During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please redline plans or submit two (2) sets of revised
plans/documents (affected sheets only) with a written response to each of the items below to a
Permit Coordinator.
1) Revise site plan to say proposed residence. Currently all is shown is proposed garage. Please
clarify.
2) Provide top and bottom wail elevations at 5' intervals for proposed retaining walls on both sides
of the driveway.
3) Specify detail to be used for patio retaining wall including a connection detail for the guardrail.
Also, specify top and bottom wall elevations on the site plan.
4) Note on site plan if rockery shown on property to the South is existing or proposed. If proposed
separate permit will be required signed by that property owner with calculations and details.
5) Sheet Al has a detail for raised walkway. Please provide North/South and East/West
construction section details including connection to the residence. Specify rise and run for
proposed stairs.
6) Grading plan shows existing retaining wall on the West side of the house. Clarify if it will be
removed in its entirety including portion on adjacent property. Also show how this area will be
re -graded or if a new retaining wall is proposed. Modify side plan accordingly.
7) An additional smoke detector is required on the basement level in the entry way at the bottom of
the stairs. Please add to plans.
8) On the site plan note that handrails are required for 4 or more stair risers and guardrails are
required to protect falls greater than 30".
9) On the site plan specify what is being used as the datum point. Based on the topography please
choose a point that will allow the Building inspector to perform the height verification
inspection.
10) Show size and location of all source specific exhaust fans (50 cfin minimum for bath/laundry
and 100 cf n for kitchen stove).
11) Please complete the enclosed Energy and Ventilation Worksheet. Note on the plans which fan
will act as the whole house fan and specify cfm rating as determined by enclosed form.
12) Provide crawlspace ventilation calculations and show size and location of crawlspace vents on
foundation plan.
13) Provide shoring detail and a separate site plan showing locations of the temporary shoring walls
as noted in the Geotechnical Report. Structural calculations and peer review will be required.
14) Page 6 of Geotechnical Report by Dennis Bruce, PE references an attached sketch for sharing.
Please provide this sketch.
15) Special inspections are required for the following. Complete the enclosed special inspection
agreement signed by the owner, the general contractor and the special inspector and submit to
the City for approval prior to issuance.

General
3. EOR please provide calculation for the slab to resist 7.5 kip force at the base as
noted in the Enercalc program.
4. Please reference the location of each different wall type to use throughout this
structure. Sheet S 1 and S2 have many different cases for retaining wall to be built.
It is not clear where all the locations of these walls are to be used. This should not
be decided by the contractor but should be clearly referenced on the drawings.
Sheet A2 BASEMENT PLAN SHOWING 2ND FLOOR FRAMING:
5. EOR please clearly specify the required connections for the post to the beams.
6. EOR please specify the required connection of the post that bears on the supporting
beam below. I was unable to determine the required connections for the drawings.
Sheet A3 FLOOR PLAN 2ND LEVEL:
7. EOR please clearly specify the required connections for the post to the beams. This
also should include the double joist.
Sheet A4 2ND FLOOR SHOWING 3RD FLOOR FRAMING:
8. EOR please clearly specify the required connections for the post to the beams. This
also should include the double joist.
Sheet A5 FLOOR PLAN 3RD LEVEL:
9. Please clarify on the drawing how the shear force from the roof framing is
transferred to the interior shear wall. Sheet A7 does not show how these walls are
framing to transfer this force. Please add detail and collector elements to transfer
the required lateral forces. IBC 1620.2.6
Sheet A7 ROOF FRAMING PLAN:
10. EOR please provide analysis for the horizontal diaphragm nailing requirements. It
appears the nailing specified in note 2 will not support the required horizontal
diaphragm forces for an unblocked diaphragm. IBC 1620.2.5 and IBC 1620.4.3

