reconnaissance on September 23, 2005, to document the existing site conditions.

other environmental concerns on or around the subject property. The City of Edmonds' critical areas
inventory maps indicate that the subject property is within an erosion hazard area.
The site reconnaissance included visual observations ofadjacent properties and interviews with
adjacent property owners. From this effort, it was determined an unnamed spring surfaces east of the

subject property along tile north side of 711 Cedar Street. The property owner it 711 Cedar Street has
created a pond (without a recirculating pump system) to control the flow ofthe spring before it leaves his
property to tile west and enters the subject property at 701 Cedar Street. Once oil the subject property, tile
small stream flows toward the west approximately 40 ft through a defined channel. At tile west side of
tile property boundary, the stream enters a below -ground culvert and finally into a series ofcatch basins.
Both ornamental and invasive plant species are present near the strearnbank, including common
horsetail (Equisetian arvense), rhododendron (Rhododendron sp.), evergreen blackberry (Rubus
laciniants), bracken fern (Pleridium aquilinian), swordfern (Potvaichion muninan), morning glory

(Convolvidus arvensis). Several other grass and tree species were observed in the northeastern portion of
the subject property, where tile stream eaters tile site. Mowed grass is present oil the remaining
streanibank oil the property. Within the stream channel itself, vegetation is limited to common horsetail,

Based oil the information collected during our background review and site reconnaissance, we
have concluded that tile unnamed spring and stream would be classified Type Np — perennial nonfish
habitat stream. Although the surface water produces a defined channel, which demonstrates evidence of
water passage, tile portion of the stream that originates from the spring at 711 Cedar Street and flows west
through the subject property, where it enters a series ofcatch basins, does not contain any resident trout or
anadromous sainion because of the presence of impassable fish barriers. Based oil this stream rating, a
50-fir buffer from the ordinary high water mark ofthis stream would be required oil the subject property.
STREAM MITIGATION
The ECDC allows for a reduction of the buffer of up to 50 percent, provided that a stream buffer
enhancement conclusively demonstrates that enhancement of the stream buffer will not degrade the value
ofthe buffer area in terms offish, stream, and wildlife protection. Stream buffer enhancement plans must
meet the specific requirements of ECDC 23.40.110, 23.40.120, 23.40.130, and 23.90.040 D 2a-d. The
ECDC also allows for streani buffer averaging, pursuant to ECDC 23.90.040 D 3.
A list of native shrub species is provided in Table I so that future homeowners call plant tile
buffer with appropriate species. According to the ECDC, shrubs Should be planted at a density of no less
than 3 ft on center, trees should be planted it no less than 8ft oil center. Planting additional shrub and tree
species will increase the habitat functions or the buffer. All ofthe listed species below occur frequently
in wetland buffers throughout the area. These species have been chosen not only for their ability to

Tile proposed trees and shrubs would provide greater species variety over existing conditions in
this area, replacing tile grass ground cover. Shrubs and trees should be planted in the early spring or late
fall and the new plantings are to be watered regularly during the first three growing seasons after
installation. To belp establish the planted trees through the summer months (June -September), a
ternporary irrigation systena will need to be installed. The irrigation systern needs only to be a drip title,
above -ground systern. Periodic visual inspection ofthe trees following planting will help determine ifthe
flow of tile drip system is providing enough water. Wilted or burned -looking leaves and needles are ail
obvious sign that the flow needs to be increased.
Tile planted buffer area will need to be maintained for a rninfirturn of three years, Any plant
specimen that fails to thrive in the buffer area and dies must be replaced,with the sarne species or ail
approved species of tree or shrub.
As long as the specified plants are Used, shrubs are planted in the early spring or late fill, any
blackberry or other invasive plant species is cut back at least twice a year for a minimum of three years,
and the new plaritings are watered regularly during the first three growing seasons after installation, shrub
and tree plantings within the buffer are expected to be successful.
GEOLOGICAll HAZARDOUS AREAS
Geologically hazardous areas include areas susceptible to erosion, landslides, earthquakes, or
other geological events. The house oil tile subject property is situated approximately 10 ft below the
grade of Cedar Street. The slope from Cedar Street at tile south end of the property creates a steep slope

along the northern, eastern, and southern portion of tile site. These slopes have been established by a

areas regulations, and site conditions observed during the September 23, 2005, site reconnaissance. This
study included investigation of tile potential critical areas, as requested in tile City Municipal Code,
passed May 17, 2005. Within the limitations of scope, schedule, and budget, the findings presented in

Onsite for inspection of epoxy grouted rebar. The contractor installed #4 dowels into existing
concrete on the north side of the house on both the east and west walls. The contractor drill 5/8"
dia. holes 5" deep and cleaned each prior to filling with Simpson SET pack epoxy per
manufacturer's instructions. The contractor also drilled and epoxy grouted holes for wall dowels
extending up from the new footing located between the existing house and the new garage area.
The same bar size and hole diameter was used.
NOTE: Simpson epoxy was used, Hilti HY1 50 was specified in the structural general notes.
Approval from engineer -of -record is required.

