The complete list of specia inspections is attached to this document. BEFORE A PERMIT CAN BE ISSUED: The owner and contractor and special inspector shall complete this agreement and the attached structural test(s) and inspections schedule including the required acknowledgments. APPROVAL OF SPECIAL INSPECTORS: Each special inspector shall be approved by the Building Official prior to performing any duties or inspections. Each special inspector shall submit Statement of Qualifications to the Building Official for review. Special inspectors shall display identification when performing special inspections on site. Special inspection and testing shall meet the minimum requirements of LJBC Chapter 17 and the following: A. Duties and Re on ibili 'es of the Sp-1-ml Incip 1. Observe Work The special inspector shall observe the site work for conformance. with the approved (stamped) plans and spqcifications and applicable workmanship provisions of the UBC. Architect or En�ineer reviewed shop drawings may be used only as an aid.to, inspection. §pecial inspections are to be performed on a continuous basis --meaning that the special !nspector is on site at all times observing the work requiring dspoecial inspection. PeHodic inspections, if any, must have prior approval by the City base n a separate written plan reviewed and approved by the Building Official and the engineer or architect of record. 2. Report Non -conforming Items The special inspector shall bring nonconforming items to the immediate attention of the contractor and note all such items in the daily field report. Any item not resolved in a timely manner shall be immediate cause of the special inspector to notify the Building Official of the plan deviation, error, change or omission. It shall also be the duty of the special inspector to promptly notify the engineer or architect. 3. Complete Daily Reports Each special inspector shall complete and sign both the special inspection record and the daily report form for each day's inspection. These records shall remain at the jobsite with the contractor for review by the City Building Inspector. 4. Furnish Weekly Reports The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. Weekly reports must include the following: • Description of daily inspections and tests made with applicable locations • List of all nonconforming items Report on status of nonconforming items (resolved or unresolved) Itemized changes authorized by the Architect, Engineer and City if not included in nonconformance items 5. Furnish Final Construction Report The s ecial inspector or inspection agency shall submit a final sl ed report to the City stating that sl items requiring special inspection and testing were fulfilred and reported. And, to the best of his/her knowledge the project is in conformance with the approved plans and specifications, approved change orders and the applicable workmanship provisions of the UBC. Items not in conformance or unresolved items or any discrepancies in inspection coverage, (i.e., missed inspections, periodic inspection when continuous inspections were required, etc.) shall be specifically itemized in this report. The site is located in the NE 1/4 of Section 7, Township 27, Range 4, W.M. No site address has been assigned site, but it is expected to be 171xx Talbot Road (Tax Parcel Number 270407-001-041-00). Site description. The site consists of a rectangled shaped a lot, with an approximate depth of about 244 feet and 90 feet wide. The area of the site is about 0.50 acres. Access to the site will be provided off of Talbot Road, adjacent to the site's westerly boundary. Currently there are no existing buildings on -site. Topographically the site generally slopes from east to west. The highest high point of the property is located near the back northeasterly corner, with the lowest point being located at the front southwest corner. There is about 28 feet of total drop between the high and low points of the site. An existing rockery located along the east and the east half of the north property line provides grade relief. The rockery has a maximum height of about 10 feet (maximum height is located at the northeast property corner). Additional retaining walls are located along the sites northerly border along the western half. All retaining structures on -site appear to be stable, however additional analysis should be preformed by a licensed geotechnical engineer prior to any grading disturbance near the retaining structures. From the SCS soils survey for Snohomish County, the designated soil is Alderwood Urban Complex (sandy gravelly loam). Proposed project. The current proposal is to construct a single-family resident on the - site. The new resident will install and utilize a private driveway along sites southern property line for access. A tank (pipe) is proposed to be installed along the west side of the proposed house (down grade of the proposed improvements). All of the impervious surfaces from the resident and driveway are proposed to be collect and detained in the detention tank. An oil/water separator tee (flow control tee) is proposed to provide water quality for the collected run-off. The discharge from the detention tank will be to the existing storm drainage system along Talbot Road to an existing cacthbasin located near the properties southwest corner. The following list summarizes the proposed detention system, the actual input/output data is attached. Developments which are under one acer and do not discharge directly or indirectly to a stream are required to maintain the predeveloped condition peak runoff rate for the 10- year, and 1 00-year, 24 hour design storms (with a minimum control orifice size of 5/8"). The SCS method was the type of