RE: Emergency Shoring for Calais Apartment Carport

Dear Mr. Heinzig,

This morning City officials met with Monte Clouston, owner of Calais Apartments, at the public
counter and he informed staff that you, as Engineer of Record for this project, have determined
that a wall of the carport is in danger of collapse and emergency shoring is required. He also said
that if staff viewed the wall, an inherent immediate problem would not be evident. This is the
first the City has been notified that a potential emergency condition exists on this property.
If the allegations are correct, to obtain emergency shoring approval from the City, the following
shall be provided via fax to the City Building Official by 2:00 p.m. today.
1. A letter, stamped and signed, stating that the carport building (or described portion) is in
danger of collapse and emergency shoring must be installed immediately.
2. The letter shall include a detailed description of the emergency shoring and work. Note,
the building owner claims that roofing and soil behind the wall must be removed as well
in order to accommodate the emergency work.
3. A temporary shoring plan, stamped and signed by you. Mr. Clouston said that details in
the plans currently under review for building permit show the temporary shoring. If this
is the case, provide copies of those details with your letter and clearly show which
portions of the details apply to the emergency shoring (8 %z x I 1 submittal is acceptable)
4. The letter shall include recommendations regarding the occupancy and use of the carport
building (or described portion of the building) and any portion of adjacent buildings or
surrounding areas that are affected by the dangerous condition, and what measures will
be taken to insure this.
If emergency shoring is approved by the City based on factual evidence provided in your letter,
all inspections of the temporary shoring will be by Special Inspection by you as Engineer of
Record, and you will provide special inspection reports to the City immediately once the
emergency shoring is complete.
