This engineering report presents the results of a geotechnical evaluation of the
Silver City property on 72nd Ave. W (near 157th St. SW), in the Meadowdale area,
Edmonds, Washington. This evaluation was required due to owner / contractor
concerns, as well as City of Edmonds requirements.

BACKGROUND:
The overall property is understood to consist of 3 lots (for the proposed 3 new
single-family homes). The northern lot is designated ut-ot Kand has approximately 122
feet of frontage along 72nd Ave. W. The intermediate lot is designated "Lot C" and has
85 lineal feet along 72nd Ave. W. The southern lot is designated 'Lot B" and also has 85
lineal feet of frontage. All 3 lots are approximately 150 feet deep.
The lots have never been developed and contain mature trees, shrubbery and
grasses (see photographs).
The rear portion of all 3 lots (the easterly zone) contains slopes that exceed 40
percent in declination (see Topographic Map).
At the time of this report, it is understood that Silver City Construction proposes
to construct 3 new single-family residences with access drives off 72nd Ave, W (see Site
Plan and Project Plans).
Site grading will require slope stabilization using standard rockery techniques as
indicated on the Civil Plans. Geotechnical inspections required for rockery construction
on slopes.

Visual evaluation of the property revealed no evidence of any geotechnical
distress: no slides, no settlements, no soil tension cracks or any evidence of erosional
degradation.
EVALUATION:
In order to augment the existing site geotechnical information, 4 soil test pits

were dug under this engineer's observation on June 7, 2005 using a track hoe (see

photographs). One test pit was dug on "Lot K, one pit on "Lot C" a nd 2 pits on "Lot B".
All 4 test pits revealed similar sub -grade conditions, namely:

Based on the findings of this investigation, and experience with similar sites in

the area, the Silver City property on 72nd Ave. W (near 157 St. SW), Edmonds,
Washington is neotechnically approved for the proposed 3 new residences, subject to

the following:

No excavation deeper than 4 feet without geotechnical review and temporary
shoring. At the time of this report, it is understood that no excavation will exceed
4 feet in depth. If deeper excavations are utilized, additional geotechnical review
and shoring recommendations are reguired.
Standard reinforced continuous and spread footings. Allowable bearing
pressure: 2,000 p.s.f.
Equivalent fluid pressure of 35 p.c.f. is recommended for any retaining wall
design provided drainage zone is inspected and verified by this engineer.
For retaining wall design, use friction factor of 0.55 and passive pressure of 350
p.c.f.
Geolechnical inspections by this engineer prior t any foundation concrete
placement.
The proposed structure can be supported on conventional continuous and
spread footings bearing on undisturbed native soils or on structural fill placed above
native soils. See the later sub -section entitled General Earthwork and Structural Fill for

structural fill placement and compaction recommendations. Continuous and individual
spread footings should have minim widths of eighteen (18) and twenty-four (24)
inches, respectively, and should be bottomed at least eighteen (18) inches below the
lower adjacent finish ground surface.
Depending on the final site grades, some over -excavation may be required below
footings to expose competent native soils. Unless lean concrete is used to fill the over
excavated hole, the width of the over -excavation at the bottom must be at least as wide
as the sum of two times the depth of the over -excavation and the footing width. For
example, an over -excavation extending two feet below the bottom of a three-foot wide
footing must be at least seven feet wide at the base of the excavation.
Footings constructed according to the above recommendations may be designed
for an allowable soil bearing pressure of two thousand (2,000) pounds per square foot
(p.s.Q. A one-third increase in this design bearing pressure may be used when
considering short-term wind or seismic loads. For the above design criteria, it is
anticipated that total post -construction settlement of footings founded on competent,
native soils (or on structural fill up to five (5) feet in thickness) will be about one-half
inch, with differential settlements on the order of one -quarter inch.
NOTE: The bearing capacity of 3,000 p.s.f. applies to over -excavated and
backfill conditions. Footings placed on native soils may be designed for 2,000 p.s.f.
Lateral loads due to wind or seismic forces may be resisted by friction between
the foundations and the bearing soils, or by passive earth pressure acting on the
vertical, embedded portions of the foundations. For the latter condition, the foundations
must either be poured directly against undisturbed soil or the backlill placed around the
outside of the foundation must be level structural fill. We recommend the following
design values be used for the foundation's resistance to lateral loading:

