The City considers the final inspection to be one of the most important inspections
conducted on a project. In order to grant final approval the following must be complete:
smoke detectors, house numbers, guardrails, handrails, self -close doors between garage
and residence, egress from sleeping rooms, safety glazing, weather-stripping, any
Engineering department requirements etc. Of course not all of these things may
specifically apply to your project but it does give you an idea about the kinds of things
that must be complete as well as some items that do not need to be installed such as:
paint, carpet, moldings, wallpaper, etc. Please be advised perrnits expire one year from
the date of issuance. if you will need more time to complete the work, permits can be
renewed prior to expiration for one half fees. If the perrnit expires without a final
approval granted by the Building Inspector, full fees are required in order to renew the
permit. This can be very costly to you and we strongly encourage you to check your
permit expiration date and call for the required final inspection(s). Note: If niore than

Dear Mr. Morris,
This report presents the results of our geotechnical investigation on the Dreyer -Olson property
located at 7808 17 Is' Street SW in Edmonds. It is understood that the existing one story house
will be demolished, and that a new two level house will be constructed with a partial basement.
The property is located on the south side of 17 Is' Street and is accessed via a private driveway.
The purpose of this investigation was to obtain information on the subsurface soil and geologic
conditions, and to provide recommendations for the design of the new residence. A
topographic survey dated June 24, 1998 by John Miller, L.S. was used as a reference for
existing ground contours.
The property is rectangular in shape, and slopes gradually downward toward the west on the
order of 8 or 9 feet. Along the south side there is a steep slope supported by a rockery and
rubble wall. Overall height of this slope ranges from 5 to about 15 feet. A heavy growth of
berry vines covers the rock and rubble walls. Along the west and north property lines are two
low concrete retaining walls which support wooden fences. The existing wood frame house is
situated on the southeasterly comer of the site.
Subsurface conditions were explored using a hand auger to drill five test borings to depths up to
seven feet at the locations shown on Drawing No. 1. Fill soils were encountered in each boring,
with depths measured between 1.5 to 6.0 feet. The fill soils consisted primarily of loose to
medium dense silty sands with gravel, with increasing depths on the southerly side of the
property. It appeared that the rear and side yard areas were raised with imported soils without
any special compactive effort.

Below the fill were weathered, thinly -bedded, glacio-lacustrine deposits consisting of sand -silt
mixtures containing some gravel and cobble sized material. Groundwater was not encountered
in any of the five test borings. Summary logs of the test borings are presented on Figure Nos.
A-2 to A-6.
Based on the results of our field exploration and engineering analysis, the existing native soils
are suitable for support of the proposed residential foundations. Structural loads are expected
to be relatively light, with continuous footings carrying less than 1.5 kips per lineal foot. The
owner is considering a basement on the south side of the house that will have a lower slab
elevation of about 99 feet. The upper main floor will be established at an elevation of
approximately 109 feet, which is close to the existing floor level. There will be a second story
over the garage that will be located on the northeast comer of the house.
It is recommended that all footings extend through the fill and bear on the dense native soils.
Depth of the footing excavations will vary from about two feet on the north side of the house, to
as much as six feet on the south side. Construction of a basement on the south wing of the
house will eliminate the need for deeper footings as the floor level will penetrate into the dense
glacial soils. Footing depths in the detached portion of the house at the southeast comer will
range from two to about four feet.
An allowable soil bearing value of 2000 psf may be used in the design of foundations for this
residence. A 1/3 increase in this value is appropriate for short duration loading due to seismic
or wind forces. Estimated settlement of these footings carrying the anticipated dead and live
loads will be less than Y2inch. All footing excavations must be cleaned of loose soils and
inspected prior to pouring concrete.
For concrete basement retaining walls (braced at the top), it is recommended that they be
designed for an at rest soil pressure of 50 pcf. These buried walls should be waterproofed to
prevent moisture migration into the living space. A 3 inch perforated subdrain placed within
drain gravel is recommended at the top of the footing, and the drain gravel should be wrapped
with a geofabric to protect against infiltration of fines from the adjacent soil backfill. A drain
lateral should extend out to daylight at the southwesterly comer of the property. Roof down
drains should not be connected to this wall subdrain, or to any of the shallow footing subdrains
around the perimeter of the house.
Resistance to lateral forces can be restrained by passive earth pressure or by soil friction. An
allowable passive pressure of 150 psf/ft can be used for footings poured against the existing fill
soils. Where compacted fill is placed against the basement wall, a value of 250 psf/ft may be

used. A friction factor of 0.4 is available between the concrete footings and the underlying
native soils.
All interior and exterior concrete slabs should be underlain by either dense native soils, or by a
compacted fill blanket. The thickness of the compacted fill blanket will depend on the depth
and quality of existing fill, but as a minimum an 18 inch compacted layer is recommended. If
wire mesh is used for slab reinforcement, special care should be made to lift the mesh into the
middle third of the slab. The contractor should follow the curing guidelines as provided by the
American Concrete Institute.
Site excavations will result in excess soils which are considered suitable for backfill or general
landscape fill materials. Basement wall backfill should be compacted at near optimum
moisture to a minimum of 90% of the maximum density per ASTM D 1557 test method.
Because the existing fills are relatively dry, additional moisture may be required unless they are
subjected to heavy winter rainfall.
