Below are combined comments from the City's plan review consultant and myself Structural
review of the next resubmittal willbe done in-house. Please provide written responses to each
comment as to how it has been addressed, and where changes can be found on the plans. Please
submit revised plans/documents (affected sheets onW to Theresa Umbaugh, Permit Coordinator.
1) 1 �-hour rated steel column protection with concrete: Provide calculation per IBC 721.5.1.4 to
show that minimum concrete coverage will be provided (roof drains must also be taken into
account in the calculations). Dimension the minimum thickness on the details as determined by
the calculations. (previous item 12)
2) Therinafiber TopStop information provided is a product of the required 1 -hour head -of -wall
listed and tested joint assembly. The UL listed joint assembly is still needed and must be noted
on the plans, and where it will be used. The Therinafiber website has a "fire stop catalog" that
contains joint assemblies for head of wall applications (starts -on page 20). Selectajoint
assembly (that allows the Thennafiber product you are proposing to use), note it on the plans,
including the cover compound product (usually a fire caulk) and any other requirements of the
joint assembly. IBC 713 (previous item 13)
3) Fire stopping details with listed and tested assemblies must still be provided for through and
membrane penetrations at the 1 -hour rated floor -ceiling and wall assemblies (the "fire stop
catalog" mentioned in item 2 above also contains fire stop assemblies). This can be listed as a
deferred submittal on the coversheet, however the fire stopping details and assemblies must be
submitted to and approved by the Building Division prior to installation. IBC 712 (previous
item. 20)
4) Emergency lighting fixture location and legend symbol, and method of power backup are still
missing from Sheet A6. I. IBC 1006 (previous item 18)
5) Please provide manufacturer's specs for fire rated doors and relites to be used with proposed
ceramic glass, or list as deferred submittal on the coversheet of the plans. If deferred, specs
must be submitted to the Building Division for approval prior to installation.
6) Prior to permit. issuance, the general contractor must provide a written acknowledgement to the
Building Division addressing items I through 4 of IBC 1705.3.
7) Special Inspection Agreements are still needed (the agreement provided was not signed by all
-parties). Two agreements are required, one for the geotechnical inspections (by geotech of
record), and one for the structural inspections (by WABO certified special inspector or State
licensed Professional Engineer). These forms must be signed by the building owner, general
contractor and special inspector. Return for Building Official approval prior to permit issuance.
See attached forms.
8) As noted in letter dated 1/5/06 from the Geotechnical Engineer, revise foundation note 3 on
Sheet S2. 1.
Comments from City's Structural Consultant
Next review of structural resubmittal will be done in-house.
9) Previous Item A regarding seismic uplift component on the horizontal cantilevers: ASCE 7
9.5.2.6.4.3 requires net uplift of 0.2 DL on cantilever components.
10) Previous Item E regarding detail 16/A9. 1, This detail was not changed by the architect as noted
in the structural response.
11) Previous Item H regarding the connection of the steel beams into the web of column at gridline
(1, C.2) for the floor and roof condition: See attached detail for typical non -moment
connections to column web, and review. I have not seen your particular configuration before.
12) Previous Item N regarding detail 6/S5.4: Is this line of xl2x26's shown on I/S2.2 all running at
the elevation shown in this detail? What is the out of plane bracing at the top of the short post?
13) Previous Item S regarding floor dead load: I am not familiar enough with RISA, I will presume
that is accounted for. Have you also included partition loading as part of your dead load in your
seismic lateral analysis?
14) Previous Item Tregarding orthogonal effects: Coordinate with requirements of ASCE-7

For simple shear connection to column web the base 1.00 index
connection BW-11 has a single verfical plate welded to the column
web with horizontal stiffener plates (normally 1/21, thick) welded at
its top and bottom. The bolt holes are located outside the toe of the
column flanges, which allows for easy erection entry of the beam as
well as accessibility for impacting the high strength bolts.

the relative cost of 13W-2 by 9% over the base connection. Note that
there will always be a requirement for erection bolts. The drilling or
punching of bolt holes cannot, therefore, be totally eliminated.

SPECIAL INSPECTION AND TESTING AGREEMENT

complete list of special inspections is attached to this document.
BEFORE A PERMIT CAN BE ISSUED: The owner and contractor and special Inspector shall complete
this agreement and the attached structural test(s) and inspections schedule including the required
acknowledgements.
APPROVAL OF SPECIAL INSPECTORS: Each special inspector shall be approved by the Building
Official prior to perforating any duties or inspections. Each special inspector shall submit Statement of
Qualifications to the Building Official for review. Special inspectors shall display identification when
performing special inspections on site. Special inspection and testing shall meet the iniaimum requirements
of IBC Chapter 17 and the following: R E 141131 U B

BUILDING DEPARTMENT
1. Observe Work CITY OF EDMONDS
The special Inspector shall observe the site work for conformance with the approved (stampcd) plans
and specifications and applicable workmanship provisions of the IBC. Architect or Engineer
reviewed shop drawings may be used only as an aid to inspection. Special Inspections are to be
performed on a continuous basis—meaniag that the special inspector is on site at all times obsefving
the work requiring special inspection. Periodic inspections, if any, must have prior approval by the
City based on a separate written plan reviewed and approved by the Building Official and the
engineer or architect of record.
2. Report Non -conforming Items
The special inspector shall bring non -conforming items to the immediate attention Of the contractor
and note all such items in the daffy field repor� Any item not resolved in a timely manner shall be
immediate cause of the special inspector to notify the Building Official of the plan deviation, error,
change or omission. It shall also be the duty of the special inspector to promptly notify the engineer
or architect.
3. Complete Daily Reports
Each special inspector shall complete and sign both the speciallmspection record and the daily report
form for each day's inspection. These records shall remain at the jobsite with the contractor for
review by the City Building Inspector.
4. Furnish Weekly Reports
The special inspector or inspection agency shaJI furnish the City with weekly reports of tests and
inspections. The project engineer or architect, and others as designated shall also be copied on
reports. Weekly reports must include the following:
• Description of daily inspections and tests made with applicable locations
• List of all non -conforming items
• Report on status of non -conforming items (resolved or unresolved)

conformance items.
5- Furnish Final Construction Report
The special inspector or Inspection agency shall submit a fmal signed report to the City stating that