SLABS -ON -GRADE:
Slab -on -grade floors may be supported on undisturbed, competent native soils or
on structural fill. The slabs may be supported on the existing soils provided these soils
can be re -compacted prior to placement of the free -draining sand or gravel underneath
the slab. This sand and gravel layer should be a minimum of four (4) inches thick. We
also recommend using a vapor barrier such as 6-mil. plastic membrane beneath the
z
slab with minimum overlaps of 12 inches for sealing purposes.
PERMANENT FOUNDATION AND RETAINING WALLS:
Retaining walls backfilled on one side only should be designed to resist lateral

For restrained walls which cannot defect at least 0.002 times the wall
height, a uniform lateral pressure of one hundred (100 p.s.f. should be
added to the active equivalent fluid pressure).
The values given above are to be used for design of permanent foundation and
retaining walls only. An appropriate safety factor should be applied when designing the
walls. We recommend using a safety factor of at least 1.5 for overturning and sliding.
The above design values do not include the effects of any hydrostatic pressures
behind the walls and assume that no surcharge slopes or loads will be placed above the
walls. If these conditions exist, then those pressures should be added to the above
lateral pressures. Also, if sloping backfill is desired behind the walls, then we will need
to be given the wall dimensions and slope of the backfill in order to provide the
appropriate design earth pressures.

Heavy construction equipment should not be operated behind retaining and
foundation walls within a distance equal to the height of the wall, unless the walls are
designed for the additional lateral pressures resulting from the equipment. Placement
and compaction of retaining wall backfill should be accomplished with hand -operated
equipment.
Retaining Wall Backfill
Backfill placed within eighteen (18) inches of any retaining or foundation walls
should be free -draining structural fill containing no organics. This backfill should contain
no more than five (5) pprcent silt or clay particles and have no particles great4 than
four (4) inches in diameter. The percentage of particles passing the No. 4 sieve should
be between twenty-five (25) and seventy (70) percent. Due to their:high silt content, if
the native soils are used as backfill, a drainage composite, such as Mirafi and
Enkadrain, should beplaced against the retaining walls. The drainage composites
should be hydraulicalIV connected to the foundation.drain system. The purpase of these
backfill requirements is to assure that the design criteria for the retaining wall is not
exceeded because of a build-up of hydrostatic pressure behind the wall. The
subsection entitled General Earthwork and Structural Fill contains recommendations
regarding placement and compaction of structural fill behind retaining and foundation
walls.
EXCAVATION AND SLOPES:
At the time of this investigation and report, excavations are proposed to be no
deeper than 4 feet in depth. If actual excavations exceed 4 feet in depth, additional
geotechnical review is required with probable temporary shoring utilizing Ecology -
Blocks will be necessary.
In no case should excavation slopes be greater than the limits specified in local,
state and national government safety regulations. Temporary cuts up to a height of
four (4) feet deep in unsaturated soils may be vertical. For temporary cuts having a
height greater than four (4) feet, the cut should have an inclination no steeper than 1:1
(HorizontalMertical) from the top of the slope to the bottom of the excavation. Under
specific recommendations by the geotechnical engineer, excavation cuts may be
modified for site conditions. All permanent cuts into native soils should be inclined no
steeper than 2:1 (H:V). Fill slopes should not exceed 2H: 1 V. It is important to note that
sands do cave suddenly, and without warning. The contractors should be made aware
of this potential hazard.
Water should not be allowed to flow uncontrolled over the top of any temporary:.
or permanent slope. All permanently exposed slopes should be seeded with an
appropriate species of vegetation to reduce erosion and improve stability of the surficial
layer of soil.

