Dear Mr. Norberg,
I have reviewed the above building permit application for the Planning Division and it was found
that the following information, corrections, or clarifications will need to be addressed before
review can continue:
1 . Recorded Short Plat Map (S-05-126): Please provide two large copies of the recorded short
plat map to the planning division so your subdivision file can be considered 'complete.'
Note: I found the recorded 'unofficial' copy online through a public records search under
AFN 200605045194, which has helped me with this building permit review.
2. Height Calculations: Please confirm how point 'D' of the height rectangle was calculated.
21.40.030.13 states: "If a cornerfalls off the site, its elevation shall be the average elevation
of the two points projected downward where the two sides of the rectangle cross the property
line. " Please confirm that point D is equal to ([D I + D2]/2). If this update changes the
elevation of point 'D,' please update the height calcluations on the elevations and the site
plan accordingly.
3. Lot Covera2e,: Please provide lot coverage calculations. Rough estimating leads me to
believe that your project is well under the maximum 35% lot coverage allowed, however this
figure needs to be confirmed. Items included in lot coverage include the footprint of the
house, garage, covered porch, and second story deck. Please list the areas of these on the site
plan.
4. Fireplace Bump out: Please show the fireplace bump out on the site plan.
5. Front Porch: Please show the covered porch on the site plan, including the roofline and the
columns, so setback measurements can be confirmed.
6. West Property Line: Please note the length of the west property line on the site plan (survey
shows 17.80').

7. Eating Room: Please make the shape of the 'Eating Room' consistent on the plans and on
the site plan. The site plan shows a rectangular shape, while the plans show a different shape
— please update the site plan.
8. Tree Survey: Please read enclosed letter from Planner Jennifer Witzgall regarding the
violation of final subdivision conditions for file S-05-126 and respond to her letter at your
earliest convenience. Please note that I can continue to review your building permit, but that
your building permit cannot be issued until this tree matter is resolved.
Thank you for your cooperation. Please redline plans or submit three sets of revised
plans/documents (affected sheets only) with a written response to each of the above items.

Subject: VIOLATION OF FINAL SUBDIVISION CONDITIONS FOR FILE NO. S-05-126
Dear Mr. Nicholson and Mr. Norberg:

It has been brought to the City's attention that the conditions of your final subdivision approval pertaining to
tree removal/retention have been violated. Many trees were removed from outside of the allowed 20 foot
radius surrounding the access drive. In addition, all removal was done prior to approval of protection
measures by the Planning Division. Violation of these conditions is grounds for revoking the final subdivision
approval and requiring the subdivision process to be started over from the beginning. However, since
revoking the subdivision and going through the process again is not likely to result in any difference to the
layout of the proposal, the City has decided that fines and replanting will be required instead. Please submit
the following surveys to assist us in determining which trees were actually removed:
1. Submit a survey that clearly shows all trees over 6" in caliper that were existing before the subdivision
was approved. You do not need to show those trees that are located within the approved clearing limit
(the access drive and 20 feet surrounding it). -
2. Submit a second survey that shows the current conditions of what trees over 6" in caliper are
remaining on the subject property. This may include the six trees that Steve Bullock allowed you to
remove on our visit to the site due to their hazardous conditions.
Please submit these surveys as soon as possible so that we may determine the required fines and replanting.
Note that the building permits you have applied for on these lots will continue to be reviewed, but cannot be
approved until this matter is addressed. If you have any questions, feel free to contact me at (425) 771-0220,
