I am writing this letter because Ms. Mami Muir "tracked" me down through the
Snohomish County Assessor's Office. She contacted my mother, Eunice Miller, who

was the last recorded owner of the house located at 7700-175' St.SWinEdmonds.
Since my mother is suffering from dementia and does not even remember living in the
said home, Ms. Muir contacted me. This was our family home from February 1951 to
August 1979 (my father died there in 1977) at which time my mother sold the home and
property to a Mr. Glen Barrett.
The "Carriage House" apartment next door to the main house was occupied by our
gardener who helped my parents maintain over 2 acres of the land they owned around the
house. Behind us on the west side ofthe "Carriage House" was a wooded area which
was part ofthe over 2 acres my parents owned. The back entrance to the "Carriage
House" had a sidewalk running parallel to the structure and was located between the
described woods and the "Carriage House." The sidewalk had stairs on both sides ofthe
Carriage House leading to this back, west entrance. The sidewalk and stairs, themselves,
were actually built and concrete poured by my father in 1951 shortly after our family
moved there. Perpendicular to the sidewalk was a bridge structure running from the
sidewalk to the west entrance of the "Carriage House." The bridge structure itself was
already in place when my parents purchased the property in 195 1. Therefore, I can say
with authority that the sidewalk, stairs and bridge structure on the west side of the
"Carriage House" were in place in 1951 and were still there in 1979 when my mom sold
the property.
I would be happy for you to contact me and I would be willing to testify in court, if
necessary, that the information stated is true and correct. I also have a brother who lives
in Scottsdale, Arizona who remembers the property as I do.

My name is Mami Muir. I have been a resident ofEdmonds for 54 years; served on
various boards and committees over the years including sitting in as the interim Director
ofthe Greater Edmonds Chamber ofCommerce in 2002. 1 have been an honorable, tax
paying, contributing citizen ofEdmonds.
As of late, I have had a run of 'horroe, which started, with some vandalism of my home
but as a result of this, I tried to turn a horrible situation into a positive one and not only
repair the damages but my friends have graciously offered to help me'clean up� my
home, do the necessary repairs and upgrades. I had brokenwrindows, my appliances were
damaged, holes in the walls, etc. Then as I was fixing the damage I discovered moisture
ants and dry rot and the doors and windows needed to be replaced, as well as the
hardwood floor in one area so needed it to be repaired. The positive in all of this is that I
did, in fact, discover the ant problem and it has been remedied. None of my doors or
windows were insulated so decided to, once again, turn a'challengine situation into
something positive and upgraded to insulated glass, only on a few as I cannot afford all of
them. Additionally, because one of my walls had been damaged, I decided to take it down
and move it over 3 feet. It is not a structural wall whatsoever. I have only been paying
for materials because of the generosity of my friends.
During this process after subletting my little cottage next door for a short term, I decided
that I wanted to get a long term renter again as I needed to move the furniture out ofthere
back to my home. I have been renting the cottage for nearly 18 years and have bad
wonderful tenants. I have never encountered anything like this before. I advertised on
Craig's List and had a lot ofluck with this site in the past and one woman came to see the
place. She was around 70 years old; indicated that she was looking for a long-term rental
and was an artist; new to the area. I felt this would be good for her and good for me so
proceeded with the rental process. To make a long story short; she moved in and
indicated that she would sign the rental agreement right away - I had made numerous
attempts prior to her move in to go over the contract, to make her feel welcome and
accomodated her numerous requests, some reluctantly. After she moved in and got
settled, she refused to sign the contract, brought in a cat which I was unaware ofand did
not have permission to do so, has repainted the place; put in an air conditioning unit, had
four more to install (which I have stopped), taken out a window, put vinyl over the
carpet; turned the upstairs into two art studios and is destroying my place, according to

my friend, Jozef Since she has moved in it has been a nightmare. I have been forced to
start the eviction process, which I have never had to do in the 18 years I have rented my
place. She threatened that she would "destroy me and cause me to lose so much money
before she was thru".. She said she would report me to the City of Edmonds for'illegal
construction' and there was nothing illegal about anything I was doing.
She did, in fact, report me to the City ofEdmonds. I got a notice posted, I went down
there and hired an architect who assessed the situation and wrote a report stating that I
was just dealing with post vandalism, making some upgrades with insulated windows,
repairs, painting, etc. and moved one non -bearing wall three feet. He drew the plan and
wrote the report and it was submitted last week. I was also hoping to replace the carpet
that was also necessary and get the floors refinished as they were deeply grooved.
When I delivered his report to the Planning Department, Joanne Zulauf, who has been
very helpful and gracious, read the report, looked at the plan and indicated that she didn't
think there would be any problem and I would get a letter within 5 days. I DID get a
letter from Jenny Readwin stating that I had had a conversation with Theresa Umbaugh.
I never spoke with this person and do not know who she is. I am thinking that there was
some kind ofa mistake based on my project and what is acceptable and not and what my
architect found and reported. The letter indicated that a complete existing and proposed
floor plans showing all room uses and details for all work needed to be presented, as well
as general roof framing plan to verify load bearing walls and a site plan, as well as a
complete contractor's estimate for the project. I do not have a contractor just a friend
who has felt badly about what has occurred for me and was helping out, and the majority
ofthe materials were purchased at home depot for under $2000.00. This request,
according to Lee Edwards, my architect, is absurd. I only brought him in on this project
because ofmy first contact with the Planning Dept. because ofthe notice I received.
What I have done does not require anything from an architect. That is why I believe
there was some kind of miscommunication or a mix up of information. Hesaidlwas