DRAINAGE CONSIDERATIONS:
Footing drainsare recommended at the base of all footings and retaining walls.
These drains should be surrounded by at least six (6) inches of one -inch -minus washed
rock wrapped in non -woven geotextile filter fabric (Mirafi 140N, Supac 4NP, or similar
material). At the highest point, the perforated pipe invert should be at least as low as
the bottom of the footing and it should be sloped for drainage. All roof and surface
water drains must be kept separate from the foundation drain system.
No groundwater was observed in any of the 4 test pits during the fieldwork.
Seepage into the planned excavation is possible, and likely if excavation occur I s during
winter months, and if encountered should be drained away from the site by use of
drainage ditches, perforated pipe, French drains, or by pumping from sumps
interconnected by shallow connector trenches at the bottom of the excavation.
The excavation of the site should be graded so that surface water is &ected off
the site and away from the tops of slopes. Water should not be allowed to stan in ny
area where foundations, slabs, or pavements are to be constructed. Any exposed
slopes to be covered with plastic to minimize erosion. Final site grading in areas
adjacent to buildings should be sloped at least two (2) percent away from the building,
except where the area adjacent to the building is paved.
GENE L EARTHWORK AND STRUCTURAL FILL:
The proposed building and pavement areas should be stripped and cleared of all
surface vegetation, all organic matter, and other deleterious material. The stripped or
removed materials should not be mixed with any materials to be used as structural fill.
Structural fill is defined as any fill placed under the building, behind permanent

retaining or foundation walls, or in other areas where the underlying soi s needs to
support loads. This engineer should observe site conditions during and after excavation
prior to placement of any structural fill.
All structural fill should be placed in horizontal lifts with a moisture content at or
near the optimum moisture content. The optimum moisture content is that moisture
content which results in the greatest compacted dry density. The moisture content of fill
soils is very important and must be closely controlled during the filling and compaction
process.
The allowable thickness of the fill lift will depend on the material type, compaction
equipment, and the number of passes made to compact the lift. In no case should the:
lifts exceed twelve (12) inches in loose thickness. The following table presents
recommended relative compaction for structural fill:

Where: Minimum relative compaction is the ratio, expressed in perceniages, of
the compacted dry density to the maximum dry density, as determined in
accordance with ASTIVI Test Designation D-1 557-78 (Modified Proctor).
Use of On -Sit oils
If grading activities take place during wet weather, or when the sandy, on�_site
soils are wet, site preparation costs may be higher because of delays due to rains and
the potential need to import granular fill. The on -site soils are generally sandy and thus
are not highly moisture sensitive. Grading operations will be difficult when the moisture
content of these soils greatly exceeds the optimum moisture content.
Moisture sensitive soils will also be susceptible to excessive softening and
"pumping" from construction equipment traffic when the moisture content is greater than
the optimum moisture content.
Ideally, structural fill, which is to be placed in wet weather, should consist of a
granular soil having no more than five (5) percent silt or clay particles. The percentage
of particles passing the No. 200 sieve should be measured from that portion of the soil
passing the three -quarter -inch sieve.
The use of "some" on -site soils for fill material may be acceptable if the upper
organic materials are segregated and moisture contents are monitored by engineering
inspection.
DRAINAGE CONT
No drainage problems were evident with the Silver City property on 72nd Ave. W.
The property slopes downhill to the west with any runoff entering the City of Edmonds
storm system in 72 nd Ave. W. It is understood that development of these 3 lots will
require street improvements to include storm water drainage controls.
The sub -grade soils are extremely sandy and will allow for on -site infiltration if
desired. This engineer could provide on -site infiltration designs for storm water controls.

This engineer has reviewed the Site Plan by Tietze and Associates dated June 7,
2005. The Site Plan indicates that each of the new residences will be located in the
western portion of the lot with driveway access from 72nd Ave. W.
These house siting locations are geotechnically approved, subject to
inspections by this engineer.
The eastern pqrtions of the 3 lots will require slope grading and rockeor walls for
erosion stabilization. irnspections are required for rockery construction on slopes.
If actual house locations are altered from the current Site Plan, this engineer
should review house locations and make additional recommendations as required.
EROSION HAZARD AREA — DESIGNATION:
It is understood that the overall property is designated as a potential erosion
hazard area given the presence of Alderwood Everett soil type on slopes 15 percent or
greater.
The findings of this geotechnical investigation have verified dense sub -grade
sands that allow for excellent foundation support and excellent sub -grade drainage.
The construction of 3 new residences with reinforced concrete foundation
elements, proper drainage controls, and slope stabilization rockeries will improve any
potential for erosion on the slopes.
INSPECTIONS:
The recommendations of this report are only valid when key geotechnical
aspects are inspected by this engineer during construction:
• Soil cuts
• Temporary shoring, if required
• Foundation sub -grade verification
• Any retaining wall, or rockery placement
• Any fill placement

