INTRODUCTION
In accordance with the request and authorization received from Mrs. Ginger Coward, Krazan &
Associates, Inc. completed a Limited Geologic Hazards Evaluation and a Wetland Delineation/ Analysis
Report for the Coward property located at 1146 - 7th Avenue South, Edmonds, Washington (see Figure
1, Attachment A). To make these investigations more cost effective, the limited geologic investigation
was conducted first to determine if there are geologic hazards present. The wetland delineation/analysis
was performed to determine if there is a perennial wetland environment located on the property.
SITE BACKGROUND

The site is located in the Northwest quarter of Section 25, Township 27 North, Range 3 East, of the

Willamette Meridian. Site improvements include a bi-level residence, detached two car garage and

fenced yard with landscaping. Rain gutters were observed on the residence and garage; however, the

down spouts discharge directly to the ground, increasing the saturation of soils in the vicinity of the

discharge points. The proposed additions to the single family residence on the property include an

expanded garage and a new deck area (see Figure 2, Attac hinern A). Existing development surrounding

the subject property consists of single family residential housing.

The western third of the property slopes downward to the northwest at a gradient of approximately 30 to,
60 percent. This area is vegetated with brash, grasses, native plants, and blackberries. The rest of the site
is generally level and covered with lawn, moss, and small trees and shrubbery planted along the property
boundaries, structure boundaries, and walkways.
The Geologic Map of the Edmonds East Quadrangle and part of the Edmonds West Quadrangle,
Washington, indicate that the site is underlain by Vashon Glacial Till. The Vashon Glacial Till is
typically characterized by an unsorted, non -stratified mixture of clay, silt, sand, gravel, cobbles and
boulders in variable quantities. The Vashon Glacial Till is typically dense to very dense and relatively
impermeable, and is typically underlain by Vashon Glacial Advance Outwash deposits at variable depths.
There is an cast -west trending fault, part of the Seattle Fault System, present beneath Edmonds. This fault
is believed to be within 5 miles of the subject property and crosses the Puget Sound from Edmonds to the
Kitsap Peninsula; however, we were unable to locate additional information regarding the type and/or
depth of this fault,
According to the Snohomish County Soil Survey, the site is underlain by Everett gravely sandy loam
formed on terraces and glacial outwash planes with from 0 to 8 percent slopes. This soil type has rapid
permeability and is generally not hydric. However, wet spots can reportedly indicate hydric soils.
Embankment fills should not be made with this soil, and excavations over 4 feet deep in this soil,
reportedly require shoring.
GEOLOGIC HAZARDS ANALYSIS
Mr. Phil Haberman, a Krazan licensed geologists conducted the limited geologic hazard investigation at
the site on February 16, 2006. The site slopes appear to be stable at this time. No sloughing or
indications of past or present slope movement were observed on the property, Based on our knowledge
of the regional geology, as well as the observed slope conditions, in our professional opinion the site does
not have a severe erosion or landslide hazard, and the proposed construction should not have a negative
impact on the slope area or adjacent properties. Additions to the single family residence may be located

as proposed, provided adequate measures are taken to minimize erosion from slopes in the construction
area.
MITIGATION METHODS
The removal of native vegetation should be limited, to the greatest extent possible (outside areas
designated for landscaping and structural development) and landscaping and other permanent erosion
control features should be in place to reduce adverse impacts to neighboring and down slope properties
resulting from erosion. Vegetation should not be removed from steeper slope areas without protection of
exposed soils. Z
Erosion and sediment control (ESC) is used to minimize the transportation of sediment to wetlands,
streams, lakes, drainage systems, and adjacent properties. Erosion and sediment control measures should
be taken and these measures should be in accordance with City of Edmonds requirements. As a
minimum, the following basic recommendations should be incorporated into the design of the erosion and
sediment control features of the site:
Phase the grading, utility work, and other work requiring excavation or the disturbance of the site
soils to take place during the dry season (generally May through September). If precautions are
taken using Best Management Practices (BMP's), grading activities can be undertaken during the
wet season (generally October through April), but it should also be kriown that this may increase
the overall cost of the project.
All site work should be completed and stabilized as quickly as possible.

