(HWA) performed a site visit at your residence to evaluate foundation conditions for a recently constructed addition to your house. We understand that a garage previously occupied the area of the addition, and that due to its -ucted rotting and deteriorated condition, the garage was demolished and the new addition constr on the existing garage slab. We understand that the work was done without a City of Edmonds B uildin- Permit and the city requires an engineering evaluation of the structure to verify it was constructed in accordance with the Uniform Building Code. The purpose of our investigation was to evaluate whether the existing, slab is capable of supporting the addition and is limited solely to a geotechnical engineering evaluation of the structure. We met with you and performed a site reconnaissance, which included visual inspection and probing of the subgrade surrounding the garage, on December 4, 2003. The ground surface in your yard is relatively flat, and is grass covered with several trees. Accotding to geologic mapping for the project area, Geologgic Map of the Edinonds East and Pai-t of the Edinonds PVest Quadrangles, PVashington, USGS MF- 1541 (Smith, 1975), the project ry dense/hard. area is underlainby deposits of glacial till. Glacial till typically consists of a ve relatively impen-neable, heterogeneous mixture of clay, silt, sand, gravel, and cobbles. in this -ises the basal load that was transported by and deposited under the last area, glacial till compr -iard condition. However, probing the ground advancing glacier, giving rise to its very dense/I C surface around the new addition revealed loose soil conditions to at least 2 feet below existing ground surface. The loose material may be fill that was placed to during site gradin-al The new addition, and previously the garage, appears to be founded on a concrete slab resting on a bed of -ravel and cobbles ranging in thickness from several inches in the front (east) to 19730 - 64th Avenue W. We were unable to deten-nine the thickness or condition of the concrete slab as it is covered by the floor bearns and flooring of the new addition. Additionally, we do not know the condition or configuration of the previous garage, although we were infon-ned by you that the new addition is slightly smaller and weighs less. A cursory visual examination of your house revealed no obvious signs of settlernent damage and you infon-ned us that no settlement damage to the previous garage was noted. No gutters have been installed on the addition and due to the rain at the time of inspection, water was observed ponding on the ground around the addition. CONCLUSIONS & RECOMMENDATIONS Not knowina the confi,,uration and weight of the previous garage, we can only conclude that if, 1.) t2 ZP as you indicated, no prior settlement damage to the previous garage or existing slab had occurred, then no future settlement problems should arise if the weight of the new addition is less than or equal to the previous garage and the loads are distributed in a similar manner. However, if the new addition is heavier than the previous garage or new loading is substantially different in magnitude and/or location, settlement and associated damage to the new structure is likely, given the relatively loose soil conditions surrounding the structure. We recommend that gutters be installed to the new addition and downspouts be tightlined away from the slab. Failure to properly drain the area could contribute to ponding of water around the addition and potential future softening of the bearing soils giving rise to settlement and structural damage. I LIMITATIONS This report does not address structural considerations of the new addition or its foundation. Within the limitations of scope, schedule and budget, HWA attempted to execute these services in accordance with generally accepted professional principles and practices in the fields of geotechnical engineering and engineering geology in the area at the time the report was prepared. The Edmonds Community Development Code describes a nonconformine buildina as one which once met bulk zonina standards ... but no longer conforms to such standards due to the enactment of or amendment of the zoning ordinance of the city o Edmonds or the application of such ordinance in the case of a structure annexed to the City (ECDC 17.40.020.) This same section of the code states that an alteration to the non -conforming buildinp. that otherwise conforms to the provisions of the zoning ordinance and does not expand any nonconforming aspect of the buildiniz shall be permitted. The homeowner has submitted photol1raphs that show the attached ppraue prior to reconstruction. The photographs appear to show that this attached P-arap-e is in the precise location of the new addition. Snohomish County Assessor records for the home were also submitted that indicate that the p_arage was constructed in 1955. The dimensions P-iven for the earaize on the records match the dimensions of the addition and a sketch shows the former footprint of the attached garage in relation to the house. This also matches the layout of the new addition. The area where the property is located was annexed to the City of Edmonds in 1994 and in 1955 was part of unincorporated Snohomish County. Information from Snohomish County on rile at the City indicates that in 1955, setbacks may not yet have been required for this area. Sufficient evidence appears to have been presented to indicate that the addition constructed by the homeowners was an alteration to an existine non-conformine structure which otherwise conformed to the provisions of the zonin2 ordinance and did not expand any non-conforminE aspect of the buildin2. This determination was made based on the following information and documentation: Snohomish County Assessor's Data that indicates oriainal home was constructed in approximately 1942 and that garaec was constructed in 1955 and was approximately 13 X 19 and 247 square feet in area.