This engineer provides 4gik on-si I te geotechnical inspections during periods of
active geotechnical work (excavation, foundation preparation, any fill placement,
subsurface drainage, rockery / keystone block wall, etc.). At a minimum, 2 inspection
visits are provided each week.
Southern Lot (15719 72rd Ave...SW):
Sail Cuts: As previously verified, all excavation soil cuts encountered the dense
'�afive sub -grade soil (dense sands with gravels). These sub -grade soils easily
provide 2,000 p.s.f. bearing capacity.
No significant excavation has occurred since January 2006. All excavations are
stable through this date (April 26, 2006).

Subsurface Drainage: This engineer inspected and verified proper installation of
subsurface drains in accordance with approved plans and normal good practices Z

Keystone Block Wall: As previously discussed, Silver City Construction has
submitted modified plans incorporating the terraced system of keystone block
walls. This engineer has provided and continues to provide on -site inspections
for: base block sub -grade, block linkage, geo-grid placement per manufacturer
and this engineer's recommendations, compacted structural backfill, and overall
"blending in" with the existing site slopes.
All terraced keystone block walls are approved for this lot. NOTE: Permanent
erosion control measures have yet to be established on the slopes adjacent and
above the keystone walls — geotechnical inspections are ongoing.
Temporary Erosion Control Measures: Contractor continues to maintain
appropriate temporary erosion control measures as with the southern lot. NOTE:
Permanent erosion control measures have yet to be established.
Northern Lot (15711 72nd Ave. SWII:
Soil Cuts: All excavation cuts remain stable through this date (August 29, 2006).
Contractor encountered dense, native sub -grade soils as anticipated by the
Geotechnical Report (see photographs).
Foundation footings have been recently placed in accordance with City of
Edmonds approved plans and inspections.
Previously, this engineer recommended a "laid back" upper excavation to
minimize erosional sloughing — contractor properly complied.

_INSPECTIONS:
This engineer has provided and continues to provide on -site geotechnical
inspections for the 3 residences listed above. As of this report date (January 14, 2007),
all geotechnical inspection items have be . an completed for the 3 houses themselves,
However, additional inspections are required for the work pending regarding the
completion of the road and driveway entrances.
The following summary applies to all 3 lots.
Soil C : Previously verified and stable. No adverse impacts had occurred to
any of the 3 lots due to excavation. All excavation is stable,
NOTE: All excavation for the 3 residences has been properly backfilled and is
stable.

Free draining gravel was used in conjunction with the terraced keystone block
walls. All imported gravel was properly placed under this engineer's inspections,
• Subsurface Drainaqe: Previously inspected and approved.
NOTE; Geotechnical inspections in December 2006 observed localized zones of
excessive ponded water in property yard, This engineer advised Silver City
construction to place additional "French drains" with proper tight line connections
to the existing gutter downspout and storm water system. Follow -UP inspections
verified that the additional drainage improvements eliminated the ponded water
zones.
Keystone Block Wall: See structural detail by Wendell Reed, P.E.
This engineer performed on -site inspections to verify the following: Stable soil
cuts in dense, native, sub -grade material, Proper placement of compacted
crushed rock as a sub -base for the'blocks, proper block placement in accordance
with manufacturers guidelines, effective? placement of gravel backfill and geo-grid
layers in accordance with structural design (attached).
All keystone block walls for the 3 lots have been completed and are
geotechnically approved.
NOTE: This engineer understands that additional block walls (or equivalent) will
be placed during the final grade work of the access roadway. Inspections
continue.
Temporary Erosion Control Measures: Contractor has continued to properly
maintain the rocked construction entrances Tor the 3 residences, siltation fencing,
and inlet catch basin "socks".
