2004. This request pertains specifically to construction of sidewalks on the

property frontage along 8 th Ave N. The requirement to construct sidewalks has
been reviewed in compliance with.the Edmonds Community Development Code
(ECDC) and the 2002 Transportation Element as well as in the benefit to the City

of Edmonds.

Pursuant to ECDC 18.90-030, Table of Sidewalk Standards, RS-1 2 zoning

This project is within close proximity (within 1000 feet) and on a street leading to
a public park/playfield.

Mr. Th . uesen argues that construction of sidewalks would be economically
unfeasible.due to special topographic circumstances (i.e. grades, existing soils,
20 feet of existing fill). After visiting the site, I do, not agree that it is economically
unfeasible or physically impossible to construct sidewalks. However, I do agree
that it would be costly.
In addition, I do not believe it is in the best interest of the City for the following
reasons:
1. The property fronting on 8 th Ave N has a wetland very close to the 8 th Ave z
N right-of-way. Construction of sidewalks would require construction very O�
M
close to and possibly encroachment into the wetland. This is not desired
bx the City. :q ::H
2. 8 Ave N at this location is a short stretch of a very small, quiet, low traffic

road, isolated from the rest of 8 Ave N by vacated 8 Ave N right-of-way. a M

3. 8 Ave N at this location is only accessible via Daley Street. This portion 0

of Daley Street has difficult topographic features. (creek with steep banks) 0

that would make sidewalk construction on Daley Street very costly and it

highly unlikely that the City will build sidewalks at this location on Daley M Z

street anytime in the foreseeable future. Therefore, it is highly unlikely
that a sidewalk constructed at the subject property would ever connect to
other City sidewalks.
4. Sidewalk construction is clearly not consistent with the character of the
