RE: Detached garage converting into rental unit
Dear Mr. & Mrs. Gustafson:
The purpose of this letter is to inforin you that the City has received additional information
regarding the remodeling of your detached garage into a separate dwelling unit without a
building permit. It is alleged that since you have owned the home, during that time to present,
you have performed remodeling work to accommodate a second accessory dwelling unit and that
the unit is currently rented. After speaking with you on the phone this Tuesday I provide this
letter outlining your options for code compliance:
Make a complete application for a remodeling pen -nit. I have already provided you with
the City handout for remodeling. Follow the handout and provide details as indicated.
Submit these with a completed permit application and required fees. Because work was
done without a permit, building investigation fees must also be charged.
Submit a letter to Rob Chave, Planning Manager requesting an interpretation of
'attached'. Since the existing accessory dwelling unit is detached from the main
residence you will need to submit examples of how you intend to 'connect' the buildings
together. Current City code does not pen -nit detached accessory dwelling units. Tile
request should include photographs or elevation views of the proposal to assist Mr. Chave
in making this deten-nination. The cost for a code interpretation is $180.00 and must be
submitted with the letter.
Make a complete application for an Accessory Dwelling Unit permit including
application fees (see enclosed handout for submittal requirements). Mr. Chave will
deten-nine if violation fees are to be assessed with this application.
Or, if you choose not to pursue the Accessory Dwelling Unit permit a City inspection will
be required to verify that the detached building is not used as a dwelling. If there is a
kitchen it will have to be removed in it's entirety. And, a remodeling permit will still be
required unless you choose to obtain an interior dernolition permit to remove all
construction work that you performed and return the building back to original condition.

The purpose of this letter is to inform you that the City has received a citizen's complaint regarding
extensive remodeling of your detached garage into a separate dwelling unit without a building permit.
A check of City permit records did not reveal a building permit for this work. According to Uniform
Building Code Section 106 a permit is required to convert, improve, repair or remodel any existing
building. In this case it is purported that you are remodeling an existing detached garage into a
separate dwelling unit which is not permitted by our City zoning code. If there is no remodeling work
being done on this building please call my office by June 26, 2003 to schedule an inspection for
verification purposes so that the file may be closed.
If remodeling work is being done I must request that you submit for all required approvals and permits
by June 26, 2003. 1 have included the City's public handouts to assist you in preparing your plans in
order to make a complete submittal to the City. If after reading the material you have specific
questions regarding the permit process please contact Lara Palmatier, Senior Permit Coordinator at
425-771-0220 extension 1703.
If you have any questions about the complaint please contact me directly. Please be advised, if you
wish to meet in person to discuss this matter please call in advance for a mutually agreeable day and
time as I am frequently assisting other citizens and not always available.
It is not the City's intent to cause you undue hardship however, compliance to the codes is mandatory
for the fair and equal treatment of all citizens. If you need additional time to submit the required
documents and building permit please make a written request for extension and provide a compliance
date. Lastly, be advised all required applications shall be assessed violation fees since, work
commenced prior to permit issuance and City approval.
