Critical Areas Checklist
The Critical Areas Checklist contained on
this, form is to be filled out by any person
preparing a Development Permit
Application for the City of Edmonds prior
to his/her submittal of a development permit
to the City.
The purpose of the Checklist is to enable
City staff to determine whether any potential
Critical Areas are or may be present on the
subject property. The information needed to
complete the Checklist should be easily
available from observations of the site or
data available at City Hall (Critical Areas
inventories, maps, or soil surveys).
An applicant, or his/her representative, must
fill out the checklist, sign and date it, and
submit it to the City. The City will review
the checklist make a precursory site visit,
and make a determination of the subsequent
steps necessary to complete a development
permit application.
With a signed copy of this form, the
applicant should also submit a vicinity map
of the parcel with enough detail that City
staff can find and identify the subject
parcel(s)- In addition, the applicant is
encouraged to include any other pertinent
information or studies in conjunction with
this Checklist to assist staff in completing
their preliminary assessment of the site.

SUBJECT: CRITICAL AREAS STUDY, CA-92-29
I have reviewed the site located at 752 Dayton Street. There is an unmapped stream on the site along the
southern property boundary. Jim Walker of the Engineering Division informed me that this stream is a
year round stream, but that it flows underground both naturally and by diversion. Therefore there are no
fish in this stream. A stream which flows year round, but has no fish is defined as a class 2b stream and
requires a 25 foot buffer and a 15 foot building setback from the required buffer. ECDC 20. ISA.050(D)
and 20.15A. 150(A) state that if a critical area is determined to be present on site, a critical area study
shall be conducted.
In this case I recommend that the study be conducted by a hydrologist and a land surveyor, licensed in

the State of Washington. The hydrologist is to delineate the top of the stream bank on the site.
hydrologist should also create any mitigating measures appropriate to preserving the stream and
surrounding habitat, . After the wetland biologist has delineated the wetland boundary, I recommend
that a surveyor, licensed in the State of Washington physically mark the top of the stream bank, then
delineate and physically mark the required 25 foot buffer and the required 15 foot building setback from
the buffer. The surveyor is then to create a map showing the stream, the buffer and the building setback.
Both the Wetlands Biologist and the Land Surveyor shall enter into a three party contract with the
applicant and the City of Edmonds as required in ECDC 20.15A. 150(D)