doing nothing that would warrant such a request and his costs would run upw rds a o d
$3-4,000, according to what was requested. I do not have this kind of money. My renter
has not paid rent; she continues to diregard my place, and it has been told to me by my
friend who is a handyman and fixed a garbage disposal over there, indicated that metal
and plastic had been put down the disposal which caused it to break. It was is perfect
condition when she moved in.
I cannot afford an eviction attorney but am forced to. I put in $37,000 last year to fix my
whole cottage up; worked hard to pay that off and it is not only destroyed, I do not know
how I can recover this time. Then I get hit with this city permit problem and I have done
nothing wrong. I barely can pay for what I have been forced to do to repair my home
including the additional problem with the ants. The totals are for my'repair and upgrade",
HARDLY a remodel, just a'recovery' package.. I encouraged the City to come and see
for themselves what is being done. The architect spelled it out. I am asking for justice
and truth to be exposed here. My renter continues to try to destroy me with her calls to
the City Planning Department to make her complaints. I would not be surprised even if
she called in as someone else to complain to make it sound like there were others.

The eviction process has begun but it will take nearly two months to get her out; every
day my place gets more and more destroyed and It appears I will not be able to recover
anything from her as she does not work, nor does she own a home. Please see enclosed
letters. The only reason I have brought my rental situation up is because it is the
'vengeance' that my renter is feeling that she is doing everything she can to upset my life.
I would like to requst that you would please reverse the permit requirements. I cannot
afford to do everything that has been required as it is unnecessary. I have no problem
paying for a permit where a permit is due. Since I have been in this home I have made

only one structural change, which, in fact, I applied for a permit and worked within its
parameters.

During this process after subletting my little cottage next door for a short term, I decided
that I wanted to get a long term renter again as I needed to move the furniture out of there

back to my home. I have been renting the cottage for nearly 18 years and have had
wonderful tenants. I have never encountered anything like this before. I advertised on

Craig's List and had a lot of luck with this site in the past and one woman came to see the

place. She was around 70 years old; indicated that she was looking for a long-term rental

proceeded with the rental process. To make a long story short; she moved in and
indicated that she would sign the rental agreement right away - I had made numerous
attempts prior to her move in to go over the contract, to make her feel welcome and
accomodated her numerous requests, some reluctantly. After she moved in and got
settled, she refused to sign the contract, brought in a cat which I was unaware of and did
not have permission to do so, has repainted the place; put in an air conditioning unit, had
four more to install (which I have stopped), taken out a window, put vinyl over the
carpet; turned the upstairs into two art studios and is destroying my place, according to
my ftiend, Jozef Since she has moved in it has been a nightmare. I have been forced to
start the eviction process, which I have never had to do in the 18 years I have rented my
place. She threatened that she would "destroy me and cause me to lose so much money
before she was thru".. She said she would report me to the City of Edmonds for'illegal
construction' and there was nothing illegal about anything I was doing.
She did, in fact, report me to the City of Edmonds. I got a notice posted, I went down
there and hired an architect who assessed the situation and wrote a report stating that I
was just dealing with post vandalism, making some upgrades with insulated windows,
repairs, painting, etc. and moved one non -bearing wall three feet. He drew the plan and
wrote the report and it was submitted last week. I was also hoping to replace the carpet
that was also necessary and get the floors refinished as they were deeply grooved.
When I delivered his report to the Planning Department, Joanne Zulauf, who has been
very helpful and gracious, read the report, looked at the plan and indicated that she didn't
think there would be any problem and I would get a letter within 5 days. I DID get a
letter from Jenny Readwin stating that I had had a conversation with Theresa Umbaugh.
I never spoke with this person and do not know who she is. I am thinking that there was
some kind of a mistake based on my project and what is acceptable and not and what my
architect found and reported. The letter indicated that a complete existing and proposed
floor plans showing all room uses and details for all work needed to be presented, as well
as general roof framing plan to verify load bearing walls and a site plan, as well as a
complete contractor's estimate for the project. I do not have a contractorjust a friend
who has felt badly about what has occurred for me and was helping out, and the majority
ofthe materials were purchased at home depot for under $2000.00. This request,
according to Lee Edwards, my architect, is absurd. I only brought him in on this project
because of my first contact with the Planning Dept. because ofthe notice I received.
What I have done does not require anything from an architect. That is why I believe
there was some kind ofmiscommunication or a mix up ofinformation. He said I was
doing nothing that would warrant such a request and his costs would run upwards around
$3-4,000, according to what was requested. I do not have this kind ofmoney, Myrenter
has not paid rent; she continues to diregard my place, and it has been told to me by my
friend who is a handyman and fixed a garbage disposal over there, indicated that metal
and plastic had been put down the disposal which caused it to break. It was is perfect
condition when she moved in.
I cannot afford an eviction attorney but am forced to. I put in $37,000 last year to fix my
whole cottage up-, worked hard to pay that off and it is not only destroyed, I do not know
how I can recover this time. Then I get hit with this city permit problem and I have done
nothing wrong. I barely can pay for what I have been forced to do to repair my home
including the additional problem with the ants. The totals are for my 'repair and upgrade",
HARDLY a remodel, just a'recovery' package.. I encouraged the City to come and see
for themselves what is being done. The architect spelled it out. I am asking for justice
and truth to he exposed here. My renter continues to try to destroy me with her calls to
the City Planning Department to make her complaints. I would not be surprised even if
she called in as someone else to complain to make it sound like there were others.

