Dear Mr. Allen
This letter entails a hi�6ry 'of events that have taken place at 810 Walnut St.
1-29-03 : A resident Wally Downing, complained at 731 Walnut of a fuel oil
smell and sheen on the creek that flows next to his house. Drainage Assistant
Ken.Clarke responded to the call and found no smell or sheen. He made contact
with the resident and found that the release of oil was three days prior. Ken
made an assessment of the system and found nothing at that time.
2-12-03 : The Storm Division received a locate request for 8 th Ave S and Cedar
St and found our storm maps were not accurate. While researching the storm
system we discovered a strong smell of diesel and a catch basin (# 8-34.5C) with
obvious contaminates in it. We used absorbents to clean the system and looked
to find the source.
The catch basin is located just west of 810 Walnut Street. This b as only

one line flowing to it and it comes from a driveway drain at 810 apl . The

residence has an obvious heating oil fill tube in the center of the ronrt�yarid. I
made contact with the resident, John Allen. I asked him if he had recently been
filled with heating oil, and he said yes. Because there was no way to tell if there
had been a spill during the filling process, we decided to protect the storm
system with absorbent booms and monitor the system.
2-13-03 : We replaced the absorbent pads and it appears that there is a
continual slow release and we will continue to monitor it.
2-14-03 : I called Jeannine Graff the Building Official about the release of oil
and left a voice mail about the situation. I assume that she made contact with
Mike Smith, Fire Inspector, who in turn made contact with me. We met at the
site and I explained the current standings. He got the residents phone number
and left him a voice mail requesting him make contact with us. I made Noel
Miller, Public Works Director, aware of the problem and we met with Dave
Gebert the City Engineer at the site. After explaining what has been done to

date, we decided that the Storm Division would clean the street surface and the
basin again and leave the absorbent booms over the weekend. The concern
was we were expecting.heavy rains over the weekend and I feared there would
be further release. We set sandbags to prevent surface water from entering
from the road surface, but there was no way to block his driveway drain without
flooding his garage.
2-17-03 and 2 -18-03: Off For Holiday
2-19-03 : I went to check on the system and found it still contained the oil in the
basin. I replaced the pads and made contact with Mr Allen. I explained what we
had done so far and that I was 99% sure that the release was from his oil tank.
John has been cooperative and concerned through this whole process. Through
our discussion he determined that he would contact his homeowners insurance
company and suggested he contact the oil distributor that services him, which is
for the
sold to him by Bowman and delivered by Gene sis, and ask advice on
situation. I asked him to keep me informed and to proceed as quickly as
possible and explained that I am available to meet with or to explain the storm
system to his insurance company or contractor. He requested a statement from
me in anticipation of that being requested from his insurance company

Event Timeline:
