Planning Building Engineering 0 Mr. Steve Waite September 2, 2003 Waite Architects 0 324 Main Street M C M Edmonds, Washington 98020 0 __10 0 C RE: 324-326 Main Street rn M z Dear Mr. Waite: > z 'repair' In response to your letter received by the City on August 22nd, we concur that work does not require barrier free code upgrades. Examples of repair work are: 0 _n -n M * Dry rot repair (including siding replacement) M Cn + Re -roofing 0 r- 0 M + Window replacement Cn CD * Structural repair or replacement of beams, columns, etc. M 0 The code section 'substantial alteration' refers to an alteration/addition permit (for example a first floor remodel on a multi -floor building) that exceeds 601/o of the assessed value of the whole building. In this case the entire building (all exits, all paths of travel, all parking, all toilet rooms, all meeting rooms, etc. on every floor) would be required to be upgraded to current barrier ftee code. X U5 For additions/alterations/renovations/change of use, typically the following is upgraded: parking z 0 spaces, building access, exit door widths, paths of travel within and between floors, toilet rooms, etc. As you note in your letter these features are required to be improved when an area of primary function 0 is added or altered. The original proposal to the City for this specific project included remodeling of the entryway and first floor remodeling of tenant spaces. It is very difficult to make a final determination on any code issue without plans therefore, the final decision on barrier free code issues will be made when the permit application is received. Sincerely, Jeannine L. Graf Building Official Incot-porated August 11, 1890 Waite Architects 324 Main Street Edmonds, WA 98020 USA HAND DELIVERED phone (425) 774.5533 fax (425) 774.1930 waltearch@compUServe.cOm TO Community Services - Building Department FAX No. 425.771.0221 ATTN JEANNINE GRAF, BUILDING OFFICIAL DATE 09 JUNE 2003 FROM Stephen Waite,AIA RE 324/6 Main Street Facade Work Pre -application meeting of 14 May 2003 Dear Jeannine, Prior to the subject meeting, information was submitted to you by a building contractor who may not have fully described the intended work. We would ask that you consider the additional infor- mation and comments below regarding accessibility code as applied to this particular project. In essence, the work entails replacing the existing north and partial east facade and parapets that result in no change in use of the building. We believe the proposed scope of work should be considered alterations and/or repairs not a "remodel" or "addition". No proposed work alters ,any "elements" as defined by the UBC nor does any work affect any "path of travel" as cited in the WAC provisions. No primary function areas are repaired, altered or remodeled and therefore do not reduce existing accessibility. Any proposed alterations are not for the eff ect of making the building or spaces accessible or for that matter less accessible. Additionally, the work would not meet the code definition of "substantial alteration". We ask that you consider these comments in determining that this project is not required to meet current accessibility upgrades. Your courtesy and efforts are sincerely appreciated. Sixteen anchor holes were drilled to a depth greater than 4". 6" bolts are being used. To the best of our knowledge, items inspected this date are in accordance with approved plans and specifications. INSPECTOR: Mike Virgilio REVIEWED BY: — Michael S.
