Please respond in writing to each of the comments below, including where the changes can be found on the plans. Please resubmit 2 sets of revised planslcalcs to Marie Harrison, Permit Coordinator. 1) Based on the Sheet Index, the following plans were not submitted for our review: A. 14, S.1, S.2, S.3, S.4, S.5, M.2, M.3, and MA. Please resubmit 2 sets of these plans for our review. Please also provide manufacturer's information for all mechanical equipment. Responses to comments that are contained on these sheets will be reviewed at that time as well. 2) Coordinate sections and referenced sheet numbers on throughout the plans. For example, Section A is located on sheet A.I 1 (plans reference A.10). Also, Sheet 14 (section DD) is missing from the plans (please provide 2 sets). 3) Please remove the future south garden retaining walls and stairs from all plans where it is shown, including the portion encroaching on the adjacent property since they are not part of the work to be done under this permit. A separate permit and plans will be required for this work. 4) Provide construction detail of trellises and cross-reference where they apply on the plans. 5) On Sheets A.13 show handrails extending the full length of the stairways (handrail is short of reaching the top of each stairway), show handrail ends returned to wall or floor or to newel post, and provide detail to show that a 4" sphere cannot pass through the proposed open riser (IRC R311.5.3.3). 6) Window reference numbers noted on the floor plans, do not cross reference to the window schedule on A2.0. Door references appear to be used where windows are shown. Please revise and coordinate so that minimum code requirements can be verified. (part of previous item #10) 7) Sheet A_7 still does not show a smoke detector outside of the master bedroom. Please revise. (previous item 15). 8) At the bathroom next to the guest room, please dimension width of toilet space per R307 (30" minimum finished width required between walls). 9) Sheet C.1 show cut soils to be placed on two adjacent lots, which requires separate grading permits and plans for each lot. Submit separate grading permit applications, signed by the adjacent property owners, including minimum submittal requirements contained in the City's grading handout (see attached). 10) Submit copies of all easements for the subject property as required in the City's handout. 11) Provide top and bottom wall elevations for rockeries and retaining walls at 5 foot intervals as required in the enclosed City's handouts. 12) Rockeries and retaining walls located in a Critical Area (the site is located in a Critical Area) must be designed and stamped by a State licensed Professional Engineer, including calculations regardless of height (see attached City handout). Peer review of the designs will be required, and special inspection during construction will also be required. Please allow 3 weeks for initial peer review. 13) On Sheet A.5, remove "future ramp" note and clearly show Iocation of step(s) leading to the sunken family room including rise and run. 14) On Section BB, dimension height of guard from finished deck surface, and clarify that deck is not supported by the window seat framing. 15) Cross-reference guard detail 4/A.23'on sections that show deck. 16) Resubmit reduced plot plan at minimum 1:20 scale as required in the City's handout, and please increase font size and darken lines so it microfilms properly. 17) Provide maunfacturer's information and installation instructions for solar collectors. See TRC Chapter 23 for required code information that needs to be verified. 18) Special Inspections are required for the following: By Geotechnical Engineer of Record a) Excavation, grading, and site preparation b) Placement of fill and compaction. (if needed) c) Retaining wall and rockery construction d) Foundation drainage installation e) Final report By Structural Testing Lab or State licensed Professional Engineer: f) Concrete Construction, including Rastra wall construction per ER -4203 g) Masonry Construction h) Expansion bolts and threaded expansion inserts i) Epoxy grouted installations j) Final report Complete the enclosed Special Inspection and Testing Agreements, have the owner, general contractor and special inspector sign the form, and return for Building Official approval prior to permit issuance. One special inspection form must be completed for each special inspection firm. Comments regarding Alternate Design requests: • 2 copies of all support information referenced in your letter that you are using to justify the alternate design must be submitted and will remain part of the record for this alternate design. • Address the written request for Alternate Design to Jeannine Graf, Building Official. Page 2 of 3 Green Roof: IRC R905.15 • R905.15 requires that the roofing material meet ASTM C836, C957, D1227, D3468 or D6083, however the website pdf brochure noted in the alternate design letter does not contain information that this product meets one of these ASTM standards. Please provide. The manufacturer's green roof information that was on the pdf noted in your letter is placed on a concrete substrate, not a wood substrate as shown on your plans. Provide information from the manufacturer addressing your green roof design, including the specific roof assembly as well as the ASTM standard information noted above. • Which manufacturer are the details on Sheet A.25 from — the SIP manufacturer or the green roof manufacturer. Please provide this with your Alternate Design resubmittal. • Since this is an alternate design for a specific roofing system by a specific manufacture, remove references on plans and letter to "or