Additional perimeter erosion and sediment control features may be required to reduce
possibility of sediment entering surface water. This may include additional silt fences, silt fences
with a higher Apparent Opening Size (AOS), construction of a berm, or other filtration systems.
Any runoff generated by dewatering discharge should be treated through construction of a
sediment trap if there is sufficient space. If space is limited other filtration methods will need to
be incorporated.
A WSDOT certified Erosion Control Inspector should be assigned to this project to monitor
temporary erosion and sedimentation control devices, and make recommendations for ESC repair,
or additional ESC installation, if needed. Krazan & Associates, Inc. can provide a WSDOT
certified inspector, ifrequested.
Permanent erosion control features should be incorporated into the design of the addition, and should be
in place following completion of construction and prior to the Subsequent wet weather season. All areas
stripped of vegetation should be re -planted with rapid growing species. If root systems will not be well
established before the onset of wet weather, placement of Jute Mat or geofabries should be considered in
conjunction with re -planting.
WETLAND ANALYSIS
Mr. Steve Neugebauer, a Krazan Licensed flydrogeologist, and Ms. Carlotta Ccllucci, a Krazan
Professional Wetland Scientist, conducted a reconnaissance of the site on February 20, 2006 ' A
photographic log of the site reconnaissance is presented in Attachment B. Site observations initially

indicated that the area at the northwest comer of the property was a potential wetland. The potential
wetland area was measured to cover approximately 3,375 square feet of 0.08 acres of the subject site (see
Figure 3, Attachment A). The slopes adjacent to the potential wetland area on the property were
measured and found to be between 30 degrees and 60 degrees. In addition, the associated soils appear to
be poorly drained. The potential wetland area was observed to drain from the northwest comer of the
subject property to a swale at the west side of the property north of the subject property. This drainage
continues north along the western property lines to a storrawater catch basin on Fir Street. A constant
stream of water was observed to be entering this catch basin. Recent rains have saturated the soils in the
area. So, the source of hydrology is likely precipitation and surface water runoff due to the surrounding
land use of residential lots and roadways, and the slow de -watering of surrounding poorly drained soils.
WETLAND DELINEATION
The Department of Ecology Washington State Weiland Identification and Delineation Manual
(Publication #96-94) was used to evaluate the potential wetland area. Based in the criteria presented in
this manual, the potential welland was determined to be a non -wetland. According to the Ecology
uideline for the
manual, The following definition, criteria, and technical approach comprise a g
identification and delineation of non -wetlands:
1) Definition. Non -wetlands include uplands and lowland areas that are neither deepwater aquatic
habitats, wetlands, nor other special aquatic sites. They are seldom or never inundated, or if
frequently inundated, they have saturated soils for only brief periods during the growing season,
and, if vegetated, they normally support a prevalence of vegetation typically adapted for life only
in aerobic soil conditions,
2) Criteria, Non -wetlands meet the following criteria:
a. Vegetation. The prevalent vegetation consists ofplant species that are typically adapted
for life only in aerobic soils. These mesophytic and/or xerophytic macrophytes cannot
persist in predominantly anaerobic soil conditions.
b. Soil. Soils, when present, are not classified as hydric, and possess characteristics
associated with aerobic conditions.
c. Hydrology. Although the soil may be inundated or saturated by surface water or ground
water periodically during the growing season of the prevalent vegetation, the average
annual duration of inundation or soil saturation does not preclude the occurrence of plant
species typically adapted for life in aerobic soil conditions.
3) Technical approach for the identification and delineation of non -wetlands. When any one of
the criteria identified in It above is present, the area is a non -wetland.
The potential wetland area on the property qualifies as a non -wetland based on both the Soil and
Hydrology criteria. The soils are not classified as hydric and possess characteristics of associated with
aerobic conditions, and the average annual duration of inundation or soil saturation does not preclude the
occurrence of plant species typically adapted for life in aerobic soil conditions.
LIMITATIONS
The Geologic Hazards Analysis and Wetiand Delineation/Assessment performed by Krazan & Associates
were limited in nature. Subsurface drilling, sample collection, and sample analysis were not included in
the scope of this project. Although your site was analyzed using the most appropriate current techniques

