Remediation Project. Landau Associates (on behalf of the Port) supervised a remedial action at the
Harbor Square complex during the period from August 2004 to March 2005. The goal of the

remedial action was to excavate as much petroleum -impacted materials as possible while maintaining

public and commercial access to the complex. In preparation for soil removal activities, Landau

Associates obtained the above referenced pern-.tits from the City of Edmonds (City). The permits

reference the Removal Action Plan (RAP) which states that, upon co mpletion of excavation

activities, the remediation areas will be backfilled and then finished with a 4-inch thick lift of asphalt.

Two areas were excavated at the Harbor Square complex. One of the three excavated areas

was finished with a 4-inch lift of asphalt. The scope of the remedial action has increased and.more

excavation is scheduled for summer 2005. At the request of the building owner, the Port agreed to

install a 2-inch lift of asphalt in the second excavated area in anticipation of the additional

excavation activities. Upon completion of the additional excavation activities, the Port plans to

install another 2-inch lift (for a total of 4-inches) in the remaining area. Small tempo rary asphalt
ramps were in-talled to alln,,Nr for a more smooth transition from die undisturbed surrounding area
to the 2-inch asphalt layer.

In March 2005, David Nelson of Landau Associates contacted the City of Edmonds

Engineering, Building, and Planning Departments to inspect the excavation areas and review the
permits. City inspections were conducted on March 4, 2005. Mr. Nelson was contacted by you via
telephone on Nfarch 10, 2005 regarding the inspections and permits. A summary of my
understanding of the contents of that conversation is as follows:
• Due to the lack of a total of 4-inches of asphalt cover in one excavation area, the
restoration requirements of the permits were not met.
• 'rhe ternp I oran- asphalt ramps currently at the site will need to be removed.

• One of the handicap -capable parking stalls adjacent to the 180 W. Dayton Street building
was too wide and did not meet City standards.
• The City Engineering and Building Departments have signed off on the grading and
asphalt permits with the understanding that 1) the Port plans remove the ramps and
install a total of 4 inches of asphalt in the entire area excavated after additional
excavation activities are completed and 2) the width of the aforementioned handicap -
capable parking stall will be corrected once final asphalting is completed.
• The Port will need to obtain a new combination grading and site restoration permit prior
to additional excavation activities (scheduled for summer 2005).

continue to keep the City informed as to the progress of the Harbor Square Phase I Remedial

Dear Ms. Graff -
As you discussed with David Nelson of Landau Associates on February 14, 2005, the Port of
Edmonds is conducting a soil removal action at the Harbor Square complex located at 180 West Dayton
Street. Landau Associates is providing oversight for the soil removal and site restoration activities and
has been issued Grading Permit No. 2004-0678 by the City of Edmonds for the project. The project
duration was originally estimated to be approximately 6 to 8 weeks, beginning at the end of August 2004.
Several unforeseen circumstances contributed to the extended duration of the project. The key factors are
as follows:
• The overall areal extent of the excavation areas has increased by approximately 200 percent.
The additional excavation area is warranted based on the observations of petroleum impacts
beyond the anticipated excavation boundaries.
• There are numerous active underground utilities in the area. In order to ensure that none of
the utilities was interrupted and to maintain site worker safety, excavation around or under
these utilities has been a slow process. Some excavation around utilities was expected;
however, the presence of previously unidentified utilities and the need to excavate a larger
area has required additional excavation around or under utilities.
• The excavation of soil in Remediation Area I extended to the east and under a water main. In
order to excavate impacted materials, a section of water main was removed and replaced. All
activities related to the removal and replacement of the water main have been conducted in
conjunction with the City of Edmonds permit requirements.
• Our original timeline for this project anticipated completion by late surnmer/early fall, when
the groundwater elevations and precipitation volumes would be at their lowest. The project
timeline has extended into the winter. Tile "wet season" has caused excavation delays as the
contractor has managed water issues in the excavation areas
The latest schedule from the contractor estimates the project will be completed, with the
exception of the final placement of asphalt, by February 18, 2005. The final asphalt paving work is
scheduled to be completed by February 25, 2005. Grading Permit No. 2004-0678 expires on February 16,
