the bank will most likely lead to an
undermining of the foundation system with serious structural implications.
Erosion of the south stream bank appears to have contributed to the settlement and undermining of the
house addition and the patio slab at the northern end of the house. Again, if the erosion of the bank is
not addressed, the settling of the house and patio and associated damage will likely continue.
Specific recommendations for stabilizing the stream bank and limiting future erosion should be provided
by a geotechnical engineer. To support the undermined house addition, I recommend installing a series
of steel pin piles along the existing perimeter foundation. Similarly, the patio slab can be stabilized by
pouring a concrete grade beam along the north perimeter which spans between driven pin piles.
Typically, pin piles are 2 — 3" diameter steel pipes driven into the ground with a 90 lb. jackhammer and
spaced at 6 — 8' on center. The depth the piles need to be driven varies depending on the type of soil
they are driven into. Finally, I recommend further investigation into the existing condition of the bridge
support piers to determine what, if any, corrective measures should be taken. As -built information for
buildings and bridges can often be found at the local building department.

INTRODUCTION
In your letter to us, dated February 22, 2002, you discuss the project and the requirements of the City of
Edmonds for a building permit. We understand that theowner wants to clean up the existing streambed

and restore the strewn using weirs and bank stabilization techniques. To proceed with this work, the City

is requesting geotechnical input regarding stability within and around the site. This includes;
1) addressing whether the addition to the residence has settled since it was built and how the structure has
been affected, 2) if the soils supporting the bridge piers are satisfactory, 3) if the streambank is stable
enough to support the house addition foundations, and 4) if the strewnbank soils are eroding. Separately,
we understand that the owner is requesting geotechnical input regarding improvements to the bridge.

We met with you and the owner on site, discussed the affected areas, and provided our preliminary
observations, opinions and recommendations. You have requested this letter/proposal to present our
preliminary findings, and our proposed geotechnical services for the project. The affected site area
consists of the existing residence addition, and the surrounding streambank and stream areas, which have
been affected by past erosion and unstable slope conditions. We understand that the area has been
affected over the last few years, and concerns regarding proposed stream restoration and future stability
are primary issues.
PRELMNARY OBSERVATIONS
We were contacted to observe the existing site conditions and provide our opinion and recomniendations
for potentially required geotechnical input. We observed that the existing creek is eroding the strearnbed,
and the adjacent slopes. Prior weirs in this area have failed, and lie fallen. The stream water has
undermined these areas, and the locally adjacent slopes, to a condition where surface sliding and
slumping has occurred. We also observed the area of the existing bridge foundations, located on the
slopes above the strearn. One area of stream erosion and slumping of the adjacent stream slope is near
and below the northern bridge foundation. These foundations are considered to be the original bridge
footings. We could not determine depths of the footings, or whether continued strearnbed erosion will
impact their stability. We also observed the area of the residence addition, concrete patio, and the slopes
between the residence and the stream. It appears that the addition foundations have differentially settled

since being constructed. The concrete patio also shows significant differential settlement,
between the residence, its improvements, and the stream also appear to have settled, and show some signs
of downslope movement. These slopes appear to consist of fill, probably placed during past construction
within and around the residence area. Erosion of the streambed and adjacent slopes appear to have
exacerbated the settlement and downslope movements. The residence addition, concrete patio, and slope
areas underlain by fill could put these affected areas at risk of future settlement, distress and other
unknown detrimental conditions.
We are also concerned about the exposed structure foundations and the existing fill. Short-term and long-
term slope stability is highly questionable, based on our initial observations. Should continued
downslope movement, erosion and/or settlement occur, a significant risk to the integrity of the area
should be expected.

Summary of Project
The owners of this property located at 870 Northstream Lane contacted the

Architect in the summer of 2001 regarding concerns with the stream that crosses on
their property to the North of their residence. Inspection of the existing conditions and

the attached report (Design Program) prepared by the Architect and Landscape
Architect resulted in developing a staged process to accomplish the goals of the owner.
As a result, the owner expressed the desire to undertake measures that would maintain

the stream to the condition that it was in when they purchased the home.

The owners are very respectful of the history of the stream, and value it's

presence highly. Their intention is to restore, not to improve. Evidence remaining in
the stream indicates previous methods were undertaken to maintain the flow and

profiles, and, storms and time have deteriorated or changed those conditions. The

methods and means proposed give major consideration to City for permitting and
Community concerns of inconvenience. Initial contact with the City indicates a

renovation, and the owner to the West is a considerable distance away).

Site: Currently developed with single family home with attached heated garage, guest cottage, asphalt driveways and
landscape improvements.
Specific Site Legal Description: Northstream Lane Plat, copy attached.
Site General Description of lay of the land: Gentle slope to the Northwest, with deep creek (Northstream) on the
North side of the lot. Access to the residential property is by way of a wooden bridge with large glu-laminated main
beams and concrete pier supports set back from the stream. The South portion of the lot is occupied by the structures,
and driving areas are all asphatted. Large trees border the East and South property lines,
Entry at existing driveway: Existing driveway to site is developed for single family use with curbcut and curbs
bordering Northstream Lane.
Considerations: It appears that future improvements are allowed by City of Edmonds current zoning. Future
improvements considered are a 400 sq.ft. carport, enclosure of the existing heated garage, a small lap -pool, an
enclosure of a portion of the front concrete porch (N.E. house comer) that is currently surrounded with 2 walls, structural
repairs to footings that are settling, restoration and cleaning up the creek, and landscape improvements. These
proposed improvements will be designed at a later date and submitted to the City of Edmonds for approval prior to any
work being performed.
Utilities: City water and sewer are provided. Water service line is exposed in eroded stream bed. Telephone and
electrical service are underground and are exposed at the creek bed on the East portion of the property. Utility providers
strongly recommend that these be covered to protect from freezing and from damage.

