paint, carpet, moldings, wallpaper, etc. Please be advised pen -nits expire one year frorn
the date of issuance. if you will need more time to complete the work, permits can be
renewed prior to expiration for one half fees. If the perinit expires without a final
approval granted by the Building Inspector, full fees are required in order to renew tile
permit. This can be very costly to you and we strongly encourage You to check your
permit expiration date and call for the required final inspection(s). Note: If more than
one department is required to final your project, this is noted on your Job Card.

Attached are plans for the proposed driveway and steps for 23420 74 1h Ave. West. The
old driveway concrete has been cut, broken up and removed. The elevations are taken
from the list of shots prepared by City Of Edmonds Engineering.
The one significant change to the driveway is the removal of a 6 foot flat apron that was
poured adjacent to the garage opening at the top of the driveway. Removing this apron
adds 6 feet to the run with no change to the elevation allowing us to fall below the
required maximum driveway slope of 19 percent. The drive will now be a continuous
slope from the street to the edge of the garage floor.
The second change was to the steps leadinc" ; from the front door. The last step will be
extended to form a wide landina. The new path will turn 90 dearees with the steps

leading down the driveway toward the street followina the curve of the rock retaining
a a 36 inch flat landing in that
wall. The old landing ended in the driveway. Providin.,
-side of
area of the old driveway made for an excessive driveway slope on the down hill
that old landing.
The stairs will be poured first and separate from the driveway pour. Once the stairs have
set up the forms will be removed and the driveway poured up to and abutting the steps.
The area between the back of the steps and the garage will be concrete. There will no
added buffer between the steps and the driveway. The elevation of the steps above the
driveway slope will separate them from the drive.
Asphalt connected the old driveway to the existing road bed. This asphalt is still in place.
The new driveway concrete will be poured to the asphalt edge, some patching may have

to take place in spots that were damaged during driveway removal. Please see the

that driveway slope shall not exceed 14 percent unless authorized by the Public Works Director.

are not allowed by City Code. The City is required to charge a fee for this additional review.

If additional retaining wall structures are needed or if existing rockeries have to be replaced to
accommodate the re -grading, refer to tile enclosed City handouts and note when separate permits
are required. Regardless of whether or not a permit is required all rockeries and retaining walls
must conforni to tile approved design standards noted ,vithin the handouts.
Because the building pernfit expires on April 23, 2005 it is possible for you to request
temporary occupancy while you are progressing with correcting the driveway condition. In order
for tile City to issue temporary occupancy a request must be submitted in writing with a site plan
indicating where on -site parking will be provided.

If temporary occupancy is granted by tile City the following conditions, at a minimum, shall be
imposed:
0 The revised grading plan shall be submitted before temporary occupancy is granted;
0 A bond for the reconstruction of the driveway shall posted before temporary occupancy is
granted;
0 No portion of the driveway shall be used by motorized vehicles until Final driveway
approval is granted.
Note, the maximum arnount of time that temporary occupancy can be granted is 60 days;
however, because the permit expires on April 23, 2005 that date would become the occupancy
deadline. it is however possible to renew the building permit but the cost is one half the original
building permit fee which in this case is $1,112.00. If you choose to renew the permit it would
be possible to request a full 60 day temporary occupancy.
No use or occupancy of the residence shall occur until occupancy is granted by the City Building
Official. Occupancy without Building Official approval is a violation of International
Residential Building Code Section RI 10 and is punishable by fines as established in Edmonds
Community Development Code Chapter 20.110.
Please submit your revised grading plans and all other documentation to Theresa Umbaugh,
Permit Coordinator for distribution and processing.

A final Engineering inspection was been performed at 23420 74 Ave W on
March 17, 2005 and a correction notice was left at that time regarding the slope
of the driveway. As stated in the correction notice, several portions of the
driveway exceed the maximum allowable slope of 20%. The driveway slope was
found to be 18.5% to 21 % in several areas and in the area by the concrete stairs
the slope actually exceeds 30%.
The approved plans and the previously granted driveway slope waiver states the
driveway slope shall not exceed 19%. A driveway form inspection was also
required per these documents, but an inspection request was never made. The
following corrections need to be made in order for the City to grant final
engineering project approval.
1. The driveway slope shall not exceed 20%.
2. Submit a plan to the City indicating what corrective measures will be taken to
satisfy the driveway slope requirement of 20%.
3. The plan shall be reviewed by the City for approval prior to proceeding with
the corrective action.

Dear Mr. Floering:
The purpose of this letter is to inform you that the City Engineer has determined that the finished
grade of the driveway at the subject residence exceeds the maximum slope permitted by City
Code.
During the initial review of your permit application you requested and were granted a driveway
slope of 19 percent. On March 17, 2005 the City Engineering Inspector measured the finished
driveway slope and found areas between 18.5 to 21 percent; including one area that exceeded 30
percent. Be advised, City records confirm that the contractor of record failed to call for the
required driveway forrn inspection. If such inspection would have been requested the code
deficiency would have been noted earlier.
Based on the severity of the code violation, the driveway shall be re -graded before final
occupancy is granted. Please submit three copies of a revised grading plan for this area. Note
that driveway slope shall not exceed 14 percent unless authorized by the Public Works Director.
The Director may authorize a maximum slope of 20 percent provided he determines criteria of
ECDC Chapter 18.60-06OD42 are rnet (copy enclosed). Driveway slopes in excess of 20 percent
are not allowed by City Code. The City is required to charge a fee for this additional review.
If additional retaining wall structures are needed or if existing rockeries have to be replaced to
accommodate the re -grading, refer to the enclosed City handouts and note when separate permits
are required. Regardless of whether or not a pen -nit is required all rockeries and retaining walls
must conform to the approved design standards noted within the handouts.
Because the buildini! permit expires on April 23., 2008 it is possible for you to request
temporary occupancy while you are progressing with correcting the driveway condition. In order
for the City to issue temporary occupancy a request Must be submitted in writing with a site plan
indicating where on -site parking will be provided.