and methods, technical advances, new agency regulations, physical changes in the site either due to
excavation or fill placement, or possible changes in the proposed structure after the time of completion of
this report may require the report to be professionally reviewed. In light of this, the owner should be
aware that there is a practical limit to the usefulness ofthis report without critical review. Although the
time limit for this review is strictly arbitrary, it is suggested that two years be considered a reasonable
time for the usefulness of this report.
Foundation and earthwork construction is characterized by the presence of a calculated risk that soil and
groundwater conditions have been fully revealed by the original foundation investigation. This risk is
derived from the practical necessity of basing interpretations and design conclusions on limited evaluation
of subsurface conditions on the property. The findings presented in this report were based upon field
observations during single property visits conducted by both the wettand team and the licensed geologist
assessing geologic hazards, and review of available, reasonably ascertainable data. Observations describe
only the conditions present at the time of this investigation. The data reviewed and observations made are
limited to accessible areas and currently available data.
Our report, conclusions, and interpretations should not be construed as a warranty of site conditions.

supplemental recommendations can be made, if warranted.

The Licensed Geologist should be notified of any changes so that the recommendations can be reviewed
and reevaluated.
Misinterpretations of this report by other design team members can result in project delays and cost
overruns, These risks can be reduced by involving Krazan & Associates, Inc. in design teams meetings
and discussions after submittal of this report. Krazan & Associates, Inc. should also be retained for
reviewing pertinent elements of the design team's plans and specifications with regard to slope stability
and erosion control. Contractors can also misinterpret this report, To reduce this risk, Krazan &
Associates should also participate in pre -bid and preconstruction meetings. it may also be helpful for
Krazan & Associates to provide construction observation/oversight during the site work.
This report is a geologic hazards assessment and wetland delineation/assessment with the purpose of
evaluating the site for the presence of geologic hazards that may impact the proposed construction and the
presence of a jurisdictional wetland that may restrict design parameters. The scope of our services did not

Krazan's team of wetland specialists visited the Coward property and found an overgrown basin area in

thebackyard. Most of the overgrowth observed was composed of sweet fennel (Foeniculum Vulgate) and

Himalayan blackberry (Rubus discolor), which were determined to be the dominant plant species. These

species are not representative of wetland vegetation. Of all of the plant species identified during the
OBL, or FACW

investigation, FAC+ and FACU plants were the most prevalent. There were no plants
observed at the time ofthe investigation.

We also investigated the hydrology at the site and did not find that wetland hydrology was present at that
i!

time. The months of December through February were record breaking months for rain. Due to the steep
Z
slope of the backyard grading to a less sloped area, excess drainage from the backyard will cause some
surficial pending in areas where the slope is minimal. Near surface soils at the site are derived from
Z
glacial till and have low permeability. The small areas of ponded water observed, appear to be areas that

accumulate rain water, irrigation water, and act as drainage points for upgradient soils that have been
0
saturated by heavy rains. These areas most likely pond each time a significant rain occurs, and are
m
located in the direction of surface water runoff. This is not typical of wetland hydrology.
The Krazan team did "collect" soil samples for evaluation in the field. Soil was excavated in two separate
areas to a depth of IT' - 18" below ground surface (bgs). The soil within each excavation was visually
inspected and characterized in the field by a Washington State licensed geologist to determine soil type,
soil color, water content, and to determine if anaerobic conditions existed. The following table
summarizes the field findings of these two "samples".

The soils observed in each excavation were similar in appearance and characteristics; grass was growing
on the surface, A soil horizons to approx. 2" BGS, and B to the bottom of the excavation. The A horizon
has lots ofviable roots, darker reddish brown with organic components and some silt and fine sand. The
soil columns observed were not characteristic of hydric soils. In addition, the soils on the site were
mapped as Everett Gravelly Sandy Loam in the Snohomish County Soil Survey. The soils observed

Everett Gravelly Sandy Loam is not listed as a hydric soil on the "Hydric Soils ofWashington" list.
Based on the findings summarized above, Krazan & Associates wetland specialists concluded that the wet
area on the property did not qualify as a wetland, and did meet the criteria for a non -wetland. Ifyou have