analysis used for the calculations. WaterWorkSTM Release 4.13 was the software used to model the detention calculations. The SCS curve number calculations represent the pre -developed and post -developed conditions and are attached. The existing site cover is assumed to be meadow. Due to the relatively small size of the project area, a conservative estimate of ten (10) minutes for the pre -developed time of concentration and five (5) minutes for the developed conditions have been assumed. Additionally, the site's soil type have been identified as Alderwood type C soil based on the SCS soil survey. Standard erosion control measures are proposed to be used during construction. The primary erosion and sediment control BIVIP during construction will be proper soil stabilization methods. Exposed soils shall be stabilized by application of effective BIVIPs that protect the soil from the erosive forces of raindrops, flowing water, and wind. Applicable practices include, but not limited to, temporary and permanent seeding, sodding, mulching, plastic covering, erosion control fabrics, matting, soil application of polyacrylamide (pam) , the early application of gravel base on areas to be paved, and dust control. The contractor shall select a soil stabilization method best suited for the particular situation. Stock piles must be stabilized and protected with sediment trapping measures. In addition, site containment of exposed soils shall be sustained by using silt fence barriers along the down -slope boundaries of the site's disturbance areas. See the site development plan for details. Estimated grading calculations: The following grading quantity estimations were calculated using the average slice area method. The calculations are approximate (see attach calculation worksheet). The quantities listed are for the permitting process only and should not be considered precise amounts for bidding purposes. The estimated grading quantities are: Cut: 1,700 CY Fill: so CY Conclusion: Included in the site development construction plans are detail grading and drainage improvement details. With proper installation, maintenance and inspections of the proposed construction the project should have minimal impact to the environment. Our recommendations are based on a limited scope of work involving excavation of two test pits on March 8, 2004. The test pits were used to evaluate the site n c conditions and generally indicated that the planned project is feasible and could be co stru ted as shown on the plans prepared by Lovell-Sauerland & Associates dated December 22, 2003, subject to the recommendations presented herein. Geotechnical Conditions — An E3RA engineer supervised the excavation of two test pits at representative locations on the site. The first test pit was excavated near the planned north comer of the residence and encountered 0.7 feet of topsoil over 2.3 feet of silt and sand with little clay FELL over 3.0 feet of brown, moist� silty SAND which was wet below 5.5 feet. The second test pit was excavated near the planned east comer of the residence and encountered 0.5 feet of topsoil over 2.0 feet of gray and brown mottled wet silty SAND with little clay over 3.0 feet of stiff gray SILT and SAND upon which water was perched. Based on these conditions and our evaluation of the site topography, it appears that materials were previously excavated from the rear of the site and placed as fill on the front or northwest portion of the site. A rockery of approximately 10 feet maximum height was constructed at the rear of the site to stabilize the bank against erosion. Groundwater is generally present in die base of die gray/brown SILT and SAND layer, which is mottled due to the periodic presence of the water. Based on the above conditions, we evaluated a number of geotechnical concerns at the site, each of which is addressed in the paragraphs below. If differing conditions are encountered during construction, our office should be contacted for a re-evaluation and modifications to the recommendations may be necessary. pgjv� — The site has groundwater within a few feet of the planned finish floor elevation. This can most likely be accomplished by constructing French drains on the perimeter of the site which drain by gravity toward the western (lowest) comer of the site. Excavations — In order to construct the planned residence, an approximately 5 foot high cut face will be excavated at a location approximately 6 feet in front of tile existing rockery. Although die rockery shows no signs of instability at present it should be treated with extreme care during excavation. Accordingly, E3RA recommends die following methods to safety conduct die planned excavation: • Keep traffic away from the top of the excavation, • Be sure that all excavations are in stiff, dry soils and kept as far from the rockery as possible, • Check die surface above the excavation and rockery for cracks and fissures on a regular basis, • Carefully observe cut face and adjacent areas prior to approaching it to work and use the hoe bucket to dislodge any loose material if raveling occurs, and • Minimize personnel time at die excavation face. The concrete retaining walls in the lower level of the residence in this location are a maximum 6 feet high and should be designed for a uniform horizontal soil pressure of 300 pounds per square foot (psf) in order to account for the surcharge of the rockery and associated soils. Foundations — The UBC standard foundation bearing pressure of 1500 to 2000 psf is appropriate for use on this site. Foundations should bear at least 18 inches below lowest adjacent external grade to protect against frost. We appreciate the opportunity to continue working with you on this matter.
