Dear Mr. O'Neill,
I have reviewed the above building permit application for the Planning Division and it was found
that the following information, corrections, or clarifications will need to be addressed before
review can continue:
I . SEPA ' : Thank you for providing the required SEPA documents with your submittal. You
will receive a copy of the determination in the mail shortly. SEPA comments and appeals are
scheduled to be received no later than July 7, 2006 for this proposal.
2. Hei2h : On the building plans, please show the Average Grade line. Please show that the
ridgeline is less than or equal to 25-feet ftom this line (to scale).
3. Rockery: The rockery on the north side of the property appears to exceed the 3-foot height
limit, as measured from the top of the wall to original grade. Please clarify (it's difficult to
tell because the original grade is shown in 5-foot contours).
4. Critical Areas Determination: This site was reviewed in 2004 and a "waiver" was issued,
indicating that no critical areas were found to be on or adjacent to the subject site (File CA-
2004-0144). However, during review and inspection of the subject site for State
Environmental Policy Act (SEPA) review, it was found that the site slopes down from east to
west at enough of a slope to qualify for both erosion hazard potential and landslide hazard
potential. These are two types of critical areas, pursuant to Chapter 23.40 of the Edmonds
Community Development Code (ECDC). The LIDAR map (enclosed) indicates that the
general slope across the property is roughly 27%, while there are also slopes of 34% and
45% on the property, there is also a slope of 60% adjacent to the property. Study materials
(geotechnical report) will be required with building permit review to ensure the safety of the
proposed development. Please read item 95 (Geotechnical Report) below.

5. Geotechnical Report: The Geotechnical Engineer needs to state that they have reviewed the
house and rockery plans that you have submitted for our review. Also, because this project
proposes to 'alter' a critical area, please have the Geotechnical Engineer read ECDC
23.80.070.A.2 (Alterations of Critical Areas) and provide a 'hazards analysis' response to
each of these items listed below.
ECDC 23.80.070.A.2 states: Alterations of an erosion or landslide hazard area
and/or buffer may only occur for activities for which a hazards analysis is
submitted and certifies that:
a. The development will not increase surface water discharge or
sedimentation to adjacent properties beyond predevelopment conditions;
b. The development will not decrease slope stability on adjacent properties;
and
c. Such alterations will not adversely impact other critical areas;
Thank you for your cooperation. Please redline plans or submit three sets of revised
plans/documents (affected sheets only) with a written response to each of the above items.
