The City is in receipt of the Associated Earth Sciences letter dated March 20, 2006 and the
Arboriculture & Restoration letter dated April 10, 2006 (both rcceived by the City on April 26,
2006) addressing the landslide on the northwest portion of the referenced Fong property in
Edmonds.
City staff reviewed and discussed the recommendations contained in the letters and determined
the following shall be required of Mr. Fong pursuant to Edmonds Community Development
Code Chapters 19.10 and 23.40 regulating the designated earth subsidence landslide area of
North Edmonds and steep sloped landslide hazard areas critical areas as defined by the City's
Critical Areas Ordinance:
• A Grading permit shall be required. Please refer to the attached public handout for
minimum Grading submittal requirements. Note that plans must be prepared and
stamped by the Architect or Geotechnical Engineer of record.
• The grading plan shall include a time schedule and description of work with all
equipment use specifically called out. The City does not support the use of machines on
this slope. The time schedule shall include that the slide area is to be re -graded and all
approved or geotechnically recommended erosion control measures installed by June 30,
2006.
• The grading plan shall include a re-vegetation/planting plan_ The. plan may use the
proposed sizes and spacing specified in the referenced Arboriculture & Restoration letter,
and shall indicate quantities of each plant to be planted and planting area. The planting.
plan shall include a time- schedule with all plantings to be. complete by no later than
October 1, 2006.
• The City Planning Division shall consider the noted alder tree (Page 1 of referenced
Arboriculture & Restoration letter, third paragraph) as a hazardous tree and can expedite
review approval provided the tree consultants' recommendations (tree cut to a high stump
just above the lowest branches) are followed and are clearly indicated on the grading
plan.

If there are circumstances that will prevent a complete Grading permit application to be
submitted to the City by May 15, 2006 please immediately inform my office in writing. If you
have any questions about the provisions of ECDC 19.10 please contact me directly. If you have
any questions about Critical Areas or the planting and re -vegetation plan please contact Meg
Gruwell, Senior Planner directly. If you have any questions about the City storm drainage
system contact Noel Miller, Public Works Director or Jim Kammerer, Street/Stormwater
Manager at 425-771-0235.
Once a complete Grading permit application is submitted the City will expedite review and
permit issuance_ At this time the City shall forgo outside consultant peer review based on the
adequacy of the reports to date. However, if future plans are inconsistent or in opposition of the
Fong consultant reports the City would seek outside professional assistance in determining code
compliance. Lastly, issuance of the future permit shall include a permit condition that special
inspection be performed by Fong consultants to verify all recommendations contained in the
reports are adequately and substantially complete and that work is compliant to the approved
grading and re -vegetation plans.