The eviction process has begun but it will take nearly two months to get her out; every
day my place gets more and more destroyed and It appears I will not be able to recover
anything from her as she does not work, nor does she own a home. Please see enclosed
letters. The only reason I have brought my rental situation up is because it is the
vengeance' that my renter is feeling that she is doing everything she can to upset my life.
I would like to requst that you would please reverse the permit requirements. I cannot
afford to do everything that has been required as it is unnecessary. I have no problem
paying for a permit where a permit is due. Since I have been in this home I have made
only one structural change, which, in fact, I applied for a permit and worked within its
parameters.
I would also like to request a copy of the'file'that the planning department has. Also, my
name is Mami Muir not Mami M. Carnahan. I had indicated this to Ms. Zulauf and still
got a letter addressing my name as Mami M. Carnahan which is also an indication that
there must have been some mix-up.
Please look at the facts, the see the truth. I am asking for grace and favor. You can speak
with Jan or Chris about who I am or Olympic Ballet or anyone in the community who
knows me. I know a lot of people after living here for so long. I LOVE Edmonds and
am a great promoter of my City. I was even employed to do the Christmas media buying
for the Downtown Merchants for three years.

Thank you for meeting with City Officials yesterday regarding the detached Carriage House on
your property that you use as a separate Apartment unit. From your knowledge of the property,
the Carriage House has been used as a separate dwelling unit since 1926 and you have owned
and actively rented the apartment for 22 years. The City acknowledges and concurs with this
Use.
From your description of work that you have perfornied since your ownership (mostly cosmetic
upgrades, finish replacement/repair, new carpet/vinyl, cabinets, etc.) the following items would
have required a building pen -nit: the gas piping and gas stove, and kitchen fan. The City will
pursue issuance ofthese permits with you.
Additionally, the complainant identified the following life -safety issues that must. also be
addressed and corrected by you: no handrail on the interior stairs, possible non -complying
bedroom egress window, non -conventional deck construction and non -complying deck guardrail.
As explained to you yesterday there is no statute of limitations on requiring building pen -nits or
disregard of life -safety items, therefore you are required to obtain the following permits and
subsequent field approvals.
• Gas Piping, Gas Stove, Kitchen Fan: Estimated permit fee $95.00.
• Interior Stair liandrail/guardrail: Estimated permit fee $160.50.
• Deck partial removal, repairs to conform to code and guardrail: $187.50.
• Bedroom egress window: The oldest bedroom egress code on record with the City
required one window to be a minimum of 5 square feet with no dimension less than 22
inches and having a sill height of not more than 48 inches above the floor. You will need
to measure the existing bedroom window for compliance to this code —if the window
does not comply you must obtain a permit to install a complying egress window that
meets current code: 44 inch maximum sill height above the floor, minimum net clear
opening of 5 square feet, minimum net clear opening height of 24 inches and minimum
net clear opening width of 20 inches. The estimated permit fee is $160.50.

MarilVn M. Echelbarger, a former resident, has provided two letters and a sketch (attachedl of the bri
sidewalk.and steps that were in existence between 195 1979 when they sold the home. Shortly after t
the property was subdivided (rile S-40-79), which, according to the survey as p (attached) cut the.proverly
off approximately ten feet behind the carriage house. The plat man is not..detailed enough to confirm or
deny the existence or a rear access structure at that time.
In 1993, a survey was done prior to the lot to the west bein2 developed (portion attached). This.sh
wood deck, approximately 7 feet by 13 feet at the rear of the.carriage house, that straddles the lot line, and a

The 1979 plat also created a..ten-foot-wide private drainage easement that conveyed surface water a
the earage.- It appears that the bridge/deck is over this easement. It is not clear if the drainaee conveyance
predates the plat and has been formalized on the plat documents, or which came first: the.,drainage or the
bridge. Typically the city would not allow structures to be built over easements, but it appears that a bridwe
has been over the easement since before the easement was created.
