Dear Mr. Mithen:
Thank you for your letter dated September 12, 2005; the City is aware of construction or re-
construction of a deck on your property exceeding simple repair or replacement of individual
members which requires a building permit. Please refer to the enclosed public handout for deck
construction and the City's handout for exempt permit work. If after reading the handouts you
believe the work is still exempt please schedule for an inspection with the City Building
Inspector (425-771-0220 extension 1333). The purpose ofthis inspection would be to verify that
the work falls under the exempt work category, Or, after reading the handouts you agree that a
permit is required please submit plans (with appropriate details per the handout) and the enclosed
permit application with all required permit fees, to the City by September 30, 2005. Contact a
Perunit Coordinator at 425-771-0220 for fees.
It is not the City's intent to cause you undue hardship however, compliance to the codes is
mandatory for the fair and equal treatment of all citizens. If you need additional time to respond
please make a writtenrequest for extension and provide an alternate date for response. Lastly, be
advised if it is determined that a deck permit is required an investigation fee is assessed since
work commenced prior to permit issuance and City approval.

Thank you for taking the time to speak with me on the telephone about my replacement
deck. As I mentioned I was unaware of the need to obtain a building permit for a deck
replacement, however I now realize the necessity for obtaining one. I wish to remain
a good citizen of Edmonds, Wa. (have been a resident since 1990) so please accept my
apologies.
I have attached some drawings and commentary including the permit application sheet.
You mentioned that I may be able to get a reduced permit fee if I include the costs of the
items I purchased for replacing my deck (I didn't replace posts or footings). As I
mentioned the upper deck materials I purchased at Home Depot (invoices attached) and
the balance of decking material from Dunn Lumber (they offered home delivery).
Therefore I have counted the boards, screws and deck tape which I purchased at Dunn
withatotalcost. I can write a check for the fees as soon as you or your staffadvises me
on the fees to pay.
As I mentioned as the present time funds are a bit tight as I have 2 new members to the
household due to Hurricane Katrina. My Dad and my wife's nephew will be staying with
us for the foreseeable future as the hose in New Orleans is not habitable any longer due to
the water and mold. In addition we have also taken in a new dog from New Orleans as
she also is an evacuee. Would it be possible to consult with Mr. Baumann (I have copied
this coversheet letter to him) on what can be done to reduce or otherwise mitigate the
penalty or investigation fees.

I also used 5 inch tag bolts or 5 inch screws when attached the rafling posts. Spacing
between joists does not exceed 16 inch. The stairs on the western side of the house
land onto the existing concrete slab and the stairs on south side of house land on 4 x 6
inch pressure treated deck timbers which are placed on top of 4 large cinder blocks
spaced every 15 inches.
Square footage of the deck
I" level = 12 x 12 feet = 144 sq feet
2�d level - 16 x 12 feet = 192 sq feet
stairs approx 30 sq feet
Total 366 sq feet
