When you came by on Friday the 3 rd you mentioned to someone onsite- that you had "already told the owner what he needed to do and had issued a stop work notice CA --I before". Your warning must have been given to the prior owner because we have never been a M C given, in over 15 years of doing real estate development, management and sales or as a rn 0 --10 homeowner in Edmonds, a "Stop Work Notice" or violation of any kind. 0 0 C Arbor Vill a, LLC took ownership of the Arbor Villa Apartments in September of 2004. When X.M M Z purchased Arbor Villa Apartments were not.in very good shape. Decks had a lot.of decay and JO -4 interiors were. very dated. Our initial plan was to just clean up the complex but as we took C Z > ownership many of the tenants moved out complaining of poor living conditions such as not being able to use their decks due to decay an d windows leaking in cold air.* As all of the tenants -n moved out we embarked on a more detailed clean up and renovation of the project which has 0 -n resulted in the decision to make Arbor Villa condor -hiniums. X M So in the past few months we have improved the property with Arbor Villa, LLC acting a s its, own M general contactor with some subcontractors brought in for specific work such as siding and 0 M roofing. From the beginning we have consulted with Tay lo r­G regory-Butterfield Architects as to C co C CD the structural issues relating to the rebuilding of the decks. It has always been our intent to have Q 0 Z a permit and city review of the rebuilding of the decks. At this time all we have done is removed the, very rotten deck railing and surfaces for investigation purposes only. For safety we have ;U sealed off all patio doors leading to the decks. No deck work has started as we are waiting on X drawing from T -13-13 Architects to submit to the city for permit. We would also like to add new > Z carports at which time we will also submit drawing to the city for permits. It has been our understanding that permits are needed for structural items such as decks, carport s or removing common or bearing walls. We have not been told.permits are needed for interior improvements 0) Z, such as painting, carpeting, replacing appliances, installing'new ca binets door hardware, counter tops or changing light fixtures, etc 0 M The overall scope of work has been the following: Roof recoating by Mike's Roofing, Inc. of Lynnwood. Re -Siding by Side -Pro, Inc. of Woodinville. New windows replacing the old windows in the exact same location. and size. New hallway carpeting and painting - Vacant unit upgrades include new carpet, paint and cabinets plus the removal of nonbearing center wall combining each side unit in the B & C buildings only after consulting with Northwest Inspection Engineers, Inc. M Z We met in one of the existing combined units #C1 02 (which is a similar floor plan of all Z 12 units in buildings B & C) which we had cut open sheetrock to expose wiring and Cn plumbing. The intent of the meeting was to try to mutually agree as to the final o -n requirements to satisfy and finalize the outstanding permits of Arbor Villa. -n M M In response to the correction notice done by Mike Snook on 10/12/05; we have reviewed each item and our conclusion and response is as follows: 0 M 1. The powder room fan run which was on.the approved plans pages A4.00, A4.10 C (D 9 W & A4.20 for both B & C buildings had no notations about lining the joist bays with Z 1 hr rated sheetrock. This existing joist bay like the other two existing bathroom fans runs are not lined in sheetrock thus it would seem a bit excessive to make just this one run fire rated. I completely understand the reason for wanting to fire. > Z rate the joist bay and you did note and we have complied in building a new 1 hr fire rated chase for the dryer vents in all units. Abandoning the existing exhaust Cn runs and using an alternative routing of the bathroom fans was discussed and Z would be very intrusive to the completed units and I am not sure that it would make the building any safer. Though we will comply accordingly I would like to 0 request one final time that you do not require the existing powder bath exhaust M run be fire rated due to the fact that we reused an existing exhaust run which was already in place for the kitchens. 2. New plumbing, which was for the new powder room, laundry and hot water tanks, will be exposed as needed to verify the proper fire stopping. *View on next inspection. 3.
