Please consider this PE stamped engineer letter, field photos & attached
submittal documents, as the `official' engineer of record letter & special
inspection report on the `emergency shoring.' performed on the above
referenced project between July 27th, 2006 August 4, 2006 per City
of Edmond's authorization, & submittal requirements, as stipulated in
the above referenced project letters & project meetings.
As noted to Jeannine, during our July 28th meeting, it was my
engineering judgment (as EOR) that the Calais Apartment carport was in
some (potential) danger of partial building collapse. Some (selective)
retaining walls (Grid 2, btwn Grid 3.2 – 9.1) are damaged beyond serviceable repair, and appeared susceptible to
continued rotation & failure, due to excessive wall cracks, undersized
footings & excessive lateral earth pressures. (For elaboration on the
Carport's historic design/permit/construction history, structural
deficiencies, and recommended repairs, refer to (EOR) PE stamped
structural calculations & PE stamped engineered repair drawings,
currently under permit review by City of Edmonds.)
Before July 28th, 2006, I had alerted the owner/contractor of my
concerns over the prospect of continued wall rotation, & recommended
shoring of selective portions of the carport to protect the tenants &
public. The owner began performing the emergency shoring between
July 26 -28th, and than meet with the City of Edmonds on July 28th, to
discuss the situation & permit status, evidently unaware that City pre -
approval was required for emergency shoring_ I also went to the site on
July 28th, reviewed the `in -progress' install, made some field
recommendations, and than met with Jeannine on July 28th between 1-3
pm, to address their concerns, outlined in Ann Buillis' (earlier) July 28th,
2006 letter to the engineer of record.

At Jeanine's authorization, a record of the emergency shoring plan & structural details were `hand drawn' by EOR
.Mark Heinzig, PE (at the City of Edmond's permit counter) directly onto the (current) PE stamped engineered
Calais Repair drawing, under (current) permit review at the City of Edmond permit.

Following is the scope of emergency shoring work recommended by the
EOR, properly performed by the Contractor, and "special inspection" field
verified by EOR Mark Heinzig, PE on July 29`h & August 0, 2006:
• Removal of roofing materials & install of (2) temporary 5.13x12 glu-lam
bms shoring beams, install of (3) 6x columns, lateral bracing & install of
Simpson metal hardware connection hardware as necessary to temporarily
support/stabilize the existing roof structure in the area of concern.
• Saw -cut & removal of the existing 6" concrete retaining wall along grid B,
between Grid x & y, that was susceptible to rotational failure & collapse.
• Restriction of one-half of the carport, to materials & workers access & use
only_
• Install of guards/markers clearly indicating that neither the tenants, nor the
.public, may enter or use any portion of the carport under `emergency' shoring repair.
Attached in this letter, are engineer of record structural calculation for sizing of the
shoring beam, and E.O.R. field photographs, outlining both the `work -in -progress'
emergency shoring, and the `completed'

The Owner/Contractor was notified by the Engineer of
Record, that, beyond undertaking the emergency shoring
repairs outlined in this letter, the City of Edmonds
wouldn't authorize or approve any other `repair work' on
the Calais Carport, until the City of Edmonds had fully
received/reviewed the requested emergency shoring
repair documentation, PE stamped by the Engineer of
Record, and also reviewed/issued a permit for all
proposed engineering repairs to the Calais Carport. The
Owner indicated he understood, and would comply. If