approved equal". If the Alternate Design is granted, after the permit is issued if the green roof system or component of the green roof system will be changed, a new alternate design must be submitted and approved by the Building Official. Bamboo Rain Screen Siding: IRC R703 • Provide manufacturer's installation information for method of attachment of the bamboo mats, or provide structural calculation to justify. Page 3 of 3 l�. CITY OF EDMONDS SPECIAL INSPECTION AND TESTING AGREEMENT The project at Li 42 issued under building permit number requires special inspection and/or testing per IBC Chapter 17. The complete list of special inspections is attached to this document. BEFORE A PERMIT CAN BE ISSUED: The owner and contractor and special inspector shall complete this agreement and the attached structural test(s) and inspections schedule including the required acknowledgements. APPROVAL OF SPECIAL INSPECTORS: Each special inspector shall be approved by the Building Official prior to performing any duties or inspections. Each special inspector shall submit Statement of Qualifications to the Building Official for review. Special inspectors shall display identification when performing special inspections on site. Special inspection and testing shall meet the minimum requirements of IBC Chapter 17 and the following: A. Duties and Responsibilities of the Special Inspector 1. Observe Work The special inspector shall observe the site work for conformance with the approved (stamped) plans and specifications and applicable workmanship provisions of the 11RC. Architect or Engineer reviewed shop drawings may be used only as an aid to inspection. Special Inspections are to be performed on a continuous basis—meaning that the special inspector is on site at all times observing the work requiring special inspection. Periodic inspections, if any, must have prior approval by the City based on a separate written plan reviewed and approved by the Building Official and the engineer or architect of record. 2. Report Non -conforming Items The special inspector shall bring non -conforming items to the immediate attention of the contractor and note all such items in the daily field report. Any item not resolved in a timely manner shall be immediate cause of the special inspector to notify the Building Official of the plan deviation, error, change or omission. It shall also be the duty of the special inspector to promptly notify the engineer or architect. 3. Complete Daily Reports Each special inspector shall complete and sign both the special inspection record and the daily report form for each day's inspection. These records shall remain at the jobsite with the contractor for review by the City Building Inspector. 4. Furnish Weekly Reports The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. Weekly reports must include the following: • Description of daily inspections and tests made with applicable locations + List of all non -conforming items • Report on status of non -conforming items (resolved or unresolved) • Itemized changes authorized by the Architect, Engineer and City if not included in non- conformance items. S. Furnish Final Construction Report The special inspector or inspection agency shall submit a final signed report to the City stating that all items requiring special inspection and testing were fulfilled and reported. And, to the best of L_1fEMP1BUILDING1SpeciailnspectionAgreementIBC_doc 7104 his/her knowledge the project is in conformance with the approved plans and specifications, approved change orders and the applicable workmanship provisions of the IBC. Items not in conformance or unresolved items or any discrepancies in inspection coverage, (i.e., missed inspections, periodic inspection when continuous inspections were required, etc.) shall be specifically itemized in this report. B. Contractor Responsibilities 1. Notify the Special Inspector It is the duty of the contractor to notify the special inspector when work is ready for special inspection. Note, the items listed on the attached schedule and as noted on the approved plans and specifications are required to have special inspections. Adequate notice shall be provided by the contractor so that the special inspector has time to become familiar with the project. 2. Provide Access to Approved Plans The contractor is responsible for providing the special inspector access to approved plans at -the j obsite. 3. Retain Special Inspection Records The contractor is responsible to retain at the jobsite all special inspection records submitted by the special inspector. These records are to he provided to the City budding inspector upon request. C. City of Edmonds Buildiu De artment Responsibilities 1. Approve special inspectors or inspection agencies The building department shall approve all special inspectors and special inspection requirements. 2. Monitor special inspection and approve weekly reports Work requiring special inspection and the performance of special inspectors shall be monitored by the City Building Inspector. His/Her approval must be obtained prior to placement of concrete or other similar activities in addition to that of the special inspector. 3. Issue Certificate of Occupancy The Building Official may issue a Certificate of Occupancy after all weekly special inspection reports including the final report have been submitted and accepted. D. Owner Responsibilities The project owner or the engineer or architect of record acting as the owner's agent shall fund special inspection services. E. Engineer or Architect of Record Responsibilities The engineer or architect of record shall include special inspection requirements on the plans and specifications.