INTRODUCTION
The purpose of this memorandum is to address stability concerns for temporary shoring along the
A eastern side ofthe excavation at 701 Cedar Street in Edmonds, Washington. Our current understanding of
schedule, as indicated by Jeff Suridge, is that this temporary wall will be removed in about I week time
from the date of this memorandum. It should be noted that at the time of this memorandum, the current
wall has been in place about I week.
Landau Associates was retatined by AKA Design (now JTS Property Solutions) to perform a
limited geotechnical investigation to identify depth to adequate bearing for the foundation ofthe proposed

investigation and subgrade recommendations were presented in a report dated March 2, 2006. Generally,
adequate soil bearing (2000 psf) was encountered at a depth of about 2 to 3.5 feet below the original grade
of the site.
Recently, when Landau Associates was asked to perform during construction inspection of the
footing subgrade, we noted that the footing depths and subsequent cuts for construction of the footings
were deeper than our original assumptions, which were stated in our proposal and our March 2 report.
Our stated assumptions included "no significant cuts would be required."
As a result of the cuts required to construct the footings and the proximity of the neighboring
house to the east, temporary shoring was placed by the contractor (Quality Improvement Company).
Landau Associates was not asked to provide recommendations for the temporary shoring prior to its
installation. The initial temporary shoring is reported to have consisted of a row of stacked ecology
blocks along the eastern edge of the excavation. Prior to Landau Associates commencing our first
subgrade verification visit, the blocks fell over. The failure mechanism is not known.
After our initial subgradc verification visit by a staff engineer, a senior engineer with Landau
Associates performed a field visit to respond to a neighbor's concern regarding the stability of the

excavation and the temporary shoring. The contractor was in the process of re -building the wall and
reportedly removed some soft ground from under the failed wall and replaced it with crushed rock prior to
re -building the temporary wall. Subsequent observation of the re -built wall indicates that the wall is
composed of ecology blocks that have been stacked 3-blocks high. The ecology blocks are generally 2-
feet wide, 2-feet deep and 6-fect long. The wall is generally in the shape of a long "L" with the long leg
oriented in a north -south direction. The south end of the wall terminates at the existing house and the
short leg of the wall is at the northern end.
Currently the first (lowest) row of blocks has been used as sacrificial form -work for the footing
such that only the top 4 to 6 inches of the block is exposed. Because of the previous instability of the
slope behind the wall, we recommend the bottom -most row of blocks remain in place to reduce the
potential impact of wall removal to the slope and it is our understanding that the bottom Tow of blocks
will be left in place.
The configuration of the soil on the back side of the wall varies from the north end to the south
end. At the north end, the soil contacts the back side of the wall about 3 feet below the top of wall, is
inclined at about 60 degrees measured from the horizontal with the top of the slope about 4 feet above the
top of the wall. At the south end of the wall, the soil contacts the back side of the wall about I foot below
the top of the wall and is inclined at about 45 degrees with the top of slope about 3 feet above the top of
the wall. All dimensions, depths and estimates of slope behind the wall were reported to Landau
Associates by Jeff Suridge and have not been surveyed to confirm accuracy,
The static stability of the temporary shoring was analyzed for three wall configurations. The first
two conditions are for the wall and slope configurations described above. The third configuration
assumes soil to the top of the current wall with a 45 degree backslope. This corresponds to the possible
geometry of the slope/wall at the south end of the wall if the soil behind the wall sloughs to the top of the
wall.
Although the engineering properties of the soils on the slope, behind the wall and under the wall
are not known, it is our opinion that they will be remain stable for the next week, presuming they are
protected from the elements and from surface water run-off. Soil properties of the retained soil were
estimated based on our observations of the soils under the black tarp currently covering the slope and our
experience on sites with similar soil types.
Based on our analyses, the current configuration of the wall is considered stable with a calculated
factor of safety of about 1.5. As is typical with temporary shoring, the wall was not analyzed for seismic
loading. If the soil behind the wall were to slough against the wall, we estimate the factor of safety would
be reduced to about 1.3.

it is important to note that these calculations are based on our understanding of the soil and wall
conditions at the time of this report, If conditions change, Landau Associates should be retained to re-
evaluate the stability oftbe wall.
Even though the static analysis indicates factors of safety above 1.0, it should be noted that the
slope and temporary shoring configuration do not meet the standard requirements of Part N of Chapter
296-155 of the Washington Administrative Code (WAC) for Excavation, Trenching and Shoring.
Because the slope and the shoring configuration do not meet the requirements, Section 296-155-66109 of
the WAC requires that