SheetA8 CONSTRUCTION DETAILS:
11. Detail 10: EOR please provide analysis for the deck guard rail including the
connections required.
12. Detail 12: EOR please specify the required stair angle bolted to floor beam to resist
the design forces. All that is noted is the following, "STAIR < BOLTED TO
FLOOR BEAM SIMPSON".
Sheet A9 CONSTRUCTION DETAILS:
13, Detail 5: Please clarify note "RAILING DETAIL SEE SHEET A". It is not clear
the required connection required at this location. Also this connection should resist
the minimum code required forces of 200 pounds applied in any direction. R301.5
14. Detail 7: Please clarify in the detail what the '/z diameter ledger bolts are
connecting to the main structure. All that is noted is building line. Without this
information there is no way to check the connection to support the minimum code
design loads. IBC 106.3.3
Sheet S 1 STRUCTURAL DETAILS:
15. Detail A2: Design analysis used a height to design the retaining wall to be 19 feet
but the detail states 19'6" max. Modify analysis to match the detail that will be
built or modify the detail to be in compliance with analysis. IBC 1604.4
16. Detail A2: Design analysis used a d for the top stem wall to be 3.69 inches. With a
2" clear and center of reinforcement the d from the compression face of concrete to
center of tension steel shall be 3.18 and not 3.69. Please modify the analysis or the
drawings to resist the design force as required. ACI chapter 10: (d= distance from
the extreme compression fiber to the centroid of tension reinforcement.) Also note
the program output picture clearly states the center of steel to the compression face
to be 1-314" but the drawings show 2" clear.
17. Detail Al and A2: Please specify the required length of the #5 @ 10" OIC
reinforcement at the top of the footing.
18. EOR please provide analysis for detail Al. The submitted analysis does not appear
to have this wall designed.

19. Detail 4: EOR provide analysis for the A34 to resist the horizontal force form the
soil pressure as a restrained wail. The maximum force and A34 can resist with a
force applied perpendicular is 345 pounds. Therefore (2) A34 can only resist 690
pounds if the joist were spaced at 12" OIC. Also the bolts spaced at 8" OIC do not
resist this force. Note per table I IE Z perpendicular to plane is 470 pounds per
foot. So the for the maximum force that can be resisted is 705 pounds. But it is
clear in the analysis the required force the top of the wall is required to resist is 1.1
kips. Modify detail accordingly. NDS 11.3
20. Detail 4: When the joist run parallel to the wall the blocking at 24" OIC will not
resist the design force. Please modify accordingly. NDS table 11E.
21. Detail 4: EOR submit analysis to account for the 100 psf force required for the
restrained wall. All the analysis submitted has stated the wall is free to rotate at the
top. This is not the case for the restrained wall.
22. EOR please submit analysis for straight bar embedment of the dowel to resist the
design force. It appears the analysis is counting on this bar to transfer this force.
Please clarify on the response.
23. Detail 4: EOR submit analysis for the 18" wide footing to support the vertical
loads with out exceeding the allowable bearing pressure. This must include the
weight of concrete and the floor loads above. The maximum force that can be
resisted vertically is 2500 PSF * 18" wide footing * 12" per foot = 3750 pound per
foot of wall. Just the weight of wall alone has a vertical force of 150*11 feet*8
inch wall/12 =1100 pounds per foot. IBC 1801.2
Sheet S2 STRUCTURAL DETAILS:
24. Detail 4: EOR please modify the test under the toe to read the required length for
the 9'6" wall.
Additional corrections may be required following receipt of corrections and
additional information as requested.
Your plans are being reviewed concurrently with the Building Department, Fire
Department, Zoning Department and Public Works Engineering. Changes,
clarifications or additional corrections may be required subsequent to the Building
Department plan review when comments are received from the other concerned
departments.

