During re -review of the above noted application, it was found that the following information, corrections, or clarifications are needed. Please redline plans or submit two (2) sets of revised plans/documents (affected sheets only) with a written response to each of the items below to a Permit Coordinator. 1) ok 2) ok 3) ok 4) A `partial" site plan was submitted. All information needs to be on one site plan. Please add all applicable information to the site plan. Site plan says see A2.2 for concrete patio and deck dimensions and nothing is shown on this sheet. Accurate dimensions should be shown on the site plan as well as the plans for all proposed patios and decks. 5) See #4 please add to site plan. Label proposed covered porch around the SE corner of the house and concrete stairs. Also note, if there are 4 or more risers a complying handrail is required. 6) ok 7) ok 8) Still need. Provide manufactures specifications for Master Bedroom door 114B (egress) to verify that it is openable from the inside without the use of a key or special knowledge or effort (R311.4.4) 9) ok. 10) ok 11) Waiting for revised survey showing base flood elevation information. The following comments, deficiencies/corrections must be addressed prior to completion of plans review and subsequent issuance of permits. Provide revised plans and calculations along with a written response to each of the items listed below to facilitate a shorter back -check time. SCOPE OF REVIEW The scope of this review is for the structural requirements of this project. Original comment will he written in italic if not addressed on the response All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. STRUCTURAL COMMENTS General: Page 2 of 4 EECE#: EDM 06-29 (2) Edmonds Number: 06-258 & 2006-0682 A. For some reason the Shearwall are not called out on the new set. Please add this information and resubmit. P1-6 does not work everywhere. Modify drawings with the shear walls noted clearly on the drawings. Note if using the masonry fireplace to resist the lateral the seismic R factor is not the same as plywood shear wall and must be analysis with the different lateral seismic resisting force. The simplified method may not be used and ASCE 7-02 shall be used. IBC 1617.6.2.2 113C 1617.6.2.2 B. The drawings state to use spruce pine fir but the analysis used HF. The stresses are not the same and the Spruce pine fir is much less then used in the analysis. Resubmit analysis with the proper stresses as specified on the drawings. C. In the analysis the length of the wall for the shear resistance is not correct. For example along grid D the wall is not 18 feet. Resubmit analysis with the proper length of the shear wall specified. Sheet 51.1 GENERAL STRUCTURAL NOTES: Sheet 52.1 FOUNDATION PLAN: 2. 4. Please specify the required size of the wood post. The notes state wood post below on framing plan 52.2. Neither sheet 52.1 nor sheet 52.2 specifies the required wood post size. Drawing now state 4x4 posts to use but not the required connection of the post base. Please point out where this is specified on the drawings. 3. EOR the drawing require more then just double studs to support the vertical load from the beam reactions. For example the new calculation has a reaction of 2.55 kips on double studs. The studs are at a height as used in the new analysis is 10 feet. Please specify on the drawing that all walls without a shear wall mark shall be PI -6. The analysis used this as the default shear wall and it is not clear this will be used. Not all required shear walls are called out on the drawings. For example wall line D shall be a P1-2 with straps around opening but the drawings do not reflect this. Now the drawings state to use a P 1-6 which does not match the analysis. Modify drawings to match the design analysis. Sheet 52.2 ROOF FRAMING PLAN: 5. 9. The details state the hanger will be specified on the plan but I was unable to find where it is on the drawing in order to check capacity. Please add the required size of the hangers to the drawings in order to transfer all the required design forces. Drawing now state use U hanger. There are many different sizes of U hanger that maybe used. With out the size to use the smallest must be assumed will be the hanger that will be used. The U hangers will not support the design loads. Modify drawings accordingly. D. Drawings state HDR at the dining room. Per notes this is (2) 2x8. The span is 20 feet and this will not support the design loads. Please modify drawing to state only 5-114X14 and not both. E. Double studs will not support the reaction from the 5-114X14 PSL. Modify drawings accordingly. As per new analysis. F. Provide detail on the drawing for the notching of the PSL to 7-114 ". This is very important to assure the contactor does not notch the beam over the support. Or submit analysis for a depth of 7-114 depth beam. Sheet 56.1 FRAMING DETAILS: 6. 