What appears to be the same material located in different areas, may, or may not, require addiUonal samples, depending an the usage of each area. Sprayed and troweled on materials require at least three tests to confirm they are not ACBM. Differing quantities of suspect homogeneous materials also affect the number of samples needed. Analysis of samples must be done by an accredited laboratory. Assessing friability is done per the EPA definition that the material can be crumbled to a powder using hand pressure. The forces expected to act on any material cannot be anticipated by this Inspector. An accredited Asbestos Management Planner should be consulted for assessments of condition or potential for disturbance. Estimated quantities are given as a courtesy and should not be relied on for bid purposes. An accredited Asbestos Proiect Designer is required for quantifying ACBM's. If you are not the current owner of this property please inforrii our office immediately, The nature of the complaint alleges that the building may be a dangerous building; the complaint states that the roof is under stress and has exposed openings that allow for rodent infestation and rain damage to the interior. The complaint also states that the exterior walls are buckling and are out of plumb and are in danger of collapsing. The City Building Inspector has conducted a site visit but was unable to positively determine a dangerous building code violation because he was only able to view the property from the public way. In order to respond to the complaint the City is requesting your permission to enter the building for inspection purposes. The inspection will determine if structural defects exist or additional investigation is required to make such determination. Or, you may choose to enlist the services of a professional engineer to make such inspection on your behalf. If you choose this option the engineer shall submit a written report of his/her findings. Any noted repairs identified by either the City Building Inspector or your private engineer shall require a building pen -nit to correct. Although the City strongly supports recycling, you have been advertising since March and have had only one serious inquiry. The p I ose of this urp letter is to provide options for demolition removal and to create a deadline for final, action. As discussed before, your options are: 1. Recycle the building down to the foundation, provided the following conditions are met: o Obtain a demolition permit at City Hall at 121 5h Avenue North for this work o If someone other than you performs the work that person must be a State licensed Contractor and must also have a City business license o Once work starts the site is required to be fenced o After the demolition permit is issued the work must be complete within 180 days Note, the City's Recycling Coordinator, Steve Fisher, may have additional contact information for you of area Recycling contractors, please call him at 425-771-0235 extension 1603 for assistance. 2. With regard to City assistance, it is possible that the Fire Department could use your building for training purposes. This however, would culminate in the building being burned and the wood could not be saved. Also, the City takes no responsibility in the potential damage caused to the foundation during a burning exercise (as it is your desire to 'save' the foundation please be aware of this risk). If the Fire Chief decides to use the Carriage House for training, the City waives the demolition fees but a demolition permit is still issued. For your information, it is our understanding the cost of debris clean up after a burning is substantially less than fall demolition. If you choose this option, complete clean-up of the remaining debris must occur within 30 days of the burning.