Fees: Basic fee is required for stream/creek restoration; fees for other improvements is subject to City of Edmonds

Summary of Stream Condition:
The present stream is classified by the City of Edmonds as protected and has the potential of
fish migration. As such, any and all work, modifications to banks, increased surface runoff, or any
other activities that would or could change the direction, flow, or condition of the stream must be

approved in advance by the City of Edmonds.
The stream history dates back many years prior to the incorporation of the City of Edmonds.

The stream reportedly at one time supplied local residents with drinking water, with the source of the

stream near Mayfield Park. As development took place among properties bordering the stream,

various methods were used to accommodate the housing sites, such as filling in portions of the

banks, installing culverts, installing weirs and channels to divert the stream and other non-

ecologically sound methods.

The stream is one of the main local outfalls for storm water from upstream developments,

roads, play areas, and residences. The stream flows year around with a flow rate of about 100 feet
per minute and a volume of approximately 250 gallons per minute in the summer months, and in the
winter rain periods it doubles those rates and in peak storms at least triples those rates.

The stream portion on the Schmitz property appears to have been protected from change

when the present home was constructed. It appears that efforts were made to install stone retaining

walls to protect the banks, and, a series of 4 low concrete weirs were installed to control the flow of

the stream. The weirs varied in height from 12" to 30" to manage the 10' drop in level from the East
C
property line to the location under the bridge to the West. From the bridge to the West the stream

appears to be fairly flat until it enters a culvert on the property to the West. Over the time since the
current house was constructed, maintenance of the stream was limited and storms and erosion have
X
eroded the pinnings of the small flow control weirs, which allowed them to collapse changing the flow

of the channel causing turbulent pools and uncontrolled bank erosion.

The erosion that is taking place is primarily around the large concrete overturned weir
Vj
remnants as well as portions of the bank -side collapsed rockerles. The stream appears to be in a
steady erosion pattern, approximately 3 to 4 inches per year due to the uncontrolled bed alignment.

The Present landscape embankment structure is deteriorating due to the steepness of the banks and
m
roots are not able to sustain their hold in the steep soils. As the bed deepens, the banks are being
undermined and causing upper soil surfaces to steepen and erode at increased rates.. Obstructions
in the main channel create extreme erosion actions during peak flows as evidenced by undercutting
of banks and widening of the stream channel cross section. The erosion is currently threatening the
footing supports for the Northwest portion of the residence as well as the pier supports for the access
bridge.

Proposed Maintenance Measures:
The Owner has every desire to protect the current stream, to take action to restore the stream,
and to install measures to protect the stream in the future. This desire is the result of a combination
of the need to protect the structures as well as to maintain the value of the improvements The
steam is viewed as a positive feature of the property and provides the Owner with enjoyment and
pleasure, and provides a welcome buffer from the adjacent streets and properties.
First, the Owner desires to undertake basic maintenance actions such as: clean the non-
native rubble, discarded logs, rocks (displaced from the rockeries along the stream bed). This will
minimize the strong turbulent water activity of mid channel obstructions from further eroding the
steep banks.
Second, the Owner proposes reinstalling weirs either of concrete or logs to control the
descent of the water and prevent erosion and deepening of the stream. Combined with the weirs
would be restoration of the bankside armoring (rockery).
Third, the Owner proposes to restore the eroded stream bed material with clean imported
clean river gravel from an approved source intended to promote stream bed/ bank protection.
Fourth, the Owner proposes to restore the washed -away plantings with species proposed by
the Landscape Architect and consistent with recommendations of the City of Edmonds.
Fifth, the Owner proposes to perform structural repairs to the existing footings that are settling
as a result of the slope erosion.
All of the proposed work would be performed under the supervision of Professional
Consultants, and prequalified Contractor (selected would be insured, bonded and have a previous
a
proven record of acceptable work in the specific area of work for which they re hired)
Best Management Practices (BMP's) to the protect the stream from silt and spoils would be
installed prior any maintenance work along the banksides. Any removal of the debris in the stream
bed is not expected to create clouding of the water downstream because the material being removed
is for the most part laying on stream gravel's.
Equipment proposed for the work would be a long -boom crane used to lift the debris from the
creek. No motorized or heavy equipment will be in the stream itself, and dislocation of bankside
materials will not occur. Large rocks from the rockery that have fallen into the stream will be
relocated to stabilize the banks. Upon completion of the debris removal and the weir installation,
additional boulders and new gravels would be installed to establish stream bed. There is a sense of
urgency in that clean up would best be completed during stream low flow conditions, and clean up
work would help minimize any further erosion expected this winter.

Bank and soil stabilization will involve a combination of raising and armoring the stream banks (see

section drawing L-2. Strearnside rocks will be backed with a geotextile fabric and a pea gravel seam