SPECIAL INSPECTION AND TESTING AGREEMENT
The project at R I A issued under building permit
number d requires special inspection and/or testing per IBC Chapter 17. The
complete list of special inspections is attached to this document.
BEFORE A PERMIT CAN BE ISSUED: The owner and contractor and special inspector shall complete
this agreement and the attached structural test(s) and inspections schedule including the required
acknowledgements.
APPROVAL OF SPECIAL INSPECTORS: Each special inspector shall be approved by the Building
Official prior to performing any duties or inspections. Each special inspector shall submit Statement of
Qualifications to the Building Official for review. Special inspectors shall display identification when
performing special inspections on site. Special inspection and testing shall meet the minimum requirements
of IBC Chapter 17 and the following:
A. Duties and Responsibilities of the Special inspector
1. Observe Work
The special inspector shall observe the site work for conformance with the approved (stamped) plans
and specifications and applicable workmanship provisions of the TBC. Architect or Engineer
reviewed shop drawings may be used only as an aid to inspection_ Special Inspections are to be
performed on a continuous basis—meaning that the special inspector is on site at all times observing
the work requiring special inspection. Periodic inspections, if any, must have prior approval by the
City based on a separate written plan reviewed and approved by the Building Official and the
engineer or architect of record.
2. Report Non -conforming Items
The special inspector shall bring non -conforming items to the immediate attention of the contractor
and note all such items in the daily field report. Any item not resolved in a timely manner shall be
immediate cause of the special inspector to notify the Building Official of the plan deviation, error,
change or omission. It shall also be the duty of the special inspector to promptly notify the engineer
or architect.
3. 'Complete Daily Reports
Each special inspector shall complete and sign both the special inspection record and the daily report
form for each day's inspection. These records shall remain at the jobsite with the contractor for
review by the City Building Inspector.
4. Furnish Weekly Reports
The special inspector or inspection agency shall furnish the City with weekly reports of tests and
inspections. The project engineer or architect, and others as designated shall also be copied on
reports. Weekly reports must include the following:
• Description of daily inspections and tests made with applicable locations
• List of all non -conforming items
• Report on status of non -conforming items (resolved or unresolved)
• Itemized changes authorized by the Architect, Engineer and City if not included in non-
conformance items.
5. Furnish Final Construction Report
The special inspector or inspection agency shall submit a final signed report to the City stating that
all items requiring special inspection and testing were fulfilled and reported. And, to the best of

his/her knowledge the project is in conformance with the approved plans and specifications,
approved change orders and the applicable workmanship provisions of the IBC. Items not in
conformance or unresolved items or any discrepancies in inspection coverage, (i.e., missed
inspections, periodic inspection when continuous inspections were required, etc.) shall be specifically
itemized in this report.
B. Contractor Responsibilities
1. Notify the Special Inspector
It is the duty of the contractor to notify the special inspector when work is ready for special
inspection_ Note, the items listed on the attached schedule and as noted on the approved plans and
specifications are required to have special inspections. Adequate notice shall be provided by the
contractor so that the special inspector has time to become familiar with the project.
2. Provide Access to Approved Plans
The contractor is responsible for providing the special inspector access to approved plans at:the
jobsite.
3. Retain Special Inspection Records
The contractor is responsible to retain at the jobsite all special inspection records submitted by the
special inspector. These records are to be provided to the City building inspector upon request.
C. City of Edmonds -Building Department Responsibilities
1. Approve special inspectors or inspection agencies
The building department shall approve all special inspectors and special inspection requirements.
2. Monitor special inspection and approve weekly reports
Work requiring special inspection and the performance of special inspectors shall be monitored by
the City Building Inspector. His/Her approval must be obtained prior to placement of concrete or
other similar activities in addition to that of the special inspector.
3. Issue Certificate of Occupancy
The Building Official may issue a Certificate of Occupancy after all weekly special inspection reports
including the final report have been submitted and accepted.
D. Owner Responsibilities
The project owner or the engineer or architect of record acting as the owner's agent shall fund
special inspection services.
E. Engineer or Architect of Record Responsibilities
The engineer or architect of record shall include special inspection requirements on the plans and
specifications.
