Furthermore, soap suds were again found in the catch basin located in the sitting area at the northwest corner of the building. These suds, and the mop strings found wrapped around the catch basin grate, clearly indicate that mop wash water was dumped into the drainage system. As you have been notified previously, this channel flows to the City's storm drainage system, which ultimately discharges to Hall Creek. The system is intended for storm runoff only. The storm system provides no treatment downstream, which means that fish and wildlife habitat are impacted by any pollutant discharges. The discharge of untreated wastes to the City's storm water collection system constitutes a violation of Edmonds City Code Chapter 7.200 and is subject to enforcement actions. Payment of a fine to cover administrative and remediation costs associated with this violation is authorized in accordance with Edmonds City Code 7.200.150. You have been warned previously to discontinue actions leading to illegal discharges. Therefore, you are hereby directed to: ® Pay a fine of $500 per Edmonds City Code 7.200.150. ® Report back to the City by August 8, 2006 regarding the proper Best Management Practices that will be employed in future operations by your organization to prevent illegal discharges. These practices should address proper disposal of wash water and proper waste storage. Attached is a Best Management Practices handout for food services that can be used as guidance in accomplishing this requirement. If we do not receive a response from you by 4:00 p.m. on August 8, 2006, we will issue an Order to Correct. This could lead to a Notice of Violation, with corresponding fines of $100.00 per day. Our head office already sent out the fine of $500 a few days ago. We will 'be very careful not to make the same mistake again. As to how to prevent illegal discharges in future operations, we checked and found out that the effluent trail from a waste container is because the door of the waste container had not been close strictly. As the waste container will be pulled out and, cleaned up once or twice a week, the door should be close tightly after cleaning. Now we've assigned an employee in our store watch this particular issue closely every time the container was brought back. We will make sure that the door won't leak any more. About the scum of grate and some effluent trail on parking lot, we've checked the photos you emailed us, l am afraid we have some comments, First of all, in this shopping center, all the external maintenance is landlord's responsibility. Our landlord is Ernerald Commercial, LLC. Sometimes, landlord will hire somebody to clean the sidewalk; we've noticed that if the workers used high-pressure water gun to do the job, it might leave scum of grate like you show us on photos. This could be one of the explanations of those trails on parking lot (Ranch 99 009,ipg). Secondly, we have sinks inside our store, we never wash mop at the sitting area or any place outdoor. ,It could be one of the restaurants next to the sitting area that did it. I'll past the Best Management Practice to all the restaurants, ask tbem to pay more attentions on this matter. But as you know, all those .restaurants have their own boss, tl-ley run their business on their own, they will not necessarily listen to us. So T suggest if anyone did anything illegal, sent a ticket to him or her directly, they should responsible for it. Thank you for all your time and kindness assistances.
