" The Elm Place Homeowners' Association (EPHA), representing the 36 homes in this M development is collectively responsible for the perimeter fence. It is an about 20 years old wooden fence, that is in need of replacement. kil f cm The portion of the fence scheduled for replacement this year is about 830ft (+/-), bordering m o Elm Street and 6th Ave S, see attached plot plan. The replacement will essentially be in kind, 0 n viz. an about 5ft high, open panel construction (every second picket left out), using a f aW', "modified" panel design (pickets nailed to a 2x4 covered with a 1x4 fascia board on the r outside and a flat 2x4 on top. The panel material is cedar, the true 4x4 posts are treated D z wood set in concrete 4 ' The new fence follows the footprint of the existing. The horizontal portions will be almost Mn identical to the existing construction. On. the slopes the stepwise design will be replaced by a slo in la out, that in general follows the terrain and provides a more pleasing look. There is no interference with any utilities, rights of riz way, or similar.