INTRODUCTION
The purpose of this memorandum is to address stability concerns for temporary shoring along the
eastern side ofthe excavation at 701 Cedar Street in Edmonds, Washington. Our current understanding of
schedule, as indicated by Jeff Suridge, is that this temporary wall will be removed in about 1 week time
from the date of this memorandum. It should be noted that at the time of this memorandum, the current
wall has been in place about I week.
Landau Associates was retatined by AKA Design (now JTS Property Solutions) to perform a
limited geotechnical investigation to identify depth to adequate bearing for the foundation of the proposed
addition and to provide during construction foundation subgrade verification. The results of that limited
investigation and subgrade recommendations were presented in a report dated March 2, 2006. Generally,
adequate soil bearing (2000 psf) was encountered at a depth ofabout 2 to 3.5 feet below the original grade
of the site.
Recently, when Landau Associates was asked to perform during construction inspection of the
footing subgraide, we noted that the footing depths and subsequent cuts for construction of the footings
were deeper than our original assumptions, which were stated in our proposal and our March 2 report.
Our stated assumptions included "no significant cuts would be required."
As a result of the cuts required to construct the footings and the proximity of the neighboring
house to the east, temporary shoring was placed by the contractor (Quality improvement Company).
Landau Associates was not asked to provide recommendations for the temporary shoring prior to its
installation. The initial temporary shoring is reported to have consisted of a row of stacked ecology
blocks along the eastern edge of the excavation. Prior to Landau Associates commencing our first
subgrade verification visit, the blocks fell over. The failure mechanism is not known.
After our initial subgrade verification visit by a staff engineer, a senior engineer with Landau
Associates performed a field visit to respond to a neighbor's concern regarding the stability of the

excavation and the temporary sharing. The contractor was in the process of te-building the wall and
reportedly removed some soft ground from under the failed wall and replaced it with crushed rock prior to
rc-building the temporary wall. Subsequent observation of the re -built wall indicates that the wall is
composed of ecology blocks that have been stacked 3-blocks high. The ecology blocks are generally 2-
feet wide, 2-fect deep and 6-fect long. The wall is generally in the shape of a long "l." with the long leg
oriented in a north -south direction. The south end of the wall terminates at the existing house and the
short lcg of the wall is at the northern end.
Currently the first (lowest) row of blocks has been used as sacrificial form -work for the footing
such that only the top 4 to 6 inches of the block is exposed. Because of the previous instability of the
slope behind the wall, we recommend the bottom -most row of blocks remain in place to reduce the
potential impact of wall removal to the slope and it is our understanding that the bottom row of blocks
will be left in place.
The configuration of the soil on the back side of the wall varies from the north end to the south
end. At the north end, the soil contacts the back side of the wall about 3 feet below the top of wall, is
inclined at about 60 degrees measured from the horizontal with the top of the slope about 4 feet above the
top ofthe wall. At the south end ofthe wall, the soil contacts the back side of the wall about I foot below
the top of the wall and is inclined at about 45 degrees with the top of slope about 3 feet above the top of
the wall. All dimensions, depths and estimates of slope behind the wall were reported to Landau
Associates by Jeff Suridge and have not been surveyed to confirm accuracy.
The static stability of the temporary sharing was analyzed for three wall configurations. The first
two conditions are for the wall and slope configurations described above. The third configuration
assumes soil to the top of the current wall with a 45 degree backslope. This corresponds to the possible
geometry of the slope/wall at the south end of the wall if the soil behind the wall sloughs to the top of the
wall.
Although the engineering properties of the soils on the slope, behind the wall and under the wall
are not known, it is our opinion that they will be remain stable for the next week, presuming they are
protected from the elements and from surface water run-off. Soil properties of the retained soil were
estimated based on our observations of the soils under the black tarp currently covering the slope and our
experience on sites with similar soil types.
Based on our analyses, the current configuration of the wall is considered stable with a calculated
factor of safety of about 1.5. As is typical with temporary shoring, the wall was not analyzed for seismic
loading. Ifthe soil behind the wall were to slough against the wall, we estimate the factor ofsafety would
be reduced to about 1.3.

It is important to note that these calculations are based on our understanding of the soil and wall
conditions at the time of this report. If conditions change, Landau Associates should be retained to re-
evaluate the stability of the wall.
Even though the static analysis indicates factors of safety above 1.0, it should be noted that the
slope and temporary shoring configuration do not meet the standard requirements of Part N of Chapter
296-155 of the, Washington Administrative Code (WAC) for Excavation, Trenching and Shoring.
Because the slope and the shoring configuration do not meet the requirements, Section 296-155-66109 of
Z
the WAC requires that

During inspection of an addition on the property addressed 701 Cedar Street (approved in Z
under BLD-2006-0043), it was found that the addition did not meet the minimum C 2
required 5-foot side setback from the eastern property line. The property owners at 701 -1
and 711 Cedar Street brought the property line dispute to court, and a court order was
issued moving the southern 79.09 feet of the property line separating these two properties 0 -n
