The code section 'substantial alteration' refers to an alteration/addition permit (for example a first floor
remodel on a multi -floor building) that exceeds 601/o of the assessed value of the whole building. In
this case the entire building (all exits, all paths of travel, all parking, all toilet rooms, all meeting
rooms, etc. on every floor) would be required to be upgraded to current barrier ftee code.

For additions/alterations/renovations/change of use, typically the following is upgraded: parking

spaces, building access, exit door widths, paths of travel within and between floors, toilet rooms, etc.
As you note in your letter these features are required to be improved when an area of primary function

is added or altered. The original proposal to the City for this specific project included remodeling of
the entryway and first floor remodeling of tenant spaces.
It is very difficult to make a final determination on any code issue without plans therefore, the final
decision on barrier free code issues will be made when the permit application is received.

Dear Jeannine,
Prior to the subject meeting, information was submitted to you by a building contractor who may
not have fully described the intended work. We would ask that you consider the additional infor-
mation and comments below regarding accessibility code as applied to this particular project.
In essence, the work entails replacing the existing north and partial east facade and parapets
that result in no change in use of the building. We believe the proposed scope of work should
be considered alterations and/or repairs not a "remodel" or "addition". No proposed work alters
,any "elements" as defined by the UBC nor does any work affect any "path of travel" as cited
in the WAC provisions.
No primary function areas are repaired, altered or remodeled and therefore do not reduce existing
accessibility. Any proposed alterations are not for the eff ect of making the building or spaces
accessible or for that matter less accessible. Additionally, the work would not meet the code
definition of "substantial alteration".
We ask that you consider these comments in determining that this project is not required to meet
current accessibility upgrades.

I. Notify the Special Inspector
It is the duty of the contractor to notify the special inspector when work is ready for special
inspection. Note, the items listed on the attached schedule =d as noted on the approved
plans and specifications are required to have special inspections. Ade�uate notice shall be
provided by the contractor so that the special inspector has time to become familiar with the
proj(xt.
2. Provide Access to Approyed Plans
The contractor is responsible for providing the special inspector access to approved plans at
the jobsite.
3. Retain Special Inspection Records

Ultrasonic testing and anchor bolt inspection was performed on (8) angle bracket welds at 324
Main Street in Edmonds. The contractor was not onsite for this visit so plans were not available
for inspection. We found welds acceptable to AWS D1.1 on all (8) pieces. Sixteen anchor holes
were drilled to a depth greater than 4". 6" bolts are being used.
To the best of our knowledge, items inspected this date are in accordance with approved plans
and specifications.
