Dear Nlr. Woods:
M requested, we provided geotechnical engineering observation services during construction of Building 5 at the
suhJect project. The purpo I se of our . work was to verify that geotechnical engineering elements of construction
were completed i I n ' accordance with our recommendations and construction drawings approved by the City of
Edmonds. We previously submitted copies of our field memos to you, Longitude 122, LLC, and the City of
Edmomls. Our geotechnical observations were as follows:
1. Excavation Observation
We observed the excavation for Building 5. All excavations were completed in general conformance with our
recommendations.

2. Structural Fill Material and Required Compaction Verification
.We observed the placement and tested compaction of structural fill placed in the building interior and as
foundation wall backfill. Based on the results of our field density testing and site observations, it is our opinion
that the structural fill was placed and compacted in general accordance with our recommendations.
3.' Pile Foundation Installation
We observed the installation of augercast pile foundations beneath the northern portion of Building 5. All piles
were installed in general accordance with our geotechnical recommendations and the project drawings approved
by,the City of Edmonds.
4. Soi[Beiwing Verification
We observed all prepared foundation subgrades for Building 5.. All foundation subgrades consisted of adequately
compacted structural fill or dense to very dense native silt and clay that are auitable for support of foundations
designed fbr allowable bearing capacities of3,000 pounds per square foot (Psf.) and 5,000 psf, respectively.
5. Building Drainage Verification
Weohqerved.installation ofsubsurface drainage placed around the perimeter ofBiulding 5, Adlilrainagesystetns
we observed were -.installed in general. accordance with our geotechnical recommendations and the approved
projct plans-.

Please find attached a pelf file containing DCI's responses to items 2 and 8 from the plan review comments. A
copy of the comments is below.
2. T15e rehfiewmeni used ivithin theflexural length. This rein forcernent has to extend at least the
embedment length for the bars, and also has to be enclosed in the circular ties.
8. Tbepiles between Lines 2 and 21. 1 have discussed das issue twice with the engineers and
s
we still differ on the extent of the pile reinforcement. The engineer was going to discus it
one more time with his senior engineers and I said I would accept what they decide
assuming; they make their -assumptions known in writing for future information. The basic
difference is whether the piles act as columns unstiffened against movement that may occur
under a maximum EQ event. Since they are under ground, they could collapse and bring
down part of the building even though it may have otherwise resisted the event.
If you have any questions, feel free to contact me.

The basement (below -grade) walls of the building must be constructed with wall dre inage

emission of the footing drain on the daylight side of file building. provided the floor
elevation was not below the outside adjacent grade.

3. In response to your comment regarding the complying ramps and
accessibility of all floors, please have the architect of record provide a
written code analysis/justification for our review to support the design and
statements in your response letter. (previous MOE 118).

Where we provide Type 'A' units on the East end of building 5, we
provide elevator service for all common areas with the double stop
Type 'A'
=i

elevator. In this way a wheelchair from either unit can
a m
access the common areas: the lobby, the bridge, the trash chute, the
C
garage and the storage units on L1. The IBC 2003 Section 1104.4
m 0
80
code allows elevators to be the accessible route of travel.
C
The commentary from IBC2003, page 11-11 goes on to say.,
M
m
"At least one accessible route is required between levels in a facility. This
C:
requirement does not mandate an elevator. The accessible route betwe
>
C
levels can be via ramp g, platform lifts Lwhere permitted), limited usellimited
access (LULAI elevators, passenger elevators,. etc The intent of the
be inaccessible without restricting
0""
exceptions is to allow limited areas to
C
access to services available to the general public." (emphasis added)
m m
From the West end of the building we also provide an accessible
0,
0 m
route of travel from the main entry point of the building, which is our
C Co
C 0)
parking garage. Both elevators are fully accessible from anywhere in
0
the garage or the residential portion of L 1 via ramps. However, we do
acknowledge that access from a Type 'B' unit on the West end to
other portions of the building (i.e. lobby) are not convenient. ff a
person who resided in the building were temporarily in a wheelchair
>
they would simply take the elevator to their floor no matter where the
z
unit was located as the L 1 is fully accessible. However, H a person on
level L2 or L3 on the West end were receiving a visitor in a
Co
z
wheelchair and wanted to use the lobby, the person would have to
9
use the East elevator #1 from the lobby to Ll to access the West end
F)
elevator #2 only for those 13 units specifically serviced by that
m
elevator. However, specific signage will provided at the main lobby
entrance and at the elevators as to elevator number, site location and
what units may be accessed by which elevator. Site maps will also
be provided at main lobby and elevator lobbies.