13. Detail 8 states the hanger will be specif ed on the plan but I was unable to find where on the drawing this was called out in order to check capacity. Please add the required size of the hanger to the drawings in order to transfer the required forces. This still does not appear to be added to the drawings. This appears not to be address in the response. Additional corrections may be required following receipt of corrections and additional information as requested. Your plans are being reviewed concurrently with the Building Department, Fire Department, Zoning Department and Public Works Engineering. Changes, clarifications or additional corrections may be required subsequent to the Building Department plan review when comments are received from the other concerned departments. BEFORE A PERMIT CAN BE ISSUED: The owner and contractor and special inspector shall complete this agreement and the attached structural test(s) and inspections schedule including the required acknowledgements. APPROVAL OF SPECIAL INSPECTORS: Each special inspector shall be approved by the Building Official prior to performing any duties or inspections. Each special inspector shah submit statement of Qualifications to the Building Official for review. Special inspectors shall display identification when performing special inspections on site. Special inspection and testing shall meet the minimum requirements of IBC Chapter 17 and the following: A. Duties and Responsibilities of the Special Inspector 1. Observe Work The special inspector shall observe the site work for conformance with the approved (stamped) plans and specifications and applicable workmanship provisions of the IBC. Architect or Engineer reviewed shop drawings may be used only as an aid to inspection. Special Inspections are to be performed on a continuous basis ----meaning that the special inspector is on site at all times observing the work requiring special inspection. Periodic inspections, if any, must have prior approval by the City based on a separate written plan reviewed and approved by the Building Official and the engineer or architect of record 2. Report Non -conforming Items The special inspector shall bring non -conforming items to the immediate attention of the contractor and note all such items in the daily field report. Any item not resolved in a timely manner shall be immediate cause of the special inspector to notify the Building Official of the plan deviation, error, change or omission. It shall also be the duty of the special inspector to promptly notify the engineer or architect. 3. Complete Daily Reports Each special inspector shall complete and sign both the special inspection record.and the daily report form for each day's inspection. These records shall remain at the jobsite with the contractor for review by the City Building Inspector. 4. Furnish Weekly Reports The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. Weekly reports must include the following: • Description of daily inspections and tests made with applicable locations • List of all non -conforming items Report on status of non -conforming items (resolved or unresolved) Itemized changes authorized by the Architect, Engineer and City if not included in non- conformance items. 5. Furnish Final Construction Report The special inspector or inspection agency shall submit a final signed report to the City stating that all items requiring special inspection and testing were fulfilled and reported. B. Contractor Responsibilities 1. Notify the Special Inspector It is the duty of the contractor to notify the special inspector when work is ready for special inspection. Note, the items listed on .the attached schedule and as noted on the approved plans and specifications are required to have special inspections. Adequate notice shall be provided by the contractor so that the special inspector has time to become familiar with the project. 2. Provide Access to Approved Plans The contractor is responsible for providing the special inspector access to approved plans at.the jobsite. 3. Retain Special Inspection Records The contractor is responsible to retain at the jobsite all special inspection records submitted by the special inspector. These records are to be provided to the City building inspector upon request. C. City of Edmonds Building Department Responsibilities, 1. Approve special inspectors or inspection agencies The building department shall approve all special inspectors and special inspection requirements. 2. Monitor special inspection and approve weekly reports Work requiring special inspection and the performance of special inspectors shall be monitored by the City Building Inspector_ His/Her approval must be obtained prior to placement of concrete or other similar activities in addition to that of the special inspector. 3. Issue Certificate of Occupancy The Building: Official may issue a Certificate of Occupancy after all weekly special inspection reports including the final report have been submitted and accepted. D. Owner Responsibilities The project owner or the engineer or architect of record acting as the owner's agent shall fund special inspection services. E. Engineer or Architect of Record Responsibilities The engineer or architect of record shall include special inspection requirements on the plans and specifications.